Background:

Global Communities is implementing the 12-month, Community-Led Emergency Action and Response (CLEAR 2) program with support from the United States Agency for International Development’s Bureau for Humanitarian Assistance (USAID/BHA) to respond to humanitarian needs in Ukraine. The program is designed with the goal of saving lives, reducing suffering, and addressing needs while supporting communities to lead their own response.  

  • Purpose 1: Provide gender-sensitive protection services while strengthening capacities of local protection actors to increase safety and well-being of 12,960 displaced and war-affected people. 
  • Purpose 2: Provide safe, habitable, and gender-sensitive shelter and settlements (S&S) solutions to 9,500 displaced and war-affected people, including improving access to suitable water, sanitation, and hygiene (WASH) facilities, while strengthening the capacities of local actors. 
  • Purpose 3: Provide livelihoods support to 1,000 individuals to promote the economic recovery of war-affected communities. 

CLEAR’s 2 localized approach prioritizes capacity building of local civil society organizations (CSOs) to be effective responders, in line with USAID and BHA’s localization agenda. As the humanitarian repercussions of the conflict are expected to be protracted, building local capacity is critical early in the response to enable affected populations to address their own lifesaving needs. CLEAR has integrated reflection and learning to capture lessons from this approach that will be shared with USAID/BHA and the broader humanitarian community. 

Main functions and responsibilities:

The role of the Protection Officer is to advise project staff and partners, organize project activities in target communities based on standards and principles of humanitarian response, ensure safe, dignified and timely referral to other service providers and within the Protection team and partners, as well as in providing assistance in the organization of targeted protection measures, such as individual protection assistance (IPA), which includes financial or in-kind support for persons in need. 

Essential Responsibilities:

  • Ensuring partners’ compliance with policies, tools, manuals, guidelines and standards of GC and BHA in the implementation of their activities, implementation of projects and interaction with beneficiaries;
  • Providing individual and group protection assistance, including identifying protection needs, understanding how to address the protection gaps, and providing specialized protection support, including through the provision of in-kind or cash assistance;
  • Interaction with other specialized services, partners, and protection sub-clusters;
  • Organization of events to improve the competencies of project and program partners;
  • Coordination of work with protection experts  and coordination of current activities, preparation of reporting documentation, execution of current tasks;
  • Providing individual protection assistance, including identifying protection needs and understanding how to address the protection gaps, and providing specialized protection support, including through in-kind or cash assistance.
  • Mapping available service providers in deployment areas and providing updated information on available services and their accessibility for people with special protection needs;
  • Ensuring ethical and confidential data collection during individual protection assistance, monitoring and evaluation;
  • Monitoring/assessing protection risks based on the instructions of protection specialists in order to provide analysis of protection risks existing in target communities and providing recommendations on measures to reduce them; risk monitoring in the field of protection will ensure the involvement of a protection specialist in monitoring the quality of the implementation of the GC program and its compliance with BHA requirements and basic humanitarian standards in the field of protection;
  • Cooperation with other program teams on issues of identifying protection risks in order to support revision of tools, support of trainings, cooperation with program teams;
  • Participation in the Protection Cluster meetings (in particular GBV, CP, MHPSS) and other humanitarian coordination meetings that will be held from time to time in the region of operation;
  • Ensuring the implementation of the 5Ws of the Cluster on security issues, reporting on Activities info;
  • Provision of psychological first aid if necessary. Assessing and addressing needs that contribute to achieving protection outcomes that require in-kind or monetary assistance. 

Qualifications, knowledge, skills, and abilities:

  • Bachelor's degree in humanities or social sciences, psychology, law, health care, or another related field;
  • At least one year of work experience in the field of protection, in particular, in the field of personal protection, case management, counseling, social work or another related field;
  • Working knowledge of Microsoft Word, Excel and Outlook;
  • Understanding and ability to maintain confidentiality and respect for beneficiaries;
  • Previous work experience or familiarity with the NGO sector will be an advantage;
  • Familiarity with the rules and regulations of USAID would be an added advantage;
  • Ability to speak, read and write fluently in both Ukrainian, good command of English is an advantage;
  • Ability to work effectively in a team environment;
  • Ability to perform and complete a variety of tasks that require careful attention, in the face of lack of time and fast pace of work;
  • Desire and ability to travel to offices on the ground, as needed.
