DUTIES AND RESPONSIBILITIES:

Within limits of delegated authority and depending on location, as Field SecurityAssociate (FSA) at this level I’m responsible for the following duties:

- Assist the P/C/D/SA/FSCO in collecting, updating and communicating information regarding the security situation in the AoR;

- Liaise and coordinate, as appropriate, with the host government security organizations and/or personnel, including national and local provincial authorities, military, and police officers, as well as non-governmental organizations in the area of operation;

- Help to assess the security situation at the duty station and ensures adequate gathering and verification of security information that may be required for a proper analysis of the situation;

- Communicate information on security issues to the heads of United Nations agencies and provide host country security advice to UNDSS, as required;

- Maintain regular contacts with Security Focal Points of UN agencies;

- May be requested to provide technical assistance at Area/Security Management Team meetings;

- Assist in maintaining the Security Plan, including updating staff lists;

- Help in the preparation and review of the UN Security Plan;

- Support actions during the implementation of the Security Plan, as required;

- Assist with the monitoring of the security measures implementation as recommended in the Security Risks Management (SRM) process for the AoR;

- Assist in reporting security incidents affecting UN staff, offices and assets, and assist in the preparation of security reports, such as the Security Incident Report and other Security Assessments;

- Provide support in organizing and conducting training courses on security awareness and preparedness and providing security orientation to newly assigned staff members. Conduct security briefings, as required.

- Perform other security-related tasks;

- Provide support in conducting security evaluations and provides advice on Residential Security Measures of UN staff, as well as on latest trends and threats to staff safety and security; Establishes and maintains warden system and keeps update of information related to UN offices and residences;

- Administer a pass and ID system;

- Maintain liaison with commercial companies used for UN security at offices and residences in order to facilitate the effective and efficient use of the guard force;

- Provide general administrative assistance;

- Maintain routine and confidential correspondence files/documents;

- Maintain a database on contact details of host country security authorities;

- Arrange appointments, receive visitors, places and screen telephone calls with discretion, and take minutes and/or notes at meetings.

- Local officials and law enforcement personnel; Local accredited security corporation/establishments; Security Coordination Officers in the Office of the Department of Safety and Security (DSS) UN Security Management Team; Security Officers, Administrative Officers and other senior officials in the field mission, Headquarters; UN staff members and eligible dependents in the area of responsibilities; UN Security Management System focal point in the area of responsibilities; Operations Manager of United Nations Development Programme (UNDP); UN Departments and Offices.

-I was responsible as Inspector of Police Patrol Quick Response Unit in the area of responsibilities to plan;

-Managed and monitored operational policing activities especially public safety and traffic control. I had to set the plan for deployment of resources to incidents, including major and critical incidents;

-Responsible to brief the subordinated staff before the duties;

-As Inspector, I did typically oversee the shift of constables and sergeant and without any failure take charge of major incidents in my force area;

-I was supposed to manage and supervise the team of police officers in order professionally without any delay proper to maintain law and order, prevent the crimes and conduct all policing operations in the area of responsibilities. The number of personnel exactly of 20 police officers being supervised.

DUTIES AND RESPONSIBILITIES:

From 10/11/2019 to 10/11/2020 – Working as FPU (Formed Police Unit) Coordination Cell Officer in Wau, South Sudan collaboratively with police colleagues (120 officers) from Nepal in order to achieve successfully all the required organizational and security goals in protection of IDPs (Internally Displaced Persons) inside POC (Protection of Civilians) site in total with local population about 13.000 people;

-I have successfully prepared detailed Operation Orders/Task Orders to ensure each operation including Cordon & Search Operation would be properly planned and conducted by the counterparts from Nepali FPU unit on the ground;

-I was also responsible to plan and coordinate all the operational activities of the FPUs deployed in the area of responsibilities in Wau. FPU has three core duties: public order management, protections of United Nations personnel and support to such police operations that require a concerned response;

-I have conducted on a monthly basis COE (Contingency of Employment) serviceability inspections of FPU weapons and equipment and also operational readiness of FPU Personnel;

-I have successfully overseed the execution of the operation of the unit on a regular basis, monitored and advised NEPFPU (Nepali FPU) Command & Control as well as proper reporting through chain of command to enforce operational plans are achieved on the ground;

