  • 👣 Step by step, the MPU is not only conducting competitive procurement but also contributing to the overall development of the country's public procurement system! 💪 And it's not just words. The MPU has implemented a new approach that changes the "philosophy" of public procurement – competitive procedures can be carried out and three-year contracts can be concluded within centralized procurement of medical goods using state funds! 1️⃣ The first such contract for the purchase of the medicine letrozole for cancer treatment was registered with the State Treasury Service of Ukraine yesterday. What does this mean❓ It's about transitioning to strategic three-year procurement planning for medical goods at the national level. This will allow the MPU to more effectively manage hospital supply and minimize the risks of medicine and medical supply shortages. To effectively manage the supply chain and provide medical facilities with necessary goods, we are transforming into a Full-Cycle Medical Supply Agency. Three-year planning is one of the key tasks to accomplish this plan. What was the situation before this innovation❓ Each year, the MPU entered into contracts with suppliers based on one-year demands. However, in some areas, this approach posed a potential risk of treatment interruption, particularly if tender procedures were not conducted or delivery schedules were shifted due to reasons independent of the MPU, such as tender disputes, changes in production plans, etc. 🤝 The current decision is a win-win for both sides, as it allows suppliers to plan production and delivery schedules three years in advance and, consequently, offer the MPU more attractive prices for their goods, based on long-term cooperation perspectives. In turn, for the Medical Procurement of Ukraine, this means savings on purchases, more efficient supply management, and a significant reduction in the risks of patient treatment interruption. Continuous provision of medical goods to Ukrainians is the MPU's top priority. What's next❓ The use of three-year contracts will initially be extended to the procurement of oncological drugs, and then this approach will also be applied to areas such as epidermolysis bullosa, endoprosthetics, blood donation, cardiovascular diseases, multiple sclerosis, pulmonary arterial hypertension, and so on. "The possibility of long-term planning is basic hygiene for a sustainable supply chain, especially in medicine. Because it's a story about systematically providing Ukrainians with necessary medical goods. The ability to plan three years ahead in the public sector is a luxury.     📦 At the end of last year, we announced that the Medical Supply Branch joined the Medical Procurement of Ukraine. This was a significant step towards creating a full-cycle agency. ☝ However, after merging, there was still a lot of work ahead of us, including repairs, implementation of security systems, surveillance, temperature control, and the search for and hiring qualified personnel... All to ensure compliance with all standards and requirements that a medical warehouse must meet. 🎉 So today, we want to share another great piece of news with you: the Medical Supply Branch has obtained a license for wholesale trading of medicines from the State Service of Ukraine on Medicines and Drugs Control. What does this mean❓ This license is extremely important because it allows the MPU to purchase and store large batches of medicines and medical devices in its warehouse. 💪 Currently, the warehouse can accommodate approximately 800 pallets of medicines and medical devices and includes, among other things: 🔸 4 cold storage rooms with temperatures ranging from +2ºC to +8ºC; 🔹 2 freezer rooms with temperatures ranging from -15ºC to -25ºC; 🔸45 ultra-low temperature freezers (from -60ºC to -90ºC). 🚚 Additionally, the Medical Supply Branch has a fleet of 12 cars, which deliver medicines and medical devices to all corners of Ukraine. "The addition of our warehouse facilities and its licensing allows for more efficient management of medicine supplies than when the MPU relied solely on a partner warehouse. Now we can provide more prompt deliveries of medical goods to the regions and accordingly reduce the risks of shortages of necessary medicines in healthcare institutions," said Andriy Tokarchuk, the head of the branch. #medical #procurement #healthcare #warehouse #branch

