The Swiss Red Cross (SRC) supports the Ukrainian Red Cross Society’s (URCS) Branches in Ivano-Frankivsk (IF) and Ternopil (TP) in improving the living conditions of internally displaced people (IDPs) in collective shelters through the provision of basic goods and construction repairments. The SRC Shelter Officer is part of the Swiss Red Cross (SRC) delegation. He/she ensures technical and strategic advisory services for construction works in order to develop the URCS technical shelter capacities in IF and TP regions. These activities are aligned with national URCS policies and procedures.

Purpose and volume of services:

The SRC provides technical and financial support to URCS. The Shelter Officer enhances the shelter capacities of URCS branches and supports URCS in the management of the shelter activities together with the SRC Shelter Delegate. Currently, several reconstruction projects are ongoing.

Primary Responsibilities:

1. Supporting implementation of construction projects 2. Quality control of design documents and processes 3. Ensure high quality of construction works and project implementation on site 4. Controlling tender proposals for reconstruction works, participating in tender processes 5. Provision of other services for the development of shelter activities within the framework of the activities of the SRC in the region

General Responsibilities:

1. Actively working towards the achievement of the URCS/SRCs goals.
2. Abiding by and working in accordance with the Red Cross and Red Crescent principles.
3. Responsibility for the professional and timely execution of tasks according to ToR.
4. Regularly update professional knowledge and skills.

Key Qualifications & Skills:

• At least 3 years of experience in construction project execution and construction administration.
• Experienced architect, civil engineer or construction manager
• Experienced in preparation of orders and contracts with authorities, contractors and RC branches.
• Language skills: fluent in Ukrainian; English is an asset
• Experienced in CAD programming
• Experienced in preparation of tenders, control of offers and tenders.
• Good knowledge of the schedule and management of the construction budget.

The position is based in Ivano-Frankivsk or in Ternopil. Regular travelling between the two destinations is required.
