Deutsche Gesellschaft fuer Internationale Zusammenarbeit (GIZ) in Ukraine is looking for a qualified professional for two projects: the project “YOUA: Shaping New Paths, Building Ukraine’s Future” and the project “REYOIN: Economic integration of working age population in Ukraine” to fill the position of the:
Monitoring and Evaluation Specialist (full-time, Kyiv)

The Sustainable Economic Development (SED) Cluster of Deutsche Gesellschaft fur Internationale Zusammenarbeit (GIZ) GmbH comprises various projects implemented on behalf of the German government supporting Ukraine to develop a resilient and competitive economic sector. Partners of the projects are Ukrainian ministries on the national level, administrations on regional level, stakeholders on the municipal level, and private sector companies. Both projects, YOUA and REYOIN, are part of the SED cluster and commissioned by the Federal Ministry for Economic Cooperation and Development (BMZ). The projects are implemented in close coordination on both the national and local levels.
YOUA as part of the global programme “Centres for Migration and Development (ZME)” focuses on supporting self-determined return of Ukrainians and their socio-economic reintegration in Ukraine. The aim of YOUA is the provision of digital transnational advisory and information services. At the same time, the project will provide migration policy advice and strengthen capacities on the local level to accommodate and (re)integrate Ukrainians from abroad. The political partner is the Ministry of Social Policy, Family and Unity of Ukraine.
The objective of REYOIN is to promote the socio-economic integration of IDP, local communities and returnees by improving policies, employment services, job matching and cooperation between relevant stakeholders on national (Ministry of Economy / Ministry of Social Policy), regional and local level, especially State Employment Service, TSNAPS. The political partner is the Ministry of Economy of Ukraine.
In your role, you will be responsible for the monitoring and evaluation of both projects, in particular the provision of necessary data for the successful steering, reporting and visibility measures of both projects. Therefore, you will advise and cooperate closely with both project directors as well as with the projects’ and the SED cluster’s communication specialists. You will also ensure the compatibility with the cluster-specific monitoring tool and coordinate with the SED M+E focal point and other projects’ M+E specialists where necessary.
Key responsibilities:
- Lead the setting up, implementation and maintenance of the impact-oriented monitoring systems to measure and steer the achievement of the projects’ objectives.
- Continuous development of the projects’ monitoring and evaluation systems in line with projects’ needs and in accordance with GIZ standards, rules and regulations.
- Identification, collection and analysis of relevant data needed and feeding them into the results monitoring systems of the projects.
- Processing of data for strategic communication and visualisation, including the continuous improvement of (own) data collection, data analysis and data preparation.
- Delivery of project data for the aggregated results reporting, including reporting on project contributions to sector-wide aggregated indicators on various levels (SED Cluster level, GIZ Ukraine level, GIZ headquarters/worldwide level).
- Assure project knowledge and records management in accordance with GIZ standards.
- Steer daily routines, in particular the tracking and monitoring of project activities and their contribution to the achievement of the projects’ results and indicators.
- Support the regular or ad-hoc data collection for regular or spontaneous reporting to the Federal Ministry for Economic Cooperation and Development (BMZ).
- Support of the Cluster M&E focal point in the aggregation of project data for overall evaluation at higher levels.
Required qualifications, professional experience and personal competences:
- Master’s degree in social studies, economics or in a related field or equivalent training,
- Minimum 3 years proven professional experience in a comparable position,
- Proven experience in development, management of monitoring and reporting in an organisation in a similar international context,
- Expertise on qualitative and quantitative data collection methods and their implementation, expertise in data aggregation, data management and data analysis, expertise in statistics,
- Proven experience in processing and presentation tools,
- Proven experience in operational data protection management,
- Proven experience in reporting for donor and co-financing organizations,
- Proven experience in the presentation of monitoring data and project results,
- Knowledge of ongoing migration governance and/or employment promotion processes, particularly on return and reintegration of Ukrainians, is considered an asset,
- Excellent working knowledge of IT technologies and computer applications (e.g. MS Office, especially MS Excel to calculate indicators),
- Advanced project management skills and ability to self-organise and prioritise tasks,
- Ability to perform under pressure, including timely delivery of high-quality results,
- Native written and spoken Ukrainian and excellent command of the English language are mandatory; knowledge of German is considered a strong asset,
- Willingness to travel locally and abroad (depending on the security situation).

Employment conditions:
Full-time position with 40-hours working week. Place of assignment is Kyiv. Starting as soon as possible. The contract duration will be 12 months with the possibility of prolongation.
