MISSION:

The humanitarian aid organization Arzte der Welt e. V. is the German division of the international network Medecins du Monde/Doctors of the World (MdM). The 17 national members of the network implement domestic and international health care projects, currently almost 340 projects in 75 countries around the world.

MdM provides emergency medical aid in disaster and crisis situations, supports access to health care and, if possible, assists with reconstruction measures. The network is also active in risk reduction and preparedness as well as long-term development co-operations in neglected regions around the world that receive little public attention. MdM ensures that its health services are provided equally to the most vulnerable citizens, refugees, internally displaced people and host communities, regardless of their ethnic, social, religious or political background. 

MdM has been operating in Ukraine since 2015, targeting the most vulnerable communities and people by improving access and quality of health care services for the population. Since February 2022 MdM has restructured its setting in Ukraine and adjusted the programme accordingly. Currently MdM GE maintains a coordination office in Dnipro and field offices in Vinnytsia and Kramatorsk. The emergency response in Ukraine is currently implemented around two main components: direct delivery of services through multidisciplinary mobile units (including PHC, SRH, MHPSS and support to GBV survivors) to IDPs and strengthening the local health system through distribution of medicines and medical supplies to several hospitals and primary health care facilities.

JOB SUMMARY

Under the supervision of the Programme Coordinator, the Data Analytics Officer will be responsible for using data to inform strategic decision making within the MdM Germany mission in Ukraine.

RESPONSIBILITIES DESCRIPTION: 

Key tasks 

MEAL SYSTEM DEVELOPMENT, IMPLEMENTATION AND FOLLOW UP:

  • To map the MEAL tools and practices utilized at mission level
  • To compile all donor and internal indicators/data collected to understand MEAL requirements at mission level
  • Based on findings, to develop a coherent M&E framework, in collaboration with the national coordination team
  • To oversee and support programs through timely development and implementation of monitoring framework and tool
  • To develop and implement the Monitool and ensure regular updating
  • To ensure that data reported by the field meets the dimension of data quality
  • To centralize all data collected on the mission
  • To follow up the mission indicators
  • To propose, support and contribute to evaluations focusing on the overall performance programs
  • To produce M&E reports containing summary data, reviewing overall performance against targets
  • To identify M&E tools and material that can support MdM advocacy at local, country, and international levels, in cooperation with the coordination team

DATA ANALYSIS:

  • Conduct in-depth data analysis to extract meaningful insights from various data sources, identifying trends, patterns, and opportunities.
  • Power BI Expertise: Develop and maintain interactive dashboards, reports, and data visualizations using Power BI to support decision-makers across the organization.
  • Data Modeling: Design and implement data models to ensure data accuracy, consistency, and relevance in reporting and analysis.
  • Mission Strategy: Contribute to the development and execution of the organization’s Mission strategy to meet goals and objectives.
  • Data Integration: Collaborate with the involved teams to ensure seamless data integration and the availability of relevant data for analysis.
  • Reporting: Generate and distribute regular and ad-hoc reports to key donors, stakeholders, ensuring the accuracy and timeliness of the information.
  • Performance Monitoring: Establish key performance indicators (KPIs) and develop monitoring systems to track project performance and provide insights for improvement.
  • Data Governance: Implement and enforce data governance policies and procedures to maintain data quality and security.
  • Collaboration: Work closely with field teams and all the involved units to understand their data needs and provide analytics solutions to address specific mission/project challenges.
  • Continuous Improvement: Stay up to date with trends, emerging technologies, and best practices in data analytics.
  • Monitoring Assessments Evaluation and Learning (MEAL): Contribute to MEAL activities.

ACCOUNTABILITY AND LEARNING

  • ·       Set up and maintain proper Complaints Response Mechanism (CRM) for activities where each complainant is properly recorded and responded
  • ·       Establish good beneficiary feedback mechanism; the collection, management, analysis, and integration of lessons learned
  • ·       Ensure that all staff at all levels fully understand and promote accountability.
  • ·       Ensure that project activities are designed to promote feedback and response mechanisms and include systems to effectively manage complaints

PROCEDURES

  • Maintaining full confidentiality for all work-related information and data
  • Provide data and information regarding activities always when necessary
  • Ensure that donor, partner, and mission management data queries are addressed in an accurate and timely manner
  • Perform field visits to ensure the quality of data collected by staff and to verify its accuracy

Additional tasks

  • Contributes to the writing of project proposals.
  • Performs other duties on request of the Programme Coordinator.

REQUIRED QUALIFICATIONS:

Academic background: Degree in Social Science, Demography, Economics, Development studies, Degree in Business, Data Science, Computer Science or any other related field (Master in a relevant subject is considered as an asset) 

REQUIREMENTS:

  • Language requirements: Advanced Ukrainian, English and Russian
  • Computer requirements: Proficiency in general office software, statistical applications (i.e., Kobo, ODK, SPSS) and strong expertise in Power BI, including data modeling, report/dashboard creation, and administration

EXPERIENCE:

The successful candidate must have:

  • Minimum 2 years’ experience in similar position or with comparable functional.
  • Experience in programme development.
  • Previous experience with INGO/NGO is an asset.
  • Willingness to travel between Oblasts and perform monitoring/field visits

Fixed term contract with possibility of extension depending on funding
