CARE

CARE is among the world’s largest international non-governmental humanitarian relief and development confederations. CARE was founded in 1945 by American charity organizations in to overcome the food crisis 

in Europe after World War II.  It has a confederation organizational structure. Now country offices work in more than 110 countries of the world. CARE's humanitarian aid reached about 200 million people. The organization pays special attention to the expansion of women's rights and opportunities CARE strictly adheres to the principles of a human dignity, gender equality, non discrimination, and equal access to humanitarian services for all people, regardless of sex, age, gender identity, political or religious affiliation, or origin.

CARE’s vision is to seek a world of hope, inclusion, and social justice; where poverty has been overcome and people live in dignity and security. To maximise the impact of our work and to create more equitable and sustainable structures we work closely with civil society, government institutions and the private sector in our partner countries. We attach particular importance to working with local project partners, especially with organisations that promote 

women‘s rights and opportunities. They are an important   guarantee of sustainable success and that our activities 

are aligned with the real needs of the people. Together we  develop solutions, involve local institutions such as

authorities, governments, local councils or informal groups   such as women‘s groups. In this way, we ensure that local expertise is always at the forefront and guides our actions. We work with partners who share our vision and goals. The  relationship with our partners is built on the firm foundation of our values, mutual trust, transparency, equality and the will to learn from each other. 

Context in Ukraine

CARE launched its humanitarian operations in Ukraine in March 2022, in direct response to the full-scale invasion and the rapidly escalating humanitarian crisis. As millions of people were forced to flee their homes and critical infrastructure came under attack, CARE mobilized to provide immediate, life-saving assistance to conflict-affected communities across the country. In the initial phase of the response, CARE focused on meeting urgent needs through a multi-sectoral humanitarian approach, including cash assistance, water, sanitation and hygiene (WASH), protection, sexual and reproductive health (SRH) and shelter support. From the outset, protection and dignity were central to all interventions, guiding programme design and delivery across sectors. 

Since 2022, CARE-supported programmes have reached more than 1.5 million people across Ukraine.  

CARE UKRAINE

CARE’s response in Ukraine is implemented primarily through partnerships with Ukrainian civil society organisations, including women-led groups and women’s rights organisations that are deeply rooted in the communities they serve. More than 70% of CARE’s funding in Ukraine is channelled through national partners, strengthening local leadership and enabling sustainable, community-driven humanitarian action. Since the start of its operations in the country, CARE has partnered with over 20 national organisations, including Stabilization Support Services,  Girls, YurFem, East SOS, Avalyst, Women’s Perspective, and others.  

A defining feature of CARE’s work in Ukraine is its leadership in advancing gender-responsive humanitarian action. Together with the NGO Girls, CARE co-chairs the Gender in Humanitarian Action (GiHA) Working Group in Ukraine and was among the first organisations to conduct and publish Rapid Gender Analyses in response to the crisis. The evidence and recommendations generated through these analyses have since informed a gender-sensitive and gender-transformative approach to humanitarian response across Ukraine, influencing both CARE’s programming and wider sectoral practices. 

In practice, this commitment is reflected in CARE’s strong programmatic focus on protection, with particular emphasis on preventing and responding to gender-based violence (GBV) and addressing psychosocial needs. CARE and its partners provide GBV case management, psychosocial and legal support, and dignity kits, working closely with trusted women-led and women’s rights organisations to ensure services are accessible, survivor-centred and contextually appropriate. 

General objectives 

The Safety & Security Manager (SSM) ensures that CARE Ukraine’s operational risks remain acceptable and proportionate, while safeguarding staff, partners, and assets. The role integrates risk management, training, crisis response, compliance with organizational policies, and alignment with international humanitarian standards. The SSM works closely with the Country Director, CARE Deutschland Head of Security, program teams, and implementing partners to design, implement, and maintain comprehensive risk mitigation measures.

The main responsibilities includes

Planning and Context Analysis

  • Develop and maintain a strong contextual understanding of CARE Ukraine’s operational areas, with attention to original sources in Ukrainian and Russian.
  • Monitor the security environment, update risk assessments daily, and advise the Country Director and Head of Security on trends, threats, and mitigation.
  • Support the integration of safety and security considerations into all programs, advocacy initiatives, and partner operations.
  • Lead updates of the Safety & Security Management Plan (SSMP) and ensure coverage of all CARE functions, facilities, and programme areas.