  • 🤔 What unit of measurement should be specified when requesting the price of medicines? ❓ This question is probably one of the most common ones heard by the MPU team when it comes to purchases through the Prozorro Market electronic catalog. 👀 Spoiler: the smallest possible. What does this mean? ☝ When hospitals procure medicines in the e-catalog, they should not be tied to a specific trade name, but only specify the smallest possible unit of measurement. In the case of medicines, this unit could be, for example, a tablet, ampoule, or vial. 🏥 For example, a hospital wants to purchase the necessary tablets in a quantity of 600 pieces. Let's imagine that one manufacturer produces these tablets in packs of 50, while another produces them in packs of 100. In any case, the hospital must request the price for 600 pieces (tablets), not for a specific number of packs.   • 📈 Over 6 billion UAH. That's the cost of medical goods purchased by hospitals through the Prozorro Market e-catalog from January to March this year. 💪 This is 2.4 times more than the entire previous year! As a result, almost half of the medicine sales in Prozorro | Система публічних закупівель Прозорро now take place through the Prozorro Market e-catalog. Why is that? Procurement using the e-catalog is one of the most convenient ways for customers to purchase the medical goods they need. It's fast, reliable, and cost-effective. That's why the Government made these purchases mandatory for hospitals last year and expanded this list this year. 🤝 During this period, thanks to the high level of competitiveness in the e-catalog, customers have saved an average of 16% of the expected cost compared to 8% in open tenders. Namely, over 1.2 billion UAH – the achieved savings, which hospitals can use to increase employees' salaries, make additional purchases, etc. ⭐ In addition, the success rate of procedures, i.e., the percentage of contracts closed in the e-catalog during this period, was 83.1% compared to 75.9% in open tenders, and the average duration of the procedure was 8 days compared to 19 in open tenders.   • 🌍 Today, more than ever, it is precious to have the opportunity to inform our international partners about Ukraine. About the challenges we face every day. About the successes we achieve despite the full-scale war. Because in these times, their awareness and support are essential for our country. The Medical Procurement of Ukraine took advantage of this opportunity during the SAP Spend Connect Innovation Day in Karlsruhe, Germany. What were we talking about❓ About the impact of the large-scale war on all processes of the Medical Procurement of Ukraine. To ensure that Ukrainians always have access to quality free medicines, the MPU had to make a series of important strategic decisions. 🤝 Collaboration with SAP was one of the most important. We are very grateful to SAP for supporting us at the beginning of the full-scale invasion and continuing to do so. This step allowed us to promptly purchase critically important medical goods and demonstrated the importance of technology and partnership in addressing urgent issues in the field of medical supply. ☝ Ultimately, the war became a catalyst for change and movement towards the digital transformation of the MPU.   • ⭐ In Ukraine, only a few facilities are equipped with advanced technology for diagnosing oncological diseases using positron emission tomography-computed tomography (PET-CT). We are talking about cyclotrons and PET-CT scanners. This week, our colleagues visited the All-Ukrainian Radiosurgery Center at the Feofaniya Clinical Hospital and witnessed firsthand the research conducted on this equipment. ❓ But why Ukraine needs cyclotrons We have previously mentioned that this year, the Medical Procurement of Ukraine has embarked on a major project – the procurement of cyclotrons upon order from Ministry of health of Ukraine. ❓ What's the challenge It's not just about cyclotrons – small nuclear reactors – but also about purchasing accompanying equipment to equip atomic medicine centers. 👉 This includes hot cells for synthesizing radiopharmaceuticals, synthesis and quality control laboratories, dosimetry, and more. To install them, buildings must be constructed to house such equipment. In combination, these constitute nuclear medicine centers where radioactive isotopes and radiopharmaceuticals will be produced. Such medicines are essential for diagnosing oncological, cardiological, and neurological diseases using PET-CT. 👏 Despite the challenges posed by the war, during the full-scale invasion without the involvement of foreign specialists, "Feofaniya" began synthesizing a state-of-the-art highly specific radiopharmaceutical for prostate cancer diagnosis - 18F-PSMA-1007. This is a breakthrough for Ukraine, as previously patients had to travel abroad. ❤️ We sincerely thank the specialists at the Feofaniya Clinical Hospital for the tour and your invaluable experience, which will undoubtedly be considered by the MPU during the implementation of this project.
