The «Arbeiter-Samariter-Bund Deutschland (ASB)» is a non-governmental and non-religious German aid and welfare organization working in areas such as rescue services, civil protection and social services. Since its foundation in 1888, the ASB has acted as a politically and denominationally independent association, ensuring a high level of continuity and reliability.

ASB provides a people-centered humanitarian response to alleviate human suffering, contributes to building the resilience of systems, communities, and societies, and applies integrated approaches to welfare and social and socio-economic development. ASB currently has a portfolio of more than 100 projects in countries such as Bangladesh, Bosnia and Herzegovina, Georgia, Haiti, Indonesia, Iraq, Kosovo, Nepal, Nicaragua, Niger, Philippines, Serbia and Ukraine.

ASB has been implementing humanitarian interventions in Ukraine since the beginning of the conflict in 2014. Following the full-scale invasion of Ukraine by Russia in February 2022, ASB has increased its humanitarian operations to respond to the multiple needs of the war-affected population of Ukraine. Our team is committed to providing multi-sectoral humanitarian aid in the areas of basic needs, food security, hygiene, winterization, health and psychosocial support. This includes in-kind assistance as well as cash components and social services provided in cooperation with local partners.

ASB in Ukraine is currently seeking applications from qualified and dedicated professionals for the position of Logistics Officer.

We offer:

Contract duration: 1-year (including 3-month probation period) with the possibility of extension based on funding availability and performance.

Duty station: Lviv

Start date: as soon as possible

Purpose of the Role

The Logistics Officer ensures efficient and compliant management of procurement, supply chain, fleet, and warehouse operations to support ASB’s programs and offices. The role focuses on timely delivery of goods and services, adherence to donor and ASB policies, and effective coordination with teams and suppliers to maintain smooth and accountable operations.

Key Responsibilities:

Procurement and Supply Chain Management:

  • Ensure all procurement processes adhere to ASB CO Procurement Guidelines and relevant documentation.
  • Effective and efficient support to programs’ and offices’ needs (Kyiv, Lviv).
  • Develop and maintain a comprehensive procurement database for goods and services.
  • Prepare or update weekly and monthly procurement status reports.
  • Collaborate with program staff to ensure effective support for program needs throughout the entire program cycle.
  • Procurement of all goods and services in line with ASB CO’s procurement procedures.
  • Ensure that all logistics specific donor rules and policies are understood and respected.
  • Oversight of purchase orders and service contracts
  • Ensure that all orders are tracked from point of planning and request through to final receipt
  • Support the maintenance of a comprehensive procurement database for goods and services.
  • Participate in evaluation of bids and proposals and make sure the bids evaluation report, technical evaluation, minutes of negotiations and negotiated contract in selection of vendor contain all the facts and information required to justify the recommendations made in the report.
  • Participate in the joint verification of procured goods and equipment and to ascertain the items conformity to Technical Specifications and Quantities.
  • Facilitate the preparation and processing of procurement documentation. Correctly apply documentation of supply chain processes.
  • Archive and transmit originals of financial and logistics documents (delivery notes, invoices, acceptance certificates). 

Contract Management:

  • Provide oversight for all purchase and service contracts to safeguard ASB CO’s interests.
  • Establish and maintain effective supplier contracts and relationships.
  • Ensure the availability of a complete procurement documentation package in accordance with ASB procedures and policies (keeping hard and soft copies on SharePoint). 

Procurement Planning and Oversight:

  • Support and execute annual procurement plan in coordination with program teams.
  • Monitor and track all orders, purchases, and deliveries to ensure timely and accurate procurement.
  • Ensure compliance with donor-specific logistics rules and policies.

Warehouse Management and Inventory:

  • Oversee warehouse operations, ensuring efficient storage and inventory management.
  • Implement reporting and alert mechanisms for program staff regarding warehouse activities.
  • Contribute to the establishment and execution of effective warehouse management procedures.
  • Ensure regular inventory checks and prepare relevant reports. 
  • Ensure compliance with safety standards and proper storage conditions, including monitoring expiration dates and transportation conditions. 

Vehicle fleet management:

  • Maintain accurate records of ASB CO’s vehicles, including registration, insurance, and maintenance schedules.
  • Coordinate vehicle allocation, ensuring appropriate usage and availability of vehicles for official activities.
  • Monitor and track fuel consumption, mileage, and maintenance costs of the fleet.
  • Oversee the regular maintenance and servicing of vehicles to ensure they are in optimal working condition, organize their timely maintenance and repair.
  • Implement and enforce proper usage and safety guidelines for drivers and passengers.
  • Take responsibility for providing drivers with the necessary documentation for the operation of vehicles. Drivers' supervision.
  • Organize and oversee technical maintenance of office facilities, ensuring smooth operation of engineering systems and lease agreements. 
  • Procure and control office supplies, equipment, and services necessary for effective office functioning. 
  • Monitor lease contract execution and provide timely information about the need for renewal or termination. 

Travel and Event Organization:

  • Organize and coordinate staff business trips, including booking tickets and hotels. 
  • Arrange ground transportation for staff and visitors. 
  • Support organization of internal and external events (trainings, workshops, seminars, program events). 
  • Prepare logistics for events: securing venues, equipment, catering, and other services. 

Compliance and Risk Management:

  • Ensure ASB CO’s supplier due diligence processes are effectively implemented in the local context.
  • Apply document flow within supply chain processes accurately and consistently.
  • Identify logistics risks and propose measures to mitigate them. 
  • Participate in internal and external audits, preparing necessary documentation. 
  • Perform other duties as assigned by the line manager.

Staff Management: 

  • Coordinate the work of the logistics team. 
  • Assign tasks, provide instructions, and monitor task completion. 
  • Organize training and professional development for staff. 
  • Conduct regular team meetings and reporting. 
  • Promote adherence to safety policies, procurement procedures, and humanitarian standards within the team. 

Requirements:

Professional Skills and Knowledge

  • Bachelor’s degree in Supply Chain Management, Business Administration, Logistics, or a related field (Master’s degree is an asset).
  • Minimum of 3 years of experience in logistics, procurement, or supply chain management, preferably within humanitarian or development organizations.
  • Proven knowledge of procurement principles, donor compliance (e.g., USAID, ECHO, BMZ), and supply chain processes.
  • Strong understanding of warehouse, fleet, and asset management procedures.
  • Fluency in Ukrainian; good working knowledge of English (Upper Intermediate).
  • Computer literacy: confident user of MS Office (Word, Excel, PowerPoint, Outlook) and experience with digital filing systems (e.g., SharePoint).
  • Valid driving license (optional but advantageous).
