Background

 iMMAP Inc. implements a Third-Party Monitoring (TPM) project funded by the US Department of State Office for Weapon Removal and Abatement (WRA) with the purpose of monitoring and verifying U.S.-funded Conventional Weapons Destruction (CWD) and Explosive Ordnance Risk Education (EORE) activities in Ukraine at regularly scheduled intervals to confirm the accuracy of PM/WRA Implementing Partners’ reports and the compliance with the terms and conditions of their respective agreements or contracts. 

Description of Duties

The Mine Action (MA) Third Party Monitoring Field Team Leader will be deployed to one of the country regions with work covering the several oblasts of Ukraine. Under the overall guidance of the Mine Action Third Party Monitoring (TPM) Project Manager (PM) the Mine Action Third Party Monitoring Field Team Leader will be responsible for all assigned tasks by the MA TPM Project Manager as follows:

• Participate in the overall Third-Party Monitoring (TPM) planning process and assist the TPM PM in the preparation of the data relevant to the field visits; development and implementation of field visits, assessments, surveys, and ensure the data collection relevant to the project.
• Conducting field visits to monitor and verify PM/WRA’s Implementing Partner’s (IPs) activities regularly, planning the visits proportionally taking into consideration the relevant IPs’ tasks, periods, area of responsibility, and visiting each PM/WRA’s IP’s mine/ERW clearance (Conventional Weapon Destruction -CWD) and EORE activities on regular basis and in accordance with project objectives and International / National Mine Action Standards (IMAS/NMAS).  
• While conducting the field visits, engage local communities to determine and confirm CWD and EORE activities in their location in order to assess the impact of the CWD and EORRE activities, whether access to basic social services and economic opportunities had improved through the activities of the PM/WRA’s IPs. This includes field visit data, focus group discussions (FGD), key informant interviews (KII), and desk reviews. 
• Establish and maintain excellent working relationships with the IPs in areas of responsibility and interest. Also, build on iMMAP’s Inc. existing strong relationships with the National Mine Action Authorities (NMAA) locally and partners in the field.
• Coordinating and conducting regular site visits with IPs and preparing mission Monitoring and Verification reports.
• Provide weekly updates based on thorough site visits outcomes and report the activities conducted by IPs. Report any capacity gap or critical non-conformities (against IMAS/NMAS) on an ongoing basis.  
• Conduct field visits in accordance with project objectives and established targets for each IP operated in the area of responsibility. 
•  Maintaining the TPM tracking and planning tools to ensure that all records are registered and shared with IMO.  
• Conduct after-action reviews after site visits and include the same in field reports and share with Information Management officer (IMO).
• Ensure internal quality assurance and quality control the integrity of collected data and records with regular updates, relevant to monitoring, tracking tools and provide the data to IMO for consolidation.
• Assist IMO in the development/updating of relevant M&V tools to ensure that tools are utilized correctly during the site visits. 
• Participate in the development and implementation of assessments, studies, surveys, and data collection methodologies.
• Work closely with IPs to ensure that project-relevant information is shared promptly and liaise with IPs to facilitate implementation of the project objectives.
• Conduct, coordinate, and supervise regular sit visits to IPs work sites, locations and prepare field mission reports.
• Provide weekly updates based on thorough site visits to report the activities conducted by IPs.
• Conduct follow up surveys to verify the EORE knowledge retention by beneficiaries after the training sessions.
• Assist the TPM Project Manager in preparation of the internal training packages and deliver training as required  
• Actively engage local communities at the locations reported by PM/WRA IPs to verify that CWD and EORE activities carried out by IPs in these areas and to determine if these activities have, and to what extent, improved the quality of life and access to basic social services and economic opportunities for the affected communities.   
• Establish and maintain excellent working relationships with the IPs in your area of responsibility and interest, as well as the identification and maintenance of access routes to the partners’ work sites. Also, build on iMMAP’s existing strong relationships with the National Mine Action Authorities (NMAA) and IPs to ensure close coordination with these organizations.
• Complete additional tasks assigned by the TPM Project Manager and Country Representative.  
• Act as security focal point when security staff is not joining the field visit.

Requirements

Required Competencies & Knowledge:

• Excellent organizational skills with the ability to coordinate activities and projects
• Excellent communication and interpersonal skills and ability to establish relationships with stakeholders, with good negation skills.
• Knowledge and understanding of mine action mandates and operations.
• Capacity to produce coherent and good-quality reports. 
• General computer skills (use of MS Office package), Power BI data visualization tool, and ActivityInfo data collection tool (desirable). High level of motivation and proactivity
• Ability to work under pressure and long hours at different locations.
• Willingness and ability to work in high-risk areas with minimum living conditions. 
• Excellent physical condition.
• Flexible and adaptable to any situation.
• Self-reliant and able to work independently

