DUTIES AND RESPONSIBILITIES:
Within limits of delegated authority and depending on location, as Field SecurityAssociate (FSA) at this level I’m responsible for the following duties:
- Assist the P/C/D/SA/FSCO in collecting, updating and communicating information regarding the security situation in the AoR;
- Liaise and coordinate, as appropriate, with the host government security organizations and/or personnel, including national and local provincial authorities, military, and police officers, as well as non-governmental organizations in the area of operation;
- Help to assess the security situation at the duty station and ensures adequate gathering and verification of security information that may be required for a proper analysis of the situation;
- Communicate information on security issues to the heads of United Nations agencies and provide host country security advice to UNDSS, as required;
- Maintain regular contacts with Security Focal Points of UN agencies;
- May be requested to provide technical assistance at Area/Security Management Team meetings;
- Assist in maintaining the Security Plan, including updating staff lists;
- Help in the preparation and review of the UN Security Plan;
- Support actions during the implementation of the Security Plan, as required;
- Assist with the monitoring of the security measures implementation as recommended in the Security Risks Management (SRM) process for the AoR;
- Assist in reporting security incidents affecting UN staff, offices and assets, and assist in the preparation of security reports, such as the Security Incident Report and other Security Assessments;
- Provide support in organizing and conducting training courses on security awareness and preparedness and providing security orientation to newly assigned staff members. Conduct security briefings, as required.
- Perform other security-related tasks;
- Provide support in conducting security evaluations and provides advice on Residential Security Measures of UN staff, as well as on latest trends and threats to staff safety and security; Establishes and maintains warden system and keeps update of information related to UN offices and residences;
- Administer a pass and ID system;
- Maintain liaison with commercial companies used for UN security at offices and residences in order to facilitate the effective and efficient use of the guard force;
- Provide general administrative assistance;
- Maintain routine and confidential correspondence files/documents;
- Maintain a database on contact details of host country security authorities;
- Arrange appointments, receive visitors, places and screen telephone calls with discretion, and take minutes and/or notes at meetings.

DUTIES AND RESPONSIBILITIES:
From 10/11/2019 to 10/11/2020 – Working as FPU (Formed Police Unit) Coordination Cell Officer in Wau, South Sudan collaboratively with police colleagues (120 officers) from Nepal in order to achieve successfully all the required organizational and security goals in protection of IDPs (Internally Displaced Persons) inside POC (Protection of Civilians) site in total with local population about 13.000 people;
-I have successfully prepared detailed Operation Orders/Task Orders to ensure each operation including Cordon & Search Operation would be properly planned and conducted by the counterparts from Nepali FPU unit on the ground;
-I was also responsible to plan and coordinate all the operational activities of the FPUs deployed in the area of responsibilities in Wau. FPU has three core duties: public order management, protections of United Nations personnel and support to such police operations that require a concerned response;
-I have conducted on a monthly basis COE (Contingency of Employment) serviceability inspections of FPU weapons and equipment and also operational readiness of FPU Personnel;
-I have successfully overseed the execution of the operation of the unit on a regular basis, monitored and advised NEPFPU (Nepali FPU) Command & Control as well as proper reporting through chain of command to enforce operational plans are achieved on the ground;
-Regularly organized practical crowd control courses and police basic trainings for NEPFPU personnel in a new creative way to refresh their knowledge and deepen their understanding in a variety of fields like a practical handcuffing, self-defense, arrest/detention techniques what was extremely relevant for police officers on their routine daily duties in POC site effectively to protect civilians in a safer manner;
-I have prepared a lot of video material that later was practically showed and distributed to FPU personnel about security issues while being on duty as ambassadors of their country;
-I have enjoyed mutually sharing innovative ideas about my practical police basic trainings that were mostly completed in an environment that allowed all FPU personnel to become comfortable with the use of force techniques in different close to real scenario-based exercises;Organized several practical sessions for FPU and SSNPS (local police in South Sudan) provided with following pictures and video training material to adopt;
-Reported directly to UNPOL POC Coordinator, UNPOL FPU Coordinator and UNPOL Chief of Operations who observed me having a solid educational foundation and passion for law enforcement during my delivered lectures and practical training to FPU personnel including different trainings/inspections as follows: Armory & Firearms Inspection, Duty Briefing Inspection, Firearms Handling Training, Crowd Control Training, Operational Readiness Inspection, Duty Posts Inspections, Use of Force Training, Cordon & Search Operation, Health & Hygiene Training, Police Basic Training and others. Always worked efficiently under stressed conditions with minimum supervision. The number of personnel supervised was exactly 120 police officers from Nepal.

