About the job 

The ICRC Communication Unit recruits an Operational Communication Officer based in its Kyiv office with expected field trips to the field, notably in Odesa, Dnipro, Kharkiv. In close cooperation with the team members and line managers, the Operational Communication Officer will contribute to designing, planning, leading, and implementing the operational communication approach. S/he will also contribute to resulting projects and activities in coordination with the delegation’s communication department and the management of the covered sub-delegations. An operational Communication Officer represents the ICRC externally and builds the necessary understanding and acceptance of and support for the ICRC among key stakeholders in the area of responsibility.

Your Tasks and Responsibilities

• Ensuring adequate communication analysis (e.g., perception management and community engagement) in line with the priorities of the communication department and the delegation in Ukraine
• Contributing to strategies and communication plans of action
• Developing appropriate operational communication programs, community engagement, promoting international humanitarian law (IHL), cooperating with Red Cross/Red Crescent (RC/RC) Movement partners, public and digital communication and information analysis/scanning)
• Supporting the ICRC offices on the field, and the sub-delegation’s communication officers
• Coaching and training ICRC and Red Cross and Red Crescent Movement staff, enable them to communicate impactful about the ICRC and its broad range of activities
• Coaching, training, and overseeing quality control of operational communication activities 
• Guiding colleagues in operational departments on communication
• Supporting the operational communication efforts and other departments, targeting notably key audience such as the Ukrainian Red Cross Society, Armed Forces of Ukraine, Police, local authorities, etc. 
• Ensuring appropriate monitoring, evaluation reporting and documentation of operational communications activities

About you

To be successful as an Operational Communication Officer in the Communication Unit, you should possess the following qualifications and experiences and have the following characteristics:   

• Ukrainian citizenship or permanent residence permit in Ukraine
• University degree or equivalent in a relevant field such as communications, political science, international relations or journalism
• Minimum 3 years of work experience in a field relevant to communication and/or prevention (preferably with the ICRC)
• Experience in an ICRC operation is an asset
• International Humanitarian Law (IHL) knowledge is an asset
• Sound knowledge of the political, social and media environment in Ukraine 
• Fluent spoken and written English and Ukrainian 
• Computer literate (proficiency in MS Office); familiarity with digital communication tools
• Self-motivated with a strong commitment to teamwork and humanitarian principles
• Flexible, enthusiastic, and willing to learn
• Ability to work independently, as well as effectively under supervision
• Confidence in managing projects and staff
• Ability to organize and prioritize multiple tasks
• Ability to work within a diverse team and establish and maintain good working relations in a multi-ethnic, multi-cultural, and multi-disciplinary environment
