PROJECT MEDICAL REFERENT

Medecins Sans Frontieres (MSF – Doctors Without Borders) is an international, independent, medical humanitarian organization that delivers emergency aid to people affected by armed conflict, epidemics, healthcare exclusion and natural or man-made disasters to populations in danger in more than 70 countries.

Duration: 2 months

Workplace:

This is a mobile position based in Kyiv coordination office and to travel to different locations.

Main purpose: 

The PMR is responsible for defining, planning and monitoring medical & public health activities in the winter emergency response project, in accordance with MSF project plans, standards and protocols and in collaboration with other team members, including operations, logistics, supply, Human resources and Finance.

Context Specific Accountabilities

• Participate in winterization situation assessment for vulnerable populations affected by extreme weather and power outage, in collaboration with the rest of team (Project coordinator, Logistics and other medical team members), in Kyiv city and Kyiv region.
  - Assess situation of elderly, people in home-care, those with chronic diseases and other medically vulnerable people in high-rise block buildings in Kyiv affected by prolonged poweroutage in extreme cold weather.
  - Assess institutions for vulnerable people, including nursing care homes, psychoneurogical, rehabilitation & social service centres, orphanges etc. in Kyiv region.
  - Assess key Hospitals with life-critical services (ICU, OT, emergency epartment, dialysis, labour & delivery) in Kyiv region.
  - Identify high-risk populations (e.g., elderly, disabled, bed-ridden, medical device dependent - dependent patients, dialysis patients, insulin users).
•  Define the medical and public health priorities in response to the emergency needs uncovered, implement and monitor the related medical and public health activities to ensure continuity of medical care.
• Coordinate with other relevant government actors, DoH, public health departments, SESU, hospitals, and NGOs to ensure medical continuity
• Contribute to public IEC campaigns: cold weather safety, power-dependent medical device guidance, medication risks, safe heating practices, infection control and prevention in crowded shelters.
• Coordinate, supervise, support and train medical teams and volunteers in winter-specific medical risks and response procedures
•  Manage team schedules, resource allocation, and fatigue mitigation.
• Ensure staff follow safety protocols related to cold exposure, fatigue, and PPE

• Participate in after-emergency reviews and recommend improvements to winterization strategies.

• Track medical needs, trends, and outcomes during winter incidents

• Provide medical situation reports (SitReps) and records of medical items utilization.
  
  

Education

• Licensed healthcare professional medical doctor or paramedical degree.

Experience

• Essential 2 year working experience related to the diploma/degree and previous experience in MSF or other NGOs.
• Experience in emergency response and/or public health.

Languages              

• Essential English B2 and Ukrainian

Knowledge

• Essential computer literacy (word, excel and internet)

Monthly gross salary 120 000 UAH.
