MEAL Officer - Mykolaiv - Intranet DCA
POSITION OBJECTIVES
MEAL Officer (Data & Monitoring) ensures that programme data is accurate, complete, and delivered on time across DCA-NCA projects in Ukraine. The role is responsible for data processing, cleaning, validation, consolidation, and basic analysis and visualization, and for strengthening data flows from partner’s and own implementation teams. The position includes regular coordination with implementing partners and provides training and technical support on data collection, processing, reporting requirements, and related tools. The role also supports monitoring visits and follow-up, covers agreed areas of implementation, and proposes practical improvements to tools and working methods where processes are inefficient. Quality of output, confidentiality, and compliance with data protection standards remain the top priority.
Regardless of the content of this job description the employee is expected to participate in any task necessary for the organization as delegated by their manager.
RESPONSIBILITIES
- Maintain and update beneficiary/activity datasets and the indicator database fed by them. Ensure accurate linkage between source data and reported indicators.Validate partner submissions and outputs from data collection tools, flag data quality issues, and coordinate corrections with partners and relevant teams.
- Ensure accurate and timely data entry and conduct data quality checks to avoid inconsistencies or errors
- Create summary reports and dashboards to analyse data for decision-making.
- Improve efficiency via automation (Power Query, structured templates, AI).
- Design and implement data collection forms in collaboration with other programme team members, ensuring they meet programme requirements.
- Regularly compile data for internal and external reports, including donor reports, assessments, and situation updates.
- Support planning and participation in monitoring visits.
- Train partner staff on database management and proper data collection and reporting methods.
- Train other DCA-NCA staff on database management and support them on ad-hoc requests.
- Work closely with programme teams to ensure that data is measuring project objectives and indicators.
- Liaise with partners and other relevant stakeholders to harmonize data collection approaches and maintain consistency across projects.
- Proactively identify inefficiencies or bottlenecks (duplication, manual steps, unclear procedures) and propose improvements.
- Ensure all data collection and storage complies with organizational data protection standards and legal requirements (GDPR): no sensitive personal data in unapproved tools; anonymization where required; secure storage and access control.
- Ensure the data management systems are adapted to comply with both national and international humanitarian standards
REQUIREMENTS - University Degree in a related field
- At least 2 years of relevant experience in data management and reporting, including data cleaning, validation, consolidation, and quality checks.
- Experience working in a multi-stakeholder environment with tight deadlines and competing priorities.
- Experience in working in an NGO is desired
- Strong practical skills in managing structured datasets and maintaining clean, well-organized databases (including data structure, validation rules, version control, and auditability).
- Experience with mobile data collection platforms (e.g., KoboToolbox, CommCare).
- Advanced skills in Excel, including pivot tables, Power Query, and other data analysis tools.
- Openness to responsible AI tools and AI-assisted workflows.
- Knowledge of data protection principles, including GDPR
- Fluency in Ukrainian (written and spoken)
- Working ability in English is desired
- Strong analytical and problem-solving skills.
- Ability to work in a fast-paced environment and manage multiple tasks simultaneously.
- Strong communication skills and the ability to train and support staff with diverse technical backgrounds.
- High autonomy: plans own work, flags risks early, and no need for constant supervision.
- Proactive improvement approach : identifies inefficiencies and proposes solutions with evidence.