-Regularly organized practical crowd control courses and police basic trainings for NEPFPU personnel in a new creative way to refresh their knowledge and deepen their understanding in a variety of fields like a practical handcuffing, self-defense, arrest/detention techniques what was extremely relevant for police officers on their routine daily duties in POC site effectively to protect civilians in a safer manner;

-I have prepared a lot of video material that later was practically showed and distributed to FPU personnel about security issues while being on duty as ambassadors of their country;

-I have enjoyed mutually sharing innovative ideas about my practical police basic trainings that were mostly completed in an environment that allowed all FPU personnel to become comfortable with the use of force techniques in different close to real scenario-based exercises;Organized several practical sessions for FPU and SSNPS (local police in South Sudan) provided with following pictures and video training material to adopt;

-Reported directly to UNPOL POC Coordinator, UNPOL FPU Coordinator and UNPOL Chief of Operations who observed me having a solid educational foundation and passion for law enforcement during my delivered lectures and practical training to FPU personnel including different trainings/inspections as follows: Armory & Firearms Inspection, Duty Briefing Inspection, Firearms Handling Training, Crowd Control Training, Operational Readiness Inspection, Duty Posts Inspections, Use of Force Training, Cordon & Search Operation, Health & Hygiene Training, Police Basic Training and others. Always worked efficiently under stressed conditions with minimum supervision. The number of personnel supervised was exactly 120 police officers from Nepal.

As GCVPP Desk Leader was responsible to coordinate with other UN sections to implement Gender Mainstreaming activities and implement efforts to end prolonged and arbitrary detention;

Foster co-operation between multi-sector service providers and cultivate various services mechanisms for use in dealing with vulnerable groups such as women and children;

Endeavor to cultivate good relationship with the SSNPS personnel for them to avail me with the necessary information on GCVPP concerns; Followed up children and women cases in different police stations and posts to assess Human rights violation and GCVPP concerns and send the report to MHQ;

Have demonstrated excellence in his work as police advisor; was always part of a dedicated team which provided and effectively guided team mates on report writing and sending procedures, making the work results more effective at Kuajok team site;

I have created the idea, further initiated and implemented “The Happy Mango” Project – Protecting Environment & Protecting Future” targeting to sensitize different programs to be conducted among all 41 Kuajok schools in AoR, ending with planting of 10 mango trees for each school as to bring community awareness among children to foster their ecological education and respect their environment;Also initiated the idea of “Homeless Abandoned Children of Kuajok” Project in a close cooperation with UNICEF to create available resources that would be designed to spark ideas for actions related to hunger, homelessness, and poverty in the local community among the kids. I have organized international football league in Kuajok and conducted its football tournament among UNPOL/UNMO, UNMISS Staff, Chinese Military Engineers and Warrior Security in order just to bring a good team working spirit and atmosphere among both national and international staff;

Always maintained my professional approach and continues to perform my duties efficiently even in the stressed conditions with minimum supervision;

I have already covered almost all the desks of Kuajok FO and acted temporary about administration, personnel, logistics issues in absence of the said desk leaders, also several times performed his duties of Kuajok OiC Team Leader in a professional and good manner.

From 30/12/2014 to 30/08/2016 – Having worked as UNPOL Senior Operations Officer in Malakal field office, which had in average 80-85 Individual Police Officers from different countries. As UNPOL Senior Operations officer was responsible for planning and coordinating all the operational activities in the UNPOL Malakal field office (motorized and foot patrols, search operations, security incidents assessment, compiling Daily situation reports, flash reports and monthly/quarterly reports, supporting personnel on the ground and advising them on complex issues, compiling contingency plans and organizing field training exercises and checking the clerical work etc);

-To coordinate the activity of FPU that consists of 03 operational platoons (120 officers), while their members are deployed at the Entry/Exit points of PoC sites for maintaining strict access control together with a number of UNPOL;To advise and coordinate FPU members who should be actively involved carrying out the Cordon and Search operations;-

Close cooperation and collaboration with Chief of Operations of FPU;

-Advising on preparations of plans and programs related to the South Sudan Police capacity building in the areas of police operations;Providing support to the South Sudan Police in the area of operational capacity building;

-Providing assistance to the South Sudan Police in planning and organizing various operations through advising, coaching, mentoring, co-location and training;Assisting and training the South Sudan Police in preparation of operational guidelines, procedures, regulations;

