Position Summary:
Momentum Wheels for Humanity is implementing the five-year USAID Rehabilitation for Ukraine (Rehab4U) Activity in Ukraine. The project aims to create sustainable, quality physical rehabilitation services within the health system across all levels of care, including the primary health care (PHC) level, by addressing both urgent, short-term gaps and long-term systems requirements. Sustainable, quality, physical rehabilitation services will enable all Ukrainians to optimize their functioning, fully integrate within society, and participate in the economic recovery and growth of the country.
The Rehab4U Objective 2 Lead shall lead the implementation of the Objective 2 activities in the Rehab 4U Activity (the Activity) designed to create sustainable, quality physical rehabilitation services within the health system focusing on the development of PHC rehabilitation model, rehabilitation services strengthening and workforce capacity building, reinforcement of the capabilities of the selected Center of Excellence, facilitating assistive technology service provision, and strengthening educational institutions capacities and alignment of educational programs with international standards. The Rehab4U Objective 2 Lead shall lead and oversee program activities under Objective 2, including activities implemented by sub-awardees and partners. Additionally, the Rehab4U Objective 2 Lead shall ensure that project implementation is on track and within budget and in compliance with donor and internal policies, rules and regulations. The Rehab4U Objective 2 Lead shall oversee day-to-day program implementation, coordinate programmatic reporting, manage donor and stakeholder relationships, and ensure compliance with internal and donor policies and procedures.
Project Descriptions:
The Objective 2 Lead shall be responsible for the effective implementation, coordination, and management of developing PHC/community-based rehabilitation model, strengthening workforce capacity of rehabilitation experts, reinforcing the capabilities of the selected Center of Excellence, building up Assistive Technology service provision, strengthening educational activities for PTs, OTs and P&O experts under the USAID Rehab4U initiative in Ukraine.
This includes overseeing needs assessment to identify priority PHC/community rehabilitation and AT needs across the selected 15 target hromadas and development/adaptation of training materials to support the implementation of the agreed-on pilot PHC/community-based rehabilitation model of care. This includes overseeing the enhancement of Physical Therapy (PT), Prosthetics & Orthotics (P&O), and Occupational Therapy (OT) programs in collaboration with local universities, ministries, and professional associations.
Reporting to the DCOP, and COP, the Rehab4U Objective 2 Lead will have the following responsibilities. The employee must be willing and able to work in Ukraine.

Expected Duties and Responsibilities:
Reporting to the Ukraine Chief of Party, the Objective 2 Lead will have the following responsibilities:
Task 1: Project Management and Quality Assurance
- Lead the planning, implementation, and monitoring of the Rehab4U Activity, ensuring the project is in line with donor internal policies and regulations
- Ensure that project objectives are met within the specified timelines and budget
- Coordinate with stakeholders, including government agencies, healthcare providers, and community organizations
- Oversee the team through effective communication, organization, and problem-solving skills
- Lead official communications, including drafting memorandums and other related documentation needed for project implementation
- Establish quality standards for rehabilitation services and ensure compliance across all levels of care
- Monitor and evaluate the effectiveness of rehabilitation services and make recommendations for improvement
- Ensure that all project technical deliverables and external communications are aligned with USAID marking and branding requirements
- Ensure adherence to USAID and Momentum Wheels for Humanity policies, including financial management, procurement, and reporting.
- Monitor budget utilization, ensuring cost-effectiveness and financial accountability.
Task 2: Capacity Building and Community Engagement
- Guide the support provided to MOH and experts groups to develop or adapt a Rehabilitation Clinical Guideline and protocol tailored to the Ukrainian context
- Foster partnerships with local institutions to enhance service delivery and sustainability
- Engage with communities to raise awareness about rehabilitation services and promote access
- Collaborate with local organizations to ensure services are culturally appropriate and meet the needs of diverse populations
- Engage with governmental bodies, educational authorities, healthcare facilities and relevant stakeholders to ensure compliance with national standards, accreditation requirements, and project timelines
- Develop and manage project timelines, budgets, and reporting, ensuring transparency, accountability, and alignment with USAID’s strategic goals.
- Coordinate regular progress updates and reporting to USAID and project stakeholders, highlighting key achievements, challenges, and mitigation strategies.
Task 3: Enhance rehabilitation service coordination through a person-centered case management model (Activity 2.1):
- Lead the analysis of the current landscape of rehabilitation services, case management, and social services in Ukraine, including governmental and non-governmental programs.
- Oversee the evaluation of international best practices in case management and rehabilitation services to assess their applicability and integration potential in Ukraine.
- Guide the development of a comprehensive model for integrating case management into Ukraine’s health and social services sector, including defining roles, responsibilities, workflows, and key performance indicators.
- Oversee the design and development of training programs and curricula for case managers and healthcare facility staff, enhancing their capacity to implement and manage the case management model.
- Lead the assessment of 15 regions to identify opportunities for integrating case management services.
- Monitor progress and ensure the timely completion of all case management-related tasks, adhering to donor-approved work plans and national/international standards.
Task 3: Lead the development and piloting a PHC rehabilitation model in 15 hromadas (Activity 2.2):
- Lead the assessment of rehabilitation and assistive technology (AT) needs across 15 target hromadas to inform tailored intervention design.
- Oversee the preparation of a comprehensive needs assessment report that identifies priority areas for PHC/community rehabilitation and AT services.
- Guide the development and adaptation of training materials for the implementation of the pilot PHC/community-based rehabilitation model.
- Oversee the initial rollout of the PHC/community-based rehabilitation model in the selected hromadas, ensuring alignment with identified needs and stakeholder feedback.
