Functions

  1. Project planning
  • Provide technical input into the development of the Shelter team's strategy, project proposals and provide information on assessed needs and confirmed gaps in assistance currently provided; 
  • Promote and share ideas for improvements and necessary changes in activities; 
  • Together with the Deputy Shelter Project Manager / Shelter Project Manager, update the overall project implementation strategy, systems, approaches, tools and materials;
  • Together with the Deputy Shelter Project Manager / Shelter Project Manager and the Area Coordinator, plan the technical phases of project implementation and set the direction for further work by establishing priorities and organizing activities and resources to achieve project objectives.

2. Project implementation and monitoring

  • Participate directly in project implementation, ensuring that technical quality and standards are considered and maintained during the implementation of the project(s) in accordance with ACTED technical guidelines and standards;
  • Participate in the development of needs assessment in targeted areas and conduct emergency needs assessments in the field;
  • Based on the results of the assessments, help identify specific project locations, design and implement appropriate interventions in coordination with the Deputy Shelter Project Manager / Shelter Project Manager;
  • Ensure that Shelter projects target the most vulnerable groups of the population and that beneficiaries are selected in accordance with the targeting criteria of Shelter programs, in accordance with ACTED requirements and donor guidelines;
  • Prepare technical specifications, create estimates, designs and assist in the preparation of tender documents;
  • Ensure the participation of a wide range of stakeholders (NGOs, CBOs, local communities, etc.) in the process of implementing a systematic approach aimed at shelter recovery;
  • Coordinate and implement Shelter technical activities, including rehabilitation of private households and public institutions;
  • Where 3rd party suppliers and / or contractors are engaged by ACTED, coordinate and supervise the proper execution of the above-mentioned works, including construction contract management;
  • Anticipate and mitigate risks and deal with any unforeseen situations during project implementation;
  • In conjunction with the Deputy Shelter Project Manager / Shelter Project Manager and the Area Coordinator, regularly update the work plan, track deliverables, make product market fit studies and other documents relevant to effective project management.

3 Internal coordination and operational project management

3.1.     Logistics

  • In collaboration with the Area North & Capital Logistics team, contribute to the development of procurement planning for the Engineer’s respective oblast (at all times in accordance wither ACTED’s established procurement procedures);
  • Develop reliable and accurate order forms in a timely manner and lead on all required technical checks, providing accurate and objective feedback on the quality and capacity of suppliers and / or contractors assessed;
  • Ensure proper management and use of ACTED project assets and ACTED project stocks. 

3.2 Administration/Personnel

  • Where relevant, participate in the selection of technical staff (development of terms of reference, development of tests and their review; interviews, etc.);
  • Establish a work plan and clearly communicate daily activities of the technical project staff;
  • Ensure capacity development of project staff and transfer of key skills;
  • At all times, abide by ACTED’s Security rules and requirements (including, where required, timely submission of requests to facilitate movements outside the Engineer’s main base) and ensure that all staff under the Engineer’s supervision (including potentially enumerators in a monitoring capacity) also follow ACTED’s security rules;
  • Ensure a conducive working environment and good team dynamics.

4. External relations 

Together with the Deputy Shelter Project Manager / Shelter Project Manager and Area Coordinator:

  • facilitate communication and liaison activities to actively consult and engage beneficiaries, key informants, partners, local authorities and other stakeholders at all stages of project design and implementation;
  • maintain good relations with key humanitarian actors, both local and international, including governmental and non-governmental actors, through regular attendance at technical meetings and (where requested) general coordination meetings at oblast, raion or hromada level.

5. Quality control

  • The Engineer will – on an ongoing basis – put in place quality control measures and evaluate the effectiveness of the technical program activities under implementation, and ensure efficient use of resources;
  • Identify and analyse gaps, ACTED's impact, synergies and opportunities in the areas in which the project(s) are being implemented and communicate relevant information to the Deputy Shelter Project Manager / Shelter Project Manager and Area Coordinator;
  • In conjunction with the Deputy Shelter Project Manager/Shelter Project Manager, advise and assist in project reviews conducted by ACTED’s AME team;
  • -        Ensure that lessons learned are documented, shared and reflected in project planning and decision making for future projects to capitalize on best practice(s).

6. Reporting.

  • Report regularly and in a timely manner to supervisors and other team members on progress and issues, proposing alternative approaches where applicable in response to identified issues or potential risks to safe and effective project implementation;
  • Prepare technical written reports to assist the Deputy Shelter Project Manager / Shelter Project Manager in the provision of periodic contractual reporting and contribute to the development of future project proposals;
  • Contribute to other (internal and external) reporting on project progress, ensuring the quality and accuracy of the technical information provided.

Required skills and experience:

  • Relevant professional qualification to at least undergraduate level;
  • A minimum of 3 years of practical experience implementing shelter rehabilitation and recovery projects at a local level, or equivalent professional expertise in a relevant field (details to be provided as part of the application process);
  • Good knowledge of local government systems, particularly as they relate to construction;
  • Experience in strategy/plan development, community engagement, liaison with local authorities;
  • At least 1 year of experience in the humanitarian and/or development sector (strongly preferred);
  • Available for travel to the settlements located within 5 - 20 kms of the contact line;
  • Proven ability to work autonomously, and at distance, with strong reporting skills;
  • Proven ability to work in Microsoft Excel, Word and Outlook;
  • Fluency in Ukrainian and Russian, and a working knowledge of spoken and written English is required (and will be assessed via interview);
  • Motivated to work as part of a teamwork in a multicultural environment, requiring flexibility and ability to work to tight deadlines;
  • Willingness to travel to other ACTED/IMPACT field offices.
