MEAL Manager
Project Summary:
CORE Response provides humanitarian assistance to internally displaced and conflict-affected persons throughout Ukraine. CORE has projects focusing on providing specific support activities related to the Shelter, and food security/NFI sectors in collective centers and in areas along the line of contact. CORE works in partnership with local NGOs and local government to deliver aid in a quick, targeted, and efficient manner.
Purpose of the position
The MEAL Manager (Monitoring, Evaluation, Accountability, and Learning Manager) for CORE Ukraine Response will work for a fast-paced and dynamic team based in Ukraine, supporting emergency and disaster response programs. CORE Ukraine Response has provided the following programs: cash-for-rent assistance, IDP shelter support, and coordinated food/NFI distributions around humanitarian supply efforts. This position will work closely with the Ukraine Program Director and Program teams in the East of Ukraine and in the West of Ukraine to develop and maintain program tracking and evaluation processes. The position will also coordinate with the HQ M&E team to further the CORE Ukraine Response goals of measuring impact.
Job duties and responsibilities:
The MEAL Manager will be responsible and accountable for the performance of the programmatic monitoring and evaluation systems. In particular, he/she will:
Program monitoring and evaluation:
• Assess the current M&E system, tailor it to CORE programmatic needs, and observe its use in the field;
• Design monitoring and evaluation plans for projects based on results of assessment mission and programmatic needs;
• Develop survey tools, data reporting processes, and other tools as requested or identified for program deliverables;
• Develop key monitoring indicators for new programs, and redesign existing M&E systems/indicators as needed;
• Monitor program performance by sub-implementing partners in meeting established objectives;
• Support the development of materials that can be used to train local partners and community-based organizations in best practices of M&E techniques;
• Oversee the creation of regular monitoring reports and program monitoring and evaluation reports for submission to the Ukraine Country Director/Ukraine Program Director;
• Support the development of the best practice papers and lessons learned reports to ensure innovations are documented and integrated into future programs;
• Coordinate regular area-wide program reporting with the HQ M&E team and Ukraine Country Director/Ukraine Program Director;
• Develop and lead post-distribution monitoring activities: design, implement, and oversee post-distribution monitoring processes to assess the impact, effectiveness, and beneficiary satisfaction of distributed goods or services;
• Other duties and responsibilities related to data collection and reporting while programming implementation if necessary.
Accountability and Learning:
• Coordinate beneficiary feedback mechanism for CORE program activities monitoring that complainants are properly recorded and responded;
• Lead beneficiary feedback mechanism: collection, management, analysis, and integration of lessons learned;
• Ensure project activities are designed to promote feedback mechanisms.
Coordination with international humanitarian relief agencies and partners:
• Participate in UN cluster meetings based on programmatic goals and objectives, represent interests of CORE as a humanitarian response actor;
• Provide regular timely data input on CORE programs in Ukraine to the relevant cluster databases in order to coordinate activities with other NGOs/INGOs and avoid duplication of efforts.
Job Requirements:
• At least 3 years of work experience as a MEAL employee with at least 1 year of MEAL experience in humanitarian projects;
• Advanced university degree (M.A., M.S., MPH) in social sciences, business administration, humanitarian practice, international development, public administration, or related field preferred;
• Understanding of data analysis and visualization, including summary statistics and mapping;
• Experience in the design and implementation of digital tools for the MEAL component of programs;
• Experience in providing data input and reporting to relevant UN clusters’ databases/reporting forms;
• Ability to guide, coach, and oversee implementing partners to produce accurate and timely data input and reporting;
• Excellent communication, writing, and organizational skills;
• Strong interpersonal and intercultural skills;
• Ability to work in a multicultural context as a flexible and respectful team player;
• Strong verbal and written Ukrainian and English language skills (B2 - Upper Intermediate level);,
• Knowledge of statistical software (R, SPSS, etc.) and visualization software (e.g. Smartsheets, PowerBI, KoBo, ) preferred.
