ОПИС ПОСАДИ

Координатор з питань захисту дітей відповідатиме за стратегічне бачення та технічне керівництво операціями та програмами Tdh в Україні, проектування та розробку адаптованих систем захисту дітей, інструментів та забезпечення розвитку потенціалу персоналу, а також відповідатиме за загальну якість впровадження цих елементів.

ОСНОВНІ ОБОВ’ЯЗКИ

Технічна експертиза: Розробка, планування та реалізація проектів:

Проводить аналіз контексту, в тому числі поточних і майбутніх тенденцій переміщення, а також аналіз технічної ситуації, вразливості бенефіціарів і потреб, що є основою для розробки програм Tdh в регіоні.

Очолює розробку технічних проектів програм з чіткими методологіями реалізації, інструментами та іншими необхідними технічними рекомендаціями для розгортання на місцях.

Забезпечення технічного лідерства у сфері захисту дітей та міграції відповідно до найкращих практик та політики у сфері торгівлі людьми. Забезпечення виконання всіх запланованих заходів вчасно, в рамках бюджету, відповідно до стандартів якості та згідно з щомісячним планом.

Надавати підтримку керівникам програм та їхнім командам у виконанні квартальних, місячних і тижневих планів діяльності для досягнення очікуваних результатів. Це включає планування діяльності та закупівель.

Визначати потреби та прогалини в програмах і проактивно пропонувати заходи, спрямовані на посилення захисного реагування.

Робити внесок у розробку стратегічних напрямків і планів сектору в країні.

Тісно співпрацювати з різними партнерами для забезпечення координації та представництва Tdh.

Брати участь у розробці нових пропозицій.

Моніторинг та звітність:

Забезпечувати технічний нагляд за командами CP та міграції та проводити регулярний моніторинг і оцінку діяльності.

Регулярно підтримувати зв’язок з партнерами для виявлення прогалин і проблем, а також для забезпечення якісного впливу CP та підходу до міграції/переміщення.

Тісно співпрацювати зі спеціалістом з моніторингу та оцінки для забезпечення збору даних, наявності відповідних технічних інструментів, аналізу та використання даних для кращого звітування про діяльність та забезпечення якісних послуг для бенефіціарів.

Підготовка щомісячних звітів на додаток до інших завдань зі звітності відповідно до вимог донорів та партнерів.

Розбудова потенціалу:

Визначення потреб у навчанні та тренінгах і розробка стратегії розбудови потенціалу.

Забезпечення подальшого навчання з питань захисту дітей, міграції та прав біженців, де це необхідно.

Адвокація та тренінги (внутрішні та зовнішні) з питань CPMS.

Координація:

Координувати роботу з іншими гуманітарними партнерами та місцевими органами влади у цільових регіонах, якщо це необхідно для ефективної та результативної реалізації проектів.

Брати участь у відповідних координаційних зустрічах з питань захисту біженців та захисту дітей, а також сприяти роботі та експертизі Tdh

Політика захисту дітей:

Зобов’язується дотримуватися Політики захисту дітей. Підписати Кодекс поведінки

Повідомляти про серйозні випадки жорстокого поводження з дітьми, виявлені групою захисту, Представнику в країні. Необхідно дотримуватися суворої конфіденційності.

Інші:

Виконує інші обов’язки, які можуть бути визначені Представником у країні та сумісні з посадою.

Підтримувати та забезпечувати культуру суворої конфіденційності — як між співробітниками Tdh, так і між співробітниками Tdh та особами, які не є співробітниками Tdh.

ВАШ ПРОФІЛЬ

Освіта: Вища освіта в галузі соціальних наук, міжнародного розвитку або права;

Володіння мовами : Відмінні навички усного та письмового мовлення англійської та української мовами.

Попередній досвід роботи: Бажаний досвід роботи на аналогічній керівній посаді не менше 5 років.

Попередній досвід роботи в європейському регіоні в контексті міграції/біженців буде перевагою.