-also ensured that the PoC Coordinator was properly kept up to date on critical incidents occurring throughout the area of responsibility on a 24/7 basis, liaised and coordinated with other components (Formed Police Unit, civilians, military, corrections, UN security and humanitarian actors) on behalf of PoC Coordinator when requested by supervisors;I have worked closely with Rwanda FPU consisting of 120 police officers, conducted together Cordon & Search Operations within the perimeter of Malakal POC (Protection of Civilians) site with total population of 57,000 IDPs (Internally Displaced Persons). During those conducted operations inside POC, the most dangerous and prohibited items were confiscated from IDPs at the entrance of the site like: firearms and ammunition, later handed over to UN Security officers; the items like: spears, swords, knifes, slingshots, machetes and axes confiscated and later destroyed and INDBATT (Indian Battalion) located in Malakal. The items like home-brewed alcohol including local marissa drink were destroyed by UNPOLs into the drainage system. Under my command and control the number of the confiscated items and things significantly went up, as a result, the general crimes statistics inside Malakal POC site went down; As UNPOL Senior Operations Officer was responsible to collate, review, analyze, draft and disseminate all the information related to UN MHQ Police operations in Juba, produced daily and weekly situation reports, and other special reports including, but not limited to, flash reports. Was available 24/7 through Tetra, Radio and phone with MHQ Operations Juba and UNPOL POC Coordinator as well;Proudly coordinated the activities of Rwanda FPU that consisted of 03 operational platoons (120 officers), while their members are deployed at the Entry/Exit points of PoC sites for maintaining strict access control together with a number of UNPOL;also daily advised and coordinated all the FPU staff who were supposed to be actively involved carrying out the Cordon and Search operations;Also, for having a good team spirit and partnership between different UN offices, I personally organized several football tournaments including UNPOL, Rwanda FPU, UN Security office and INDBATT.

DUTIES AND RESPONSIBILITIES:

Performed protection of civilians (PoC) duties;Actively took part/participate in the searches at the entry/exit points of UNMISS camp to ensure that weapons, ammunitions, machetes, spears and other prohibited and not allowed implements are ought to be recovered from the protected civilians before they enter the camp;

-Proudly participated in Cordon and Search operation where prohibited items which are concealed and sneak into the PoC sites should be confiscated in order to ensure law and public order to be maintained properly and highly motivated;

-Significantly assisted the humanitarian aid effort in the distribution of food ration supply to be delivered to the protected civilians in the PoC during the food distribution implementation organized and made by World Food Program;

-Assisted FPU to strengthen patrolling in PoC sites and also Community Policing programmes by working closely with Camp Community Leaders;

-Did the best to stop and detain the person(s) and transfer to corrections at the detention facility in case of potential danger for protected civilians;Kept maintenance of order on UNMISS premises.

Conducted practical training and other training sessions with personal staff more than 40 subordinates for them to study the normative documentation and orders of Ministry of Interiors of Ukraine for proper dealing to keep and handle police unit vehicles, conducted twice per a week;

-Conducted inspections of situational conditions of compliance of traffic discipline by police personal staff of Regiment patrol service;

-On weekly basis I have conducted training about road safety with staff/supervisors who assigned to control and update lists of staff officers assigned to police transport on monthly basis, the transport discipline became stronger and more solid;

-Departmental police vehicles, also organize practice training sessions for police officers who have their own vehicles;Organize quarterly acceptance tests and examination of knowledge of international and traffic rules in Ukraine from police officers who drive assigned vehicles;

-Physically controlled the exploitation, maintenance and timely write-off transport and that have exhausted its resources successfully;

-I have been responsible for the technical support of the Regiment transport, that was exactly of 110 vehicles/trucks/motorbikes under my direct supervision, also have controlled the physical status of technical and special means, order of its application, its maintenance and repair as well successfully.

From 20/09/2010 to 12/12/2011 – UNPOL Region 1 Commander who served as a representative of the respective UNPOL Operations Coordinator in Monrovia, UNMIL;

-Was responsible for supervising and management of all administrative, logistic, operational and communication issues pertaining to the region;

-As the Region Commander reported to the Operations Coordinator through the appropriate Deputy Operations Coordinator; through co-location and meetings, provided proper guidance, advised and mentored to LNP (Liberia National Police) supervisory and command officers assigned to the LNP Region Commander’s office to strengthen the capacity to operate the Region, and other duties as prescribed by LNP policies, procedures and directives;