Academic Qualifications/Experience/Language

• Bachelor’s Degree in social sciences, humanitarian and/or development studies, or other relevant field 
• Minimum 2 years of relevant experience within the Mine Action Operations. 
• Minimum 1 year of work experience in Humanitarian Organizations or an international environment or/and within operational missions with humanitarian mine action, commercial mine action, arms control, weapon contamination, and/or military engineering portfolio. 
• Knowledge and/or experience in the International Mine Action Standards (IMAS), Information Management System for Mine Action (IMSMA), Battle Area/Mine Clearance, Explosive Ordnance Risk Education, Technical/Non-Technical Survey, Land release process, Information Management / Geographical Informational System (GIS); 
• Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse views, while maintaining impartiality and objectivity. 
• Work experience in mine action, and EOD Level 1,2 qualification
• Previous experience in either program implementation, coordination, analysis, or monitoring and evaluation are essential 
• Experience in working in complex and volatile contexts
• Possession of a valid automobile driving license and ability to drive both automatic and manual transmission. (Category B)
• Good working knowledge of English (written and spoken)

Передумови

iMMAP Inc. реалізує проєкт моніторингу третьої сторони (TPM), який фінансується Департаментом держави США, Офісом з питань усунення озброєнь і скорочення загроз (WRA), з метою моніторингу та перевірки діяльності, пов’язаної з Програмою знищення звичайних озброєнь (CWD) та навчанням щодо ризиків від вибухонебезпечних залишків війни (EORE), які фінансуються урядом США в Україні. Моніторинг проводиться з певною періодичністю для підтвердження достовірності звітів партнерів-виконавців PM/WRA та їх відповідності умовам відповідних угод чи контрактів.

Опис обов’язків

Керівник польової групи з моніторингу третьої сторони (Mine Action TPM Field Team Leader) буде розміщений у одному з регіонів країни з покриттям кількох областей України. Під загальним керівництвом Менеджера проєкту TPM з протимінної діяльності (Mine Action TPM Project Manager) керівник польової групи відповідає за такі завдання:

• Участь у загальному плануванні TPM, допомога у підготовці даних для польових візитів, розробка та реалізація планів оцінювання і збору даних.

• Проведення польових візитів для моніторингу та перевірки діяльності партнерів-виконавців PM/WRA, планування відвідувань пропорційно до завдань, періодів та зон відповідальності партнерів. Відвідування об’єктів розмінування (CWD) та заходів EORE відповідно до цілей проєкту та міжнародних/національних стандартів IMAS/NMAS.

• Під час польових візитів — взаємодія з місцевими громадами для перевірки впливу заходів CWD і EORE на доступ до базових соціальних послуг та економічних можливостей. Збір даних через фокус-групи, інтерв’ю з ключовими інформаторами, огляди.

• Підтримка тісної співпраці з партнерами-виконавцями, місцевими органами влади та Національними органами з протимінної діяльності (NMAA).

• Координація та проведення регулярних моніторингових місій, підготовка звітів про результати.

• Надання щотижневих оновлень щодо діяльності партнерів, виявлення прогалин у спроможності або невідповідностей стандартам.

• Ведення інструментів планування та відстеження TPM, своєчасна передача даних офіцеру з управління інформацією (IMO).

• Проведення аналізу після польових місій, забезпечення контролю якості зібраних даних.

• Допомога IMO у розробці та оновленні інструментів моніторингу та перевірки (M&V).

• Участь у дослідженнях, опитуваннях, розробці методологій збору даних.

• Співпраця з партнерами для забезпечення своєчасного обміну релевантною інформацією.

• Проведення опитувань для перевірки рівня збереження знань EORE серед бенефіціарів.

• Допомога Менеджеру проєкту у підготовці та проведенні внутрішніх тренінгів.

• Виконання додаткових завдань, визначених Менеджером проєкту або Представником iMMAP в Україні.

• Виконання ролі відповідальної особи з безпеки у разі відсутності профільного фахівця.

Вимоги

Необхідні компетенції та знання:

• Відмінні організаційні навички та здатність координувати діяльність і проєкти.

• Високі комунікативні навички, уміння будувати стосунки зі стейкхолдерами, навички ведення переговорів.

• Знання принципів і діяльності у сфері протимінної діяльності.

• Здатність готувати якісні, структуровані звіти.

• Володіння пакетом MS Office; знання Power BI та ActivityInfo буде перевагою.

• Висока мотивація, проактивність, здатність працювати під тиском.

• Готовність працювати у складних умовах, у польових місіях.

• Відмінна фізична форма, гнучкість, самостійність.

Освіта, досвід та мови:

• Ступінь бакалавра в галузі соціальних наук, гуманітарних або розвиткових студій чи іншій суміжній сфері.

• Щонайменше 2 роки релевантного досвіду у сфері протимінної діяльності.

• Щонайменше 1 рік досвіду роботи в гуманітарних або міжнародних організаціях.

• Знання та/або досвід роботи з Міжнародними стандартами протимінної діяльності (IMAS), IMSMA, EORE, технічними та нетехнічними обстеженнями.

• Досвід у координації, моніторингу, оцінці або аналізі програм.

• Досвід роботи у складних і нестабільних умовах.

• Наявність водійського посвідчення категорії B, вміння керувати автомобілем з механічною та автоматичною коробкою передач.

• Добре володіння англійською мовою (усно та письмово).
