Consultancy Description
The USAID Rehabilitation for Ukraine (Rehab4U) Activity, implemented by Momentum Wheels for Humanity (MWH), is a five-year project focused on establishing sustainable, high-quality physical rehabilitation services throughout Ukraine. This project addresses both urgent needs and long-term systems development to help Ukrainians optimize functionality and enhance social and economic integration.
The project includes a key objective to strengthen assistive technology (AT) services, specifically within healthcare facilities. Currently, the AT provision faces operational challenges due to the lack of standardized procedures and regulatory framework. Rehab4U aims to optimize AT procurement, enhance AT service provision, and build the capacity of the AT workforce.
The Disability Support Consultant will work closely with the Ministry of Social Policy of Ukraine to enhance policies, services, and resources that support individuals with disabilities. This role involves collaborating with government agencies, healthcare providers, prosthetic enterprises, and rehabilitation facilities to improve the accessibility, quality, and efficiency of disability support services. The specialist will focus on advancing policies, ensuring high-quality standards for assistive devices, and supporting the digital transformation of disability-related processes. Key areas of responsibility include stakeholder coordination, legislative recommendations, financial analysis, and quality assurance to create a supportive, inclusive environment for persons with disabilities in Ukraine.
The Disability Support Consultant will play a vital role in aligning Ukraine's disability support framework with international best practices, promoting self-reliance among individuals with disabilities, and fostering a culture of inclusivity.
Key Responsibilities
The Disability Support Consultant will work closely with the Ministry of Social Policy of Ukraine to provide technical expertise in assistive technology, serving as the principal liaison with key partners and stakeholders in the AT sector. The role includes oversight of AT procurement procedures, legislation, workforce development, and the establishment of standards and regulatory frameworks. The Disability Support Consultant will support Rehab4U, the Ministry of Social Policy, and Social Protection Fund for People with Disabilities, designing, and implementing AT-related activities, contributing to donor reporting, and ensuring cohesive, high-quality implementation of the program.
Coordination with the Project Team:
- Establish and maintain effective collaboration with the project team to ensure the alignment of the Ministry of Social Policy and the Social Protection Fund for People with Disabilities disability-related objectives with the project’s mandate.
- Facilitate communication and coordination between the project team and public partners, including government agencies, local authorities, and other stakeholders, to streamline efforts and avoid duplication of activities.
- Act as a liaison to ensure that public partners’ priorities, expectations, and feedback are effectively integrated into project planning and implementation.
- Address tasks related to legal frameworks, service provision, and other relevant areas within the scope of the project, ensuring compliance with public policy standards and regulations.
- Organize and participate in regular meetings and consultations between the project team and public partners to review progress, resolve challenges, and align on shared goals.
- Support the development of joint action plans with public partners, ensuring these plans reflect both the project’s and the stakeholders’ objectives.
Development and Implementation of Monitoring Tools:
- Design and implement tools for tracking and monitoring the execution of joint tasks between the Ministry of Social Policy, and Social Protection Fund for People with Disabilities, and the project.
- Ensure regular updates and evaluations of these tools to maintain their effectiveness.
Business Analysis for Disability-Related Issues: - Conduct business analysis for disability-related topics where such an approach is necessary.
- Identify gaps, provide actionable recommendations, and align the analysis outcomes with the project's goals
Development of Local Manufacturing Capacity:
- Exlore opportunities to establish local production facilities for prosthetic components by collaborating with leading international prosthetic and assistive technologies’ manufacturers.
Rehabilitation and Accessibility Programs:
- Facilitate the setup of adaptive training areas in rehabilitation centers to improve rehabilitation outcomes.
- Review and improve the efficiency of rehabilitation programs for children with disabilities, focusing on streamlined processes and optimized use of allocated resources.
Quality Assurance and Compliance:
- Work closely with prosthetic and rehabilitation enterprises to consolidate efforts in supporting individuals with disabilities.
- Establish and monitor quality standards for assistive devices to ensure they meet safety and usability requirements.
Digital Transformation Initiatives:
- Contribute to the digitization of disability-related processes, including systems such as the Unified, Informational System of Social Sphere, Central Bank for People with DIsabilities, the Disability Person's Cabinet, and health-related digital platforms (e.g., eOzdorovlennia, ePotencial).
Additional Responsibilities
- Actively engage with rehabilitation stakeholders, including health and social services authorities at regional and national levels, to foster collaboration and support project activities.
- Contribute technical inputs for donor reports, document project progress, and highlight significant accomplishments, challenges, and recommendations.
- Regularly monitor and report on the progress of AT-related activities, ensuring alignment with the approved work plan and adjusting strategies as needed.
- Represent MWH in national and international stakeholder meetings, ensuring that AT-related initiatives align with broader rehabilitation and healthcare goals in Ukraine.
Qualifications Required
- A degree in Management, Coordination, Analytics, Social and Medical Education, or a related field is desirable. Experience working with private sector stakeholders, such as prosthetics or assistive technology enterprises, rehabilitation service providers, or related industries, is an advantage.
- Knowledge of AT standards and service provision methodologies, with experience in regulatory framework development, is an advantage.-
- Organizational, project management, and analytical skills.
- Proficiency in Ukrainian, with excellent communication skills to engage diverse stakeholders. Proficiency in English would be an asset.
- Ability to work independently in dynamic environments, including conflict-affected areas.
First-Year Key Expected Results
- Collaboration between the project, the Ministry of Social Policy, and Social Protection Fund for People with Disabilities is effectively established, ensuring that all disability-related tasks are aligned with the project’s mandate.Reports on potential partnerships for local prosthetic component production.

- Monthly progress reports on quality control in assistive technology.
