Polish Humanitarian Action (PAH) is looking for an Accountability to affected population (AAP) Assistant to undertake AAP duties (under supervision of MEAL Coordinator) within the projects implemented by PAH in the south-east of Ukraine, primarily in Mykolaivska oblast, with a main office in Dnipro, Dnipropetrovska oblast.

PAH has been present in Ukraine since August 2014 delivering humanitarian aid to the most vulnerable of the conflict-affected population. PAH provides assistance to internally displaced people, elderly, children and single mothers and other vulnerable population groups. Key Duties and Responsibilities (not all-inclusive):
- Collecting feedback and complaints through the standard channels, as well as through direct interaction with beneficiaries during site visits (operating complaints and feedback desks);
- Recording all collected feedback and complaints in a standardized electronic data collection form (Kobo-based)
- Processing CFRM (Complaints and Feedback Response Mechanism) data, documenting them, running and updating a feedback database
- Monitoring feedback channels on the daily basis, including but not limited to ensuring and providing their full functioning
- Sharing feedback with Program team and ensuring follow-up activities
- Ensuring all required standards are fulfilled in AAP procedures
- Developing strong relationships with implementing partners to ensure partners have the CFRM system established, feedback and complaints captured, documented and managed in a safe, timely and confidential way; supporting AAP capacity building activities.
- Promoting and enhancing AAP through the provision of timely, accurate, and relevant information sharing, including but not limited to information about the organization, projects, selection criteria, people’s rights and entitlements, as well as ensure that people understand and agree to how their complaint and/or feedback will be processed and the results feed back to them.
- Participating and/or leading community engagement activities based on the designed AAP approach
- Recording and handling high priority cases such as fraud, corruption and complaints related to sexual exploitation and abuse (SEA) according to PAH procedures.
- Drafting reports as necessary regarding CFRM and other AAP activities
- Implementing ethical principles in tasks and duties, as well as promoting humanitarian principles and key international standards (such as Core Humanitarian Standard, IASC Commitments on AAP and PSEA etc.)
- Carrying out other duties assigned by the direct supervisor.
The successful AAP Assistant will be selected based on the qualification requirements described below:
- Relevant work experience – preferably in social work, community development, NGOs or civil society. Experience working with NGOs and/or the humanitarian sector, and use of data collection and data analysis tools will be an asset.
- Demonstrated practical experience in humanitarian programming in the field (active participation in distributions, targeting, monitoring, operating feedback and complaints channels) will be an asset
- Basic knowledge of MS Office package is required
- Skills in using data collection software (Kobo) are an asset.
- Fluency in Ukrainian and Russian is required (both spoken and written);
- Good working level of English (both spoken and written) will be an asset.
- University degree in relevant field (preferably in sociology, international development, international relations, or any other relevant field) will be an asset.
- Good cooperation and teamwork skills;
- Excellent communication skills, a clear and friendly attitude, the ability to follow instructions.
- Ability to work in a team and independently;
- Sound understanding of local context, humanitarian needs of conflict-affected population in Ukraine.
