Objective of the position

The Finance and Admin Officer will be an employee of ZOA Ukraine under the direct supervision of the Programme Manager Kherson, and in coordination with Manager of Operations and Accountant.

The Finance and Admin Officer carries out a variety of accounting functions such as: Maintenance of accurate and timely accounting records for all financial transactions, filing and retrieval of accurate supporting documentation for all financial transactions, management of cash and bank payments, local procurement and taking care of the office.

All activities and financial transactions are carried out and recorded with integrity and in accordance with ZOA policies and procedures, any applicable donor, ZOA and government guidelines.

The workload of this position will also allow the officer to participate in project officer tasks when requested upon by the project team.

Main activities

Tasks, responsibilities, and expected results:

  • Make sure that all the records, accounts and financial transactions are booked.
  • Receives funds request from staff and review for correct approvals of expenses and completeness of documentation of financial transactions in compliance with ZOA guidelines prior to data entry into the accounting system within a reasonable time.
  • Process all invoices accurately and promptly, checking for completeness and eliminating errors, and ensuring payment is made within the appropriate timescale.
  • Data entry of accounting data into the computerized accounting system.
  • Responsible for issuance of petty cash and codification of expenses, ensuring petty cash funds are always available.
  • Manages petty cash accounts, ensuring accurate records are kept, and that accounts balance, following up where discrepancies are identified.
  • File all office financial documents.
  • Track advances in accordance with advance policy and notify staff of outstanding advances.
  • Assist with audits, filing documents, preparing and processing various adjustments and schedules as required.
  • Assist with monthly, quarterly and annual accounting closes.
  • Take care of the ZOA Mykolaiv office.
  • Providing the office with stationery, consumables and other goods and material values necessary for work; organization of their purchase, acceptance, accounting, storage and issuance.
  • Interaction with the lessor on communal services of leased areas; search for new premises for rent as necessary.
  • Keep track of vendors bills and coordinate payment to vendors.
  • Management of office expenses, document flow of payments; compilation of reports, collection and storage of invoices, expense invoices.
  • Organization of business trips of colleagues (ordering air and railway tickets, bus tickets, hotel reservations, etc.).
  • Keeping a record of colleagues' working hours.
  • Control over the use of fuel for refuelling cars; storage of checks; verification of the correctness of the registration of log books; preparation of relevant reporting.

Competencies

Knowledge & Experience

  • Bachelor degree in Business Administration, preferably in accounting.
  • Minimum working experience of 2-3 years in finance and admin.
  • Good spoken and written command of English and Ukrainian.
  • Computer literate with good working knowledge of Microsoft Excel, Word and Outlook.
  • Experience of working with different accounting packages.
