Deutsche Gesellschaft fuer Internationale Zusammenarbeit (GIZ) GmbH is looking for a qualified professional for the programme "Supporting decentralisation in the context of reconstruction and EU integration in Ukraine / UDU – U-LEAD with Europe - Phase III" to fill the position of the: 

Development Policies Analyst (full-time, Kyiv)

“U-LEAD with Europe: Ukraine – Local Empowerment, Accountability and Development Programme” is a multi-donor action of the European Union and its member states Germany, Denmark, Poland and Slovenia which supports the efforts of the Ukrainian government in the area of decentralisation and regional development, as a top priority on its political agenda. 

Building new and strong Ukraine with the atmosphere of integrity and transparency is among the priorities of Ukrainian Government. 

 Upcoming international investments and Ukraine’s further course towards EU membership require transparent distribution mechanisms both on national and local levels. The massive financial support envisaged for reconstruction intends to support the country to build itself back better and to introduce reforms in rule of law, anti-corruption and anti-fraud, as well as good local governance that further constitute essential conditions of EU membership. 

 Responsibilities:  

  • Planning & monitoring of development at the national and regional levels (State Regional Development Strategy, Regional Development Strategies & Action Plans. Public Investment Management related plans), financial and institutional support to regional development (DREAM, State Fund for Regional Development, etc.), implementation of projects, etc.;
  • Monitoring & analysis of public investment planning and implementation processes at regional and local levels, as well as assessment of sources and financial support mechanisms (loans, grants, direct budget financing etc.);
  • Analysing policy, Programme and public initiatives developments related to the assignment and preparation of high-quality reports & briefs; 
  • Contribution to planning, monitoring & evaluation as well as reporting.

 Tasks

  • Initiates, designs and coordinates implementation of the analytical work in the field of regional development in relation to the multi-level governance, EU accession and Public Investment Management;
  • Drafts high-quality reports analysing policy developments in the field(s) related to regional and sectoral policies on national, regional and local levels;
  • Gather and synthesize information on best practices and lessons learned in sustainable reconstruction and development;
  • Coordinates the work of national and international experts and partners; 
  • Organises capacity development & networking events.

 Required qualifications, professional experience and personal competences:

  • MA degree in the field of development/regional economics, finance, public policies or other relevant fields, with strong focus on analytical and methodological skills when dealing with statistical data.
  • At least 5 years of professional work experience in the field of public policies and public finances, preferably combining experience at the national and regional, but also international levels.
  • Experience in conducting policy analysis in the fields related to national, regional or local development with a link to the EU integration and public finances. 
  • Work experience in the research institutions, public administration and/or international organisations.
  • Strong experience in data analysis in the areas related to national and regional statistics, public finances and development policies. 
  • Knowledge of Ukrainian state development policies, public finance and EU accession processes.
  • Excellent knowledge of data analysis software.
  • Professional proficiency in English and Ukrainian. 
  • Organizational and time management skills.
  • Reliability, confidentiality, flexibility and stress resistance.
  • High degree of loyalty, self-organization and motivation.
  • Team player with intercultural communication skills and service-oriented attitude.
  • Readiness for frequent business trips to different locations within Ukraine and abroad.

Employment conditions:

 Full-time position with 40-hours working week. Place of assignment is Kyiv. Starting as soon as possible. The contract duration will be 12 months with the possibility of prolongation.