- Monitor the progress and effectiveness of the pilot model, making adjustments based on findings and stakeholder input.
Task 3: Coordinate the development or adaptation of guidelines based on NHSU requirements and international standards (Activity 2.3.1):
- Lead collaboration with the Ministry of Health (MOH) and expert groups to develop or adapt Rehabilitation Clinical Guidelines and protocols tailored to the Ukrainian context.
- Ensure that the guidelines enhance the quality, consistency, and effectiveness of rehabilitation services across Ukraine.
- Oversee the documentation and dissemination of evidence-based functional assessment tools for stroke, spinal cord injury (SCI), and traumatic brain injury (TBI) within the national eHealth system.
- Develop a clear, actionable roadmap for NHSU to integrate the functional assessment tools into the national eHealth system.
- Facilitate training and knowledge-sharing sessions for healthcare providers to ensure proper understanding and implementation of the new guidelines and tools.
Task 3: Strengthen the capacity of the selected Center of Excellence: (Activity 2.3.2):
- Lead the selection process and capacity development of the Center of Excellence (CoE) for Spinal Cord Injury (SCI) rehabilitation, ensuring the signing of a Memorandum of Understanding (MoU) with the selected hospital.
- Oversee the development and implementation of a roadmap for strengthening the CoE's capacity to provide high-quality SCI rehabilitation services.
- Coordinate a multidisciplinary team of international experts to conduct training and on-the-job mentorship for SCI teams at the CoE.
- Oversee the implementation of a comprehensive TOT program for SCI teams, equipping them to train other professionals and create a sustainable multiplier effect within the rehabilitation sector.
- Monitor the preparation and delivery of specialized training for orthopedic surgeons to incorporate best practices in surgical care, aiming to optimize patient outcomes.
- Coordinate the training of 20 orthopedic surgeons, focusing on both heads of healthcare facility departments and resident doctors.
- Facilitate the integration of new and updated Physiopedia Plus rehabilitation training courses into the NHSU Academy, ensuring alignment with stakeholder needs and clinical best practices.
- Oversee the accreditation process of CPD courses with the Testing Board to ensure formal recognition and assignment of CPD points.
Task 3. Strengthen Assistive Technology service provision
- Conduct in-depth analysis of the current management and administrative processes of existing AT cabinets.
- Collaborate with MOH and relevant stakeholders to develop and draft legislative recommendations aimed at improving the regulatory framework for AT cabinet operations.
- Lead the development and finalization of SOPs to enhance the efficiency and effectiveness of AT cabinet functions.
- Develop at least three informational or educational materials (leaflets, booklets, posters) and manage the dissemination of five social media posts on assistive technologies.
- Monitor the reach and impact of awareness raising campaigns about the benefits and availability of assistive technologies, aiming for at least 35,000 views and engagements.
- Oversee the delivery of two Wheelchair Service Training Package basic (WSTP-b) level sessions for rehabilitation specialists.
3. Physical Therapy, Prosthetics & Orthotics (P&O), Occupational Therapy Programs Development (Activity 2.4):
- Oversee the capacity-building initiatives to strengthen PT master's programs at five selected universities.
- Coordinate training sessions for clinical education coordinators and clinical supervisors to improve the implementation of clinical education programs.
- Guide the adaptation of a two-year Training of Trainers (TOT) blended learning curriculum for P&O educators, selecting qualified trainers across diverse regions in Ukraine.
- Oversee updates to the master's program in P&O at Lviv Medical University, ensuring alignment with best practices and Ukrainian healthcare needs.
- Lead efforts to establish OT master's programs at three selected universities, including faculty training and the development of regulatory documents like the Scope of Practice and Professional Standard.
- Manage the grant selection and allocation process, ensuring the selected universities have the necessary resources for OT education, including practice room setup and equipment.
- Collaborate with the Ukrainian Society of Ergotherapists (USET) to develop a Scope of Practice document to define the OT profession within Ukraine’s healthcare system.
Task 4: Monitoring, Evaluation and Reporting:
- Lead the development of donor and ad hoc reporting, and proofread the consolidated report consisting of technical and other inputs from the Ukraine project team, sub-awardees, and partners to ensure high-quality, accurate, and timely reporting
- Prepare and submit regular progress reports to USAID and other stakeholders
- Attend coordination meetings relevant to program activities as appropriate
- Represent and coordinate donor monitoring visits
- Document best practices, lessons learned, and success stories to share with the broader community
- Report to the Chief of Party/Deputy Chief of Party and collaborate with internal teams, sub-awardees, and external partners to ensure the successful implementation of Objective 2 activities
- Update COP, DCOP regularly on progress, challenges, and success
- Monitor progress of Objective 2 activities, ensuring alignment with project timelines and goals
- Address implementation challenges proactively and ensure continuous improvement.
- Participate in MWH Ukraine team meetings.
Qualifications:
- Master’s degree or higher in Public Health, Rehabilitation Sciences, Healthcare Management, Social Work, or a related field.
- A minimum of 10 years of professional experience in healthcare management, rehabilitation services, or international development programs, preferably in conflict or post-conflict settings.
- At least 5 years of experience managing USAID-funded projects or other large-scale donor-funded initiatives, with a deep understanding of USAID regulations and compliance requirements.
- Proven ability to lead and oversee large-scale, multi-stakeholder projects, including planning, implementation, and monitoring in complex environments.
- Strong financial management skills, including budget planning, monitoring, and reporting.
- Demonstrated experience in managing sub-awardees and partners, ensuring timely delivery of results and adherence to budgets.
- Strong problem-solving and critical-thinking skills, with the ability to proactively address challenges and adapt strategies as needed.