Security Management and Prevention

  • Develop and regularly update CARE Ukraine’s SSMP, SOPs, contingency plans, and threat/risk assessments.
  • Ensure safety and security considerations are factored into project design, budgeting, advocacy, and communications.
  • Supervise and enforce compliance with security standards and procedures.
  • Liaise with government, law enforcement, military, humanitarian actors, and security providers to ensure safe access to programme areas.
  • Represent CARE Ukraine Safety & Security and coordinate among all actors (state, military, INGOs, and other organizations) on all matters pertaining to safety and security.
  • Ensure timely and accurate reporting of security incidents, sharing information with staff and partners.
  • Work with logistics staff to ensure appropriate steps are taken to safeguard office premises, equipment, and residential property (guards, locks, lighting, alarms, and fire equipment).
  • Ensure visitors receive proper security briefings.

Capacity Building (Staff and Partners)

  • Organise and manage safety & security training for CARE staff and implementing partners.
  • Develop a partner support framework on safety & security (risk assessments, SOPs, contingency planning).
  • Coach, mentor, and build the capacity of CARE staff and partners to manage safety and security.
  • Establish and supervise the network of Risk Management Focal Points (RMFPs) in all operational locations.
  • Conduct simulations, spot checks, and refresher trainings.
  • Promote a safety & security culture across CARE and partners.

Incident and Crisis Management

  • Serve as first responder and lead CARE Ukraine’s support during security incidents.
  • Provide incident analysis and recommendations to CD and Head of Security.
  • Support and participate in Incident/Crisis Management Teams.
  • Develop contingency plans for critical events (accidents, ambushes, unlawful arrest, death or injury of employee, destruction of assets, etc.).
  • Ensure readiness for evacuations, relocations, and continuity of operations.
  • Ensure post-incident recovery measures are in place, including counselling for staff.

Management and Leadership

  • Ensure that project proposals and operational plans budgets include safety and security plans.
  • Line-manage security staff and ensure clarity of roles and performance objectives.
  • Ensure security staff and RMFPs are trained and able to operate in emergency and crisis contexts.
  • Supervise and enforce (including support for disciplinary action where necessary) compliance safety and security standards and procedures.Use CARE’s Performance Management System for clear objectives, feedback, and development plans.
  • Promote an organizational culture of diversity, gender equality, and protection from sexual harassment, exploitation, and abuse (SHEA-CA).

Reporting and Advisories

  • Produce security situation reports and ad-hoc updates for Country Director,Head of Security and SMT members.
  • Provide strategic and operational recommendations on security and risk management.
  • Maintain communication with partners on security arrangements and compliance with CARE standards.

Safeguarding, Code of Conduct & Compliance

  • Ensure all security initiatives uphold CARE’s Code of Conduct, Safeguarding Policy, Anti-Fraud and Anti-Corruption Policy, and Prevention of Sexual Harassment, Exploitation, and Abuse (PSHEA).
  • Promote accountability and integrity in external engagements, ensuring messages are accurate, ethical, and aligned with CARE’s principles.
  • Provide input to risk assessments and ensure compliance with CARE and donor requirements.

Flexibility & Other Duties

  • Adapt to fast-changing political and humanitarian contexts and adjust security priorities accordingly.
  • Take on additional tasks as requested by the Country Director.

Selection Criteria

Qualifications 

  • Required: relevant bachelor’s degree 
  • Desired: Recognised certificate in Safety & Security management. 
  • Desired: Recognised certificate in training of trainer. 

Experience, Skills, and Core Competencies  

  • At least two-year work experience in safety & security management. 
  • At least two-year experience in working in complex and hazardous environments. 
  • Fluency in English, Ukrainian and Russian. 
  • Flexible and committed to CARE standards of work. 
  • Demonstrated experience with report writing. 
  • Demonstrated experience in leading teams and supervising staff.  
  • Proficiency in MS Office application particularly Excel, outlook, and Word.
