NPA’s international work covers three core areas: Mine Action and Disarmament, Democratisation and Just distribution of power and resources, and Humanitarian Action and Crises response. NPA is opening a Mine Action and Disarmament program with the aim of protecting civilians from the threats posed by explosive ordnance (EO) in Ukraine.
General responsibilities
- Assists Fleet Officer with monthly reports on vehicle and power generators status & usage, fuel balances as well as asset tracking and servicing data.
- Responsible for fleet operation tracking and reporting
- Ensuring that all drivers adhere to NPA’s logistical SOP’s and other regulations.
- Identify and establish cooperation with garages providing maintenance of fleet in order to reduce downtime due to repairs or lack of routine maintenance.
- Maintain electronic databases and hardcopy records of fleet related procurements, registration, inspections, and maintenance of fleet management.
- Ensure fleet availability to meet all requests by scheduling, forecasting, and surveying current usage trends.
- Monitor and ensure fleet operation in compliance with local rules and regulations and NPA policies.
- Monitor fuel purchase and consumption system.
- Implement standard operational standards to maintain vehicles by advocating best practices.
- Assist with plan, process for vehicle purchase and vehicle replacement through efficient settlement.
- Facilitate and implement driver’s training, corrective actions and capacity building to manage entire fleet to achieve NPA’s objectives.
- Ensure preventive maintenance programs are carried out as per schedule and monitor post repair performance.
- Manage the inventory of spares parts for vehicles, in coordination with the Fleet officer to ensure an adequate supply of spares.
- Conduct analysis of vehicle status by regular checks and make recommendations for timely replacement,including type of vehicles, spares etc.
- Assist in transfer and movement of vehicles between project locations as required by management.
- Responsible for NPA generators such as general services, service schedule, repair and reporting.
- Intensive Travel to the field projects regularly is required.

Specific duties
- Assisting in fleet purchases and maintenance in close collaboration with the Fleet Officer.
- Conduct fleet and driver daily management inclusive of preparing and documenting vehicle handovers.
- Establish and maintain list of suppliers for spare parts and maintenance of fleet and generators
- Schedule and follow up on servicing of vehicles.
- Ensure adequate and controlled usage, maintenance and monitoring of condition of vehicles and generators.
Qualifications:
Must have:
- High-school diploma or higher in a relevant field
- Strong command of English, both spoken and written, and native proficiency in Ukrainian
- Proficient computer skills, including familiarity with common software and applications
- Valid driving licence, minimum B category with 2 years of active driving experience
Desirable:
- Familiar with automotive terminology
- Minimum of two years of experience in the logistics/transportation field
- One or more years of experience within the humanitarian sector
- Experience with software for fleet management or fleet tracking tools
- Experience in importation and registration of vehicles is desirable
- Previous experience working in insecure environments, with the ability to perform effectively under challenging conditions

- Systematic and organized in approach, including accuracy, consistency, attention to detail, tenacity, and the ability to work under pressure;
- Ability to meet deadlines and work calmly under pressure with limited supervision;
