Background (Project Background

FHI 360’s Crisis Response team is implementing the Ukraine Humanitarian Assistance Response Program (UHARP) to improve the health and well-being of conflict-affected and displaced populations through an integrated, multi-sectoral response. The project will focus its implementation on the Eastern and Southern regions in Ukraine, serving the most vulnerable populations, through direct implementation and partnerships. The project is supported by USAID's Bureau for Humanitarian Assistance.

Deliverables, Milestones & Due Dates:

Under the direct supervision of the Administration Manager, the consultant will provide translation/interpretation to the UHARP team in Dnipro. S/he will translate project documents, including technical reports, as well as interpreting for international staff during formal meetings with the government and partners, field visits, internal staff meetings, etc. The consultancy will require some travels to different oblasts of Ukraine where FHI 360’s program is being implemented, including but not limited to, Zaporizhzhia, Mykolaiv, Odesa, Kharkiv, Kryvyi Rih and etc. 

Specifically, the Consultant will be required to provide the following deliverables:

  1. Provide professional-level written translation of project-related documents from Ukrainian into English and English to Ukrainian, based on project needs. 
  2. Act as interpreter, provide simultaneous translation for international project staff from Ukrainian to English and English to Ukrainian during office interactions and meetings, at formal meetings with government officials, and stakeholders and during field visits with beneficiaries.
  3. Assist with meeting preparation and reporting of the meetings, including translation of the agenda/meeting documents, taking meeting notes, and developing reports. 
  4. Assist other project units, including HR, Procurement, Finance, etc., with translation support of project policy documents, oral translations of interviews, and translation at meetings to local staff. 
  5. Provide consecutive interpretation during field visits of the international staff.

Location of the Assignment: Work will be carried out in FHI 360 designated Office in Dnipro, as well during field visits within Dnipropetrovska, Zaporizhzhska, Mykolaivska, Odeska, Kharkivska, Khersonska, Kyivska and Sumska oblasts

Expected Level of Effort: 90 days 

Period of Engagement: 06 January 2025 – 30 November 2025

Contract Type: Local Service Agreement

Qualifications

Mandatory:

  • Professional certification as interpreter/translator with a minimum of 2 years of professional experience as interpreter/translator.

Desired:

  • Proficiency in technical and humanitarian terminology in English and Ukrainian.

Evaluation Criteria  

FHI 360 will evaluate proposals from consultants meeting the mandatory requirements in accordance with the following criteria:  

  • Applications not meeting the mandatory qualifications will be disqualified.
  • The extent to which qualifications 1-6 are met (40%)
  • Oral interview (60%)
