Project Manager

ZOA is an international humanitarian organization, based in the Netherlands, providing emergency relief to people who are affected by conflicts and natural disasters. In 2024, ZOA is operating in 14 countries. ZOA has been working in Ukraine since March 2022.

In January 2023, ZOA started an emergency program in Kherson and Mykolaiv for victims of the Russian occupation, providing assistance for medium and light house repairs, Multi-Purpose Cash assistance and Livelihood opportunities.

The Project Manager supports the Programme Manager in the realization of project and programme goals in Kherson and Mykolaiv Oblast (from the office in Kryvyi Rih), Ukraine and in accordance with applicable internal and external preconditions and standards. At the moment, ZOA Ukraine is focusing on shelter and livelihoods programming in Ukraine.

Tasks, responsibilities:

Project Cycle Management

• Project cycle management including needs assessments;
• Planning, implementation and especially monitoring of project activities that were approved by donors with the corresponding project budget planning;
• Lead the project implementation team with a focus on implementation through cash modality
• Organize and conduct all cash transfers to beneficiaries with the Cash team for the South region
• Ensure compliance with donor requirements in project implementation
• Initiating and maintaining effective working relations with relevant stakeholders at programme area level;
• Support Programme Manager in contact with the local authorities
• Driving the strategic goal of localization forward on area level
• Gender and conflict-sensitive approach to team management and project activities under her/his responsibility

HR/Admin/Finance

• Human Resource Management (at individual and team level) for program staff;
• Serving as the line manager for Shelter and Livelihoods team members, involving recruiting staff, completing performance reviews, and providing guidance and support to team members.

Competencies

Knowledge / Experience

• Graduate level education, preferably masters level
• Minimum 2 years experience in relief settings
• Minimum 3 years experience in people management
• Fully support the vision and mission of ZOA
• Project management
• Good spoken and command of English and Ukrainian/Russian

Special conditions

The Duty Station for this position is Kryvyi Rih city with travel in Kherson oblast and occasionally to Mykolaiv