-As UNPOL Regional Commander, I have maintained 24/7 contact with all 03 UNPOL Team Leaders assigned in Region 1 as follows: Kakata, RIA/Harbel and Buchanan UNPOL Team Sites with total 36 UNPOLs under my command and supervision. The total number of LNP, local police under my supervision was exactly 339 police officers from differently located 51 police stations in AoR;

-Was also responsible for preparation of high quality, timely and client oriented weekly analytical reports for decision making;

-Have ensured that all directives, guidelines, bulletins from Police Commissioner’s office, UNPOL Chief of Staff, Chief of Personnel, Operations Coordinator and other Mission sections were promptly disseminated to the relevant Team Sites with the Region and control of their strict adherence;

-Have given written comments to UNPOL Operations Coordinator and Chief of Staff about the designation of Officers in Charge for Team Sites and Deputy Region Commander; also have ensured that hand-over notes have been completed and signed by Team Leader and OIC;

-Was responsible for controlling and monitoring of training process carried out by UNPOL for LNPs;

-During my presence in the office as UNPOL Regional Commander, Region 1 was the leader about the quantity and quality of the training sessions conducted by IPOs for local police counterparts. My performance was marked as good and recommended to others to follow personally by UNMIL Police Commissioner Mr. Gautam Sawang.

DUTIES AND RESPONSIBILITIES:

From 12/02/2010 to 20/09/2010 – UNPOL Deputy Region Commander was considered as Chief Reporting officer of the Region;

-was responsible that, all reports sent from the Regional Commander’s office are high quality, timely and client oriented for analyze and decision making;

-The Deputy Regional Commander have been responsible while scrutinizing submitted reports from respective Team Sites within their AOR to identify encountered problems in terms of co-location activities conducted and advices given by UNPOL to the LNP counterparts to strengthen their institutional capacity in all areas of Police operations and address this issue through Regional Commander to the particular Team Sites for strict adherence;

-was personally responsible periodically organize visitation and inspection of the Team Sites within AOR on administrative and logistical issues such as follows: records keeping and file management, maintenance and utilization of the Mission owned properties and copies of internal evaluation reports must have been forwarded to UNPOL Internal Evaluation Unit;

-Personally ensured that all information requests were received and properly treated by Team Leaders (OIC’s) and replayed in accordance with a time frame given;As the Deputy Region Commander I have been responsible to maintain the records about all CTO/AL requests forwarded to the Personnel Office from the Team Sites in the AOR and ensure that 66% strength was maintained in the Team Sites taking into consideration Contingent Meetings and Medal Parades when managing CTO/Leave;

-I did my best and was responsible that, all reports sent from the Regional Commander’s office have been high quality, timely and client oriented for analyze and decision making;

-I acted as officially appointed The Deputy Regional Commander and have been responsible while scrutinizing submitted reports from respective Team Sites within their AOR to identify encountered problems in terms of co-location activities conducted and advices given by UNPOL to the LNP counterparts to strengthen their institutional capacity in all areas of Police operations and address this issue through Regional Commander to the particular Team Sites for strict adherence.

DUTIES AND RESPONSIBILITIES:

-I have been responsible for all recruitment procedures within AOR;

-Conducted all selection interviews with applicants;

-Was actively involved in collecting, preparing and sending all necessary files to recruitment unit;Significantly was involved in mentoring, advising and monitoring LNP during collocation;

-Performed all relevant recruitment tasks associated with the position;

-Advised, monitored and mentored the daily supervision and administrativeactivities of middle level police managers;

-Established effective professional relationships with members of the LNP and other international and local organization;

-I have organized 02 radio campaign from where together with LNP counterpart and local radio stations we conducted recruitment campaign for local population to join LNP;

-Created many different flyers with the information about duties and responsibilities plus advantages and disadvantages for being police officers and later distributed them in the area of responsibilities.I have successfully produced assessment reports concerning the performance of middle level police managers;

-Also initiated, encouraged, analyzed and evaluated the implementation of well-defined projects in order to establish and enhance policing capacities within LNP in accordance with international standards;

-I had been conducting many selection interviews with applicants for 8 months of my official stay in the area of responsibilities;

-I did my best with collecting, preparing and sending all necessary files to recruitment unit located in Monrovia with its headquarters;Paid mostly attention to females’ candidates who were willing to join police force, based on gender police activities in the mission.

-I have been Responsible for submitting weekly monitoring reports, using the template within KMIS;