I have organized international football league in Kuajok and conducted its football tournament among UNPOL/UNMO, UNMISS Staff, Chinese Military Engineers and Warrior Security in order just to bring a good team working spirit and atmosphere among both national and international staff;

DUTIES AND RESPONSIBILITIES:
From 30/12/2014 to 30/08/2016 – Having worked as UNPOL Senior Operations Officer in Malakal field office, which had in average 80-85 Individual Police Officers from different countries. As UNPOL Senior Operations officer was responsible for planning and coordinating all the operational activities in the UNPOL Malakal field office (motorized and foot patrols, search operations, security incidents assessment, compiling Daily situation reports, flash reports and monthly/quarterly reports, supporting personnel on the ground and advising them on complex issues, compiling contingency plans and organizing field training exercises and checking the clerical work etc);
-To coordinate the activity of FPU that consists of 03 operational platoons (120 officers), while their members are deployed at the Entry/Exit points of PoC sites for maintaining strict access control together with a number of UNPOL;To advise and coordinate FPU members who should be actively involved carrying out the Cordon and Search operations;-
Close cooperation and collaboration with Chief of Operations of FPU;
-Advising on preparations of plans and programs related to the South Sudan Police capacity building in the areas of police operations;Providing support to the South Sudan Police in the area of operational capacity building;
-Providing assistance to the South Sudan Police in planning and organizing various operations through advising, coaching, mentoring, co-location and training;Assisting and training the South Sudan Police in preparation of operational guidelines, procedures, regulations;
-also ensured that the PoC Coordinator was properly kept up to date on critical incidents occurring throughout the area of responsibility on a 24/7 basis, liaised and coordinated with other components (Formed Police Unit, civilians, military, corrections, UN security and humanitarian actors) on behalf of PoC Coordinator when requested by supervisors;I have worked closely with Rwanda FPU consisting of 120 police officers, conducted together Cordon & Search Operations within the perimeter of Malakal POC (Protection of Civilians) site with total population of 57,000 IDPs (Internally Displaced Persons). During those conducted operations inside POC, the most dangerous and prohibited items were confiscated from IDPs at the entrance of the site like: firearms and ammunition, later handed over to UN Security officers; the items like: spears, swords, knifes, slingshots, machetes and axes confiscated and later destroyed and INDBATT (Indian Battalion) located in Malakal. The items like home-brewed alcohol including local marissa drink were destroyed by UNPOLs into the drainage system. Under my command and control the number of the confiscated items and things significantly went up, as a result, the general crimes statistics inside Malakal POC site went down; As UNPOL Senior Operations Officer was responsible to collate, review, analyze, draft and disseminate all the information related to UN MHQ Police operations in Juba, produced daily and weekly situation reports, and other special reports including, but not limited to, flash reports. Was available 24/7 through Tetra, Radio and phone with MHQ Operations Juba and UNPOL POC Coordinator as well;Proudly coordinated the activities of Rwanda FPU that consisted of 03 operational platoons (120 officers), while their members are deployed at the Entry/Exit points of PoC sites for maintaining strict access control together with a number of UNPOL;also daily advised and coordinated all the FPU staff who were supposed to be actively involved carrying out the Cordon and Search operations;Also, for having a good team spirit and partnership between different UN offices, I personally organized several football tournaments including UNPOL, Rwanda FPU, UN Security office and INDBATT.

Performed protection of civilians (PoC) duties;Actively took part/participate in the searches at the entry/exit points of UNMISS camp to ensure that weapons, ammunitions, machetes, spears and other prohibited and not allowed implements are ought to be recovered from the protected civilians before they enter the camp;

From 20/09/2010 to 12/12/2011 – UNPOL Region 1 Commander who served as a representative of the respective UNPOL Operations Coordinator in Monrovia, UNMIL;
-Was responsible for supervising and management of all administrative, logistic, operational and communication issues pertaining to the region;
-As the Region Commander reported to the Operations Coordinator through the appropriate Deputy Operations Coordinator; through co-location and meetings, provided proper guidance, advised and mentored to LNP (Liberia National Police) supervisory and command officers assigned to the LNP Region Commander’s office to strengthen the capacity to operate the Region, and other duties as prescribed by LNP policies, procedures and directives;
-As UNPOL Regional Commander, I have maintained 24/7 contact with all 03 UNPOL Team Leaders assigned in Region 1 as follows: Kakata, RIA/Harbel and Buchanan UNPOL Team Sites with total 36 UNPOLs under my command and supervision. The total number of LNP, local police under my supervision was exactly 339 police officers from differently located 51 police stations in AoR;