Знання та навички:

Підтверджені технічні навички у сфері захисту, зокрема, захисту дітей, соціального забезпечення, MHPSS, включаючи національну та міжнародну правову базу, політику та практики;

Попередній досвід роботи на аналогічних посадах, в тому числі в гуманітарних та нестабільних умовах;

Досвід роботи у сфері прав мігрантів та біженців, включаючи європейську національну та регіональну правову базу та політику прийому (дуже бажано);

Сильні навички письмової та усної комунікації, ефективне представництво та зв’язок із зовнішніми сторонами;

Підтверджений досвід і навички в розробці пропозицій та донорського підходу;

Підтверджена здатність працювати в команді та під тиском;

Автономність у роботі з чіткою підзвітністю за встановленими цілями;

Продемонстрований досвід у розбудові потенціалу та наставництві національного та міжнародного персоналу;

Особисті якості: співпраця в командній роботі, гнучкість та здатність добре справлятися з тиском, відмінні комунікативні навички

ROLE DESCRIPTION 

The Child Protection Coordinator will be responsible for providing strategic vision and technical direction to the Tdh’s Ukraine operations and programms, designing and developing adapted child protection frameworks, tools and providing capacity building to the staff and will be responsible for the overall quality of implementation of these elements.

 MAIN RESPONSIBILITIES

Technical expertise: Projects Design, Planning and Implementation

• Leads context analysis, including on current and future displacement trends, and technical situational, beneficiaries vulnerabilities and needs analysis that form a basis Tdh programming in the region
• Leads the development of technical program designs, with clear implementation methodologies, tools and other required technical guidance for field rollout.
• Provide technical leadership in  Child Protection and Migration in accordance with best practice and Tdh policy. Ensure that all planned related activities are implemented on time, within the budget, according to quality standards and as per the monthly plan. 
• Support the program managers and their teams, to follow quarterly, monthly and weekly activity plans to achieve expected results. This includes planning of activities, and procurement.
• Identify needs and gaps in programming and proactively suggest activities to enhance the protection response. 
• Contribute to the development of country sector strategic direction and plans. 
• Work closely with various partners to ensure coordination and representation of Tdh. 
• Contribute to develop new proposals. 

Monitoring and Reporting: 

• Ensure technical supervision of the CP and Migration teams and conduct regular monitoring and evaluation activities
• On a regular basis, liaise with partners to identify gaps and challenges as well as to ensure quality impact of the CP and migration/displacement approach. 
• Work closely with M&E officer to ensure data are collected, adequate technical tools are in place and data is analysed and used to better report on activities and to ensure quality services for beneficiaries.
• Draft monthly reports in addition to other reporting tasks as per donors and partners requirements. 

Capacity building

• Identify training & coaching needs and develop a capacity building strategy. 
• Provide follow-up child protection, migration and refugee rights training where required. 
• Advocacy and training (internal and external) on CPMS. 

Coordination

• Coordinate with other humanitarian partners and local authorities in the target areas, as relevant for the effective and efficient implementation of the projects. 
• Attend relevant refugee protection and child protection coordination meetings and promote Tdh work and expertise

Child Safeguarding Policy

• Commit to respect the Child Safeguarding Policy. Signs the Code of Conduct
• Report serious cases of abuse on children identified by the Protection  team to the Country representative. Strict confidentiality must be respected. 

 Others

• Undertake all other duties that may be determined by the Country representative and that are compatible with the job.
• Maintain and ensure a culture of strict confidentiality - inter Tdh staff and between Tdh staff and non Tdh employees.

 YOUR PROFILE 

Qualification:

• Education: Post graduate degree in Social Sciences, International Development, or Law is required;
• Language: Excellent oral and writing skills in English, Ukrainian is preferred  

Previous experience:

• Minimum 5 years’ experience in similar senior position is preferred. 
• Previous experiences in the Europe region working on migration/refugee contexts, would be a distinct advantage

Knowledge and skills :

• Proven technical skills in the field of protection and specifically of child protection, social care services, MHPSS, including the national and international legal framework, policies and best practices
• Prior experience working in similar positions including in humanitarian and volatile contexts 
• Experience in the field of migrant and refugee rights, including European national and regional legal frameworks and reception policies (highly desirable)
• Strong written and oral communication skills, effective in representation and liaison with external parties
• Proven experience and skills in proposal development and donor's approach
• Proven ability to work as part of a team and work under pressure 
• Working autonomy with clear accountability upon fixed performance objectives
• Demonstrated experience in capacity building and mentoring of national and international staff 
• Personal qualities: Works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure well.
