Partnership Manager / Менеджер по роботі з партнерами
Under the supervision of the Development & Quality Coordinator, the Partnership Manager's role is the provision of technical leadership and management of TGH's partnership strategies and related activities in-country. The Partnership Manager will support the development and implementation of TGH's partnership strategy and help the program teams in their coordination and work with local partners, with the aim of building effective partnerships and the capacity building of local partners.
The person in this role will work closely with the program management team at all levels to ensure that TGH's partnerships with civil society organizations and local organizations are well maintained and properly communicated to key stakeholders. In coordination and under the guidance of the Country Director and Quality & Development Coordinator, the Partnership Manager will support and provide partners with training in order to strengthen their capacity to respond to the emergency and development needs in their communities.
The Partnership Manager will assist Field Coordinators and Program Managers in establishing and developing effective working relationships with TGH's partners in all its operation areas. They will also work closely with Grants and Finance Leads to support the pre-award and post-award in accordance with TGH policies and donor requirements.
Partnership strategy:
- Lead the due diligence process to identify and assess potential local partners.
- Engage partners in program design and development.
- Coordinate with TGH teams to prepare and finalize partnership agreements and internal MoUs.
- Contribute to the development and roll-out of the TGH Ukraine partnership strategy and duty of care policy.
- Ensure that TGH partnership ambitions are implemented with support from the Coordination team.
Promote effective partnerships:
- Support teams to apply practical localization approaches and strengthen collaboration with local actors.
- Contribute to the development of tools and guidance for effective partnership management.
- Support the design of projects that include strong partnership components.
Partnership agreement management
- Coordinate partnership processes to ensure they are timely, consistent, and well organized.
- Ensure partner projects are in line with the partnership strategy and donor requirements.
- Contribute to proposal development and ensure partner budgets are realistic and properly resourced.
- Support partner selection (competitive and non-competitive) and review applications.
- Draft partnership agreements, based on due diligence outcomes and donor rules, in coordination with the D&Q Coordinator and Country Director.
- Participate in regular reviews of partner program, finance, and compliance performance.
- Liaise with finance and technical teams for timely fund transfers and financial support.
- Help resolve partnership issues constructively and in coordination with relevant teams.
- Ensure partner compliance with TGH policies, especially Safeguarding and PSEA.
- Address any performance issues and support timely corrective actions.
- Maintain complete and organized partnership files.
Partner Support and Capacity Sharing:
- Develop and implement partner support plans, based on due diligence outcomes.
- Coordinate organizational development and capacity building support for partners.
- Promote a culture of collaboration and shared responsibility within TGH and among partners.
Coordination and networking
- Collaborate closely with Grants, Finance and MEAL teams to ensure coherent support to partners.
- Develop and maintain a partner mapping (NGOs, authorities, private sector) to inform TGH’s partnership strategy.
- Build and strengthen a network of potential partners, creating a pool of pre-identified organizations for future projects.
- Facilitate regular communication with existing partners and support joint planning when needed.
Job Requirements
Education and experience:
- University degree in International Development, Social Sciences, or another relevant field.
- Minimum 5 years of professional experience, including at least 2 years in partnerships, grants management, or reporting.
- Previous experience in humanitarian or development programs.
- Good understanding of project cycle management and program design.
- Proven ability to analyze complex issues, define solutions, and build consensus.
- Experience representing an organization in coordination meetings or external forums.
- Knowledge of major donor rules and compliance requirements.
- Strong writing skills, including the ability to produce clear assessments and reports.
- Fluency in Ukrainian and good command of Russian.
- Advanced English (spoken and written).
- Strong computer skills (MS Office, online collaboration tools).
- Experience or interest in community participation and engagement.
