Premiere Urgence Internationale (PUI) is a non-profit, non-political and non religious humanitarian NGO. PUI started humanitarian intervention in Ukraine in February 2015. The mission's objectives are to improve or restore equitable access to primary health care for the local and displaced population affected by the military conflict and to improve their living conditions by covering their fundamental needs.

GENERAL OBJECTIVE

The Partnerships Capacity Building Adviser leads development of a long-term capacity building plan for a local partner that would allow them to access institutional funding in a three-year strategy with a focus on development of the following sectors: support departments (logistic / administrative / finance procedures), ethical framework, accountability requirements, proposal writing and others, identified during organizational capacity assessment. Partnerships Capacity Building Adviser asses the barriers faced by a partner in getting institutional funding and provides support to a local partner(s) in due diligence process towards institutional donors. 

Partnerships Capacity Building Adviser works with organization with a strong advocacy for access to the rights for people with disabilities in Ukraine that started emergency response in 2022; and supports PUI Ukraine Mission in capacity building of other partners (up to three).

Tasks and Responsibilities

  1. He/she leads development of a capacity building plan for a local partner, plans and provides additional organizational assessments, in ethical and supportive manner works directly with a partner, implements the first stages of the action plan and provides support to them in due diligence process towards institutional donors;
  2. He/she asses the barriers faced by a local partner to receive institutional funding and provides support in due diligence process to institutional donors.
  3. He/she participates in capacity building of the partners with money transfers (up to three), participates in development capacity building plan for partners and lessons learnt sessions on partnerships;
  4. He/she contributes to the localization and capacity-strengthening strategy and programming of the mission through  monitoring of developments in these areas, feeding into strategic development, and contributing into internal capacity building on partnerships. 
  5. He/she ensures safety and security of goods and people 


Specific Objectives and Linked Activities

  • 1.                HE/SHE LEADS DEVELOPMENT OF THE LONG-TERM CAPACITY BUILDING PLAN FOR A LOCAL PARTNER 
     
  1. On a basis of due diligence analysis, he/she conducts additional organizational needs assessments of the partner organization jointly with them;
  2. He/she designs a tailor-made capacity-strengthening long-term action plan based on results of the assessments focusing on identified gaps that should be addressed include but not limited to development and strengthening procedures of a partner; development of their ethical framework; project development and proposal writing; accountability requirements; and other fields;
  3. He/she identifies potential risks and mitigations of implementation of the action plan for a partner and suggests potential adjustments to the activities; 
  4. He/she plans first stages of implementation jointly with a partner, provides support of implementation of it, and suggests corrective actions if necessary; 
  5. He/she fulfills internal and donor’s requirements and a proper follow-up with a partner. He/she closely coordinates with the Partnerships Manager and Coordination in this task; 
  • 2.                HE/SHE ASSES THE POTENTIAL BARRIERS FOR A PARTNER FOR INSTITUTIONAL FUNDING AND ADDRESS THEM
  1. He/she make analysis of the fundraising strategy of a partner; 
  2. He/she provides complex analysis of institutional funding potentially available for them;
  3. He/she makes assessment of a potential barriers for a partner towards institutional donors;
  4. In line with capacity building action plan he/she provides support to a partner(s) on due diligence towards institutional donors; 
  5. He/she facilitates lessons learnt sessions on the due diligence jointly with a partner and provides suggestions for the further development of communication with institutional donors; 
  6. He/ she jointly with a partner’s team works on strategical goals for fundraising, ensures its linkage to the capacity assessment and includes them into the capacity building development plan. 
  • 3.                HE/SHE PARTICIPATES IN CAPACITY BUILDING OF THE PARTNERS (UP TO THREE)
  1. He/she participates in capacity building planning for partners and contributes to it; 
  2. He/she provides support in development of the tools and methodology for partnerships capacity development;
  3. He/she actively participates into lessons learnt sessions on partnerships development in line with PUI partnerships strategy and mutual learning approach.
  • 4. HE/SHE CONTRIBUTES TO THE LOCALIZATION/CAPACITY-STRENGTHENING STRATEGY AND PROGRAMMING OF THE MISSION

1. He/she supports the development of the tools to examine the capacity development of the partners and subsequent activities; 

2. He/she contributes to internal capacity building on partnerships including internal workshops and training sessions, and facilitates dedicated internal discussions; 

3. He/she contributes to development of the mission internal process and procedures on partnerships, including analysis, documentation and sharing of good practices and lessons learnt; 

4. He/she supports Partnerships Manager in the i reinforcing the partnerships principles in day-to-day work and provides their inputs into constant internal diagnosis of the processes and procedures and its optimization; 

5. He/she suggests on implementation of the partnerships strategy and strengthening localization efforts of the mission through the programming.

  • 5. HE/SHE ENSURES SAFETY & SECURITY OF GOODS AND PEOPLE
  1. He/she shares relevant safety information he//she may obtain to the Field Coordinator and Safety & Security staff.
  2. He/she shall ensure that activities, methodology and tools do not endanger the beneficiaries, partner’s and PUI staff
  3. He/she shall immediately alert his/her Field Coordinator in case of an incident or in case of threat/risks arising for staff and beneficiaries, and comply with instructions. 

QUALIFICATIONS


Required knowledge and skills

TRAINING 

REQUIRED: Bacherlor’s or Master’s Degree in a field related to project management, international development and/or social sciences 

DESIRABLE: Relevant qualification or training on organizational development, fundraising, project development, accountability or similar is an asset (but not mandatory)

PROFESSIONAL EXPERIENCES 

REQUIRED: Min. 4 years as a manager of humanitarian projects/a manager of support functions in humanitarian settings  / Experience working in partnerhsip with local actors in humanitarian settings

DESIRABLE: Previous experience working with institutional donors, strong knowledge of their requirements / Previous experience working with and developing relations with local and civil society actors in humanitarian and development settings, or implementing capacity strengthening programmes benefitting local actors

KNOWLEDGE AND SKILLS

REQUIRED:  Demonstrated technical knowledge in organizational development, accountability / Skills and capacity development

DESIRABLE: Good awareness about localization of humanitarian aid and equitable partnerships issues

LANGUAGES 

REQUIRED:  Fluency in English 

DESIRABLE: Ukrainian/Russian

SOFTWARE 

REQUIRED:   Microsoft Office Pack
