JOB PURPOSE

The Shelter Project Engineer, under the technical guidance of the Senior Project Engineer, is responsible for ensuring the proper technical implementation of ACTED Shelter programs in North Ukraine. The Shelter Engineer supervises and directly participates in field visits and assessments of damaged households/social institutions, followed by costing and ensuring effective and timely completion of activities, delivering quality results and achieving objectives with maximum impact on beneficiaries.

The Shelter Engineer is directly involved in joint ACTED North visits with the contractor and in the day-to-day monitoring of technical aspects of shelter programs within the respective region (temporary missions to the East and South regions are possible as needed), influencing the efficient and timely implementation of technical activities, ensuring quality results and achieving results with maximum impact on beneficiaries. The Shelter Engineer maintains contacts with relevant internal ACTED departments and external stakeholders.

  1. Project Planning
    1. Provide technical input to the project implementation, namely to conduct a quality and timely assessment of damaged housing, prepare BoQs and monitor the housing rehabilitation process.
    2. Promote and share ideas for improvements and necessary changes in activities.
    3. Conduct a needs analysis for Shelter repairs within the relevant region in collaboration with the Senior Project Engineer.
    4. Plan the technical phases of the project implementation and set directions in collaboration with the Senior Shelter Project Engineer, prioritizing and organizing activities and resources to achieve the project objectives.
  2. Project Implementation Follow-up
    1. Monitor and directly participate in the project implementation, ensuring that technical quality and standards are taken into account and adhered to during the implementation of the project(s) in accordance with ACTED technical guidelines and standards
    2. Prepare specifications, create BoQs, designs and assist in the preparation of tender documents.
    3. Participate in the development of the Shelter Risk Assessment, including gathering information in the target areas.
    4. Proactively plan and coordinate with field teams
    5. Ensure that shelter projects target the most vulnerable and that households are selected in accordance with the Shelter program targeting criteria, SoP, ACTED criteria and donor guidance.
    6. Conduct rapid shelter needs assessments on site.
    7. Based on the assessment, assist in identifying specific project sites, designing and implementing appropriate shelter interventions in coordination with the Senior Shelter Project Engineer.
    8. Monitor and verify the work of contractors at critical construction stages in accordance with the project schedule
    9. Anticipate and mitigate risks and address any unforeseen issues during project implementation

Regularly update the work plan, performance tracking system, technical databases and other documents required for effective project management in collaboration with the Senior Shelter Project Engineer Administration and Operational Management of Project Implementation

Logistics

  1. Collaborate with the Shelter Senior Project Engineer to develop procurement plans
  2. Develop accurate estimates in a timely manner
  3. Ensure proper and timely completion of repair work in accordance with the target covered

Administration/HR

  1. Manage field trips as needed
  2. Participate in training and onboarding of new technical staff
  3. Ensure that contractor technical staff understand and are able to perform repair work as required by the Donor
  4. Monitor work plans and daily activities of contractor representatives
  5. Ensure a positive work environment and good team dynamics
  6. Manage interpersonal conflicts

External relations

1. Participate in the development of Shelter’s technical strategy aimed at engaging local communities.

2. In collaboration with the Senior Project Engineer and/or Deputy Project Manager for Shelter facilitate communication and engagement to actively consult and engage beneficiaries, key informants, participants, partners and stakeholders at all stages of project design and implementation

3. In collaboration with the Senior Project Engineer, develop good relationships with key humanitarian actors – local and international, including government agencies and NGOs, through regular participation in technical meetings and bilateral meetings.

Quality Control

  1. Assess the technical activities undertaken and ensure efficient use of resources
  2. Ensure lessons learned are documented, shared and reflected in project planning and decision making
  3. Jointly with Shelter Deputy Project Manager advise on, and assist with, project reviews conducted by MEAL
  4. Ensure quality control, analysis of added value and impact, identification and capitalization on best practices and lessons learnt and provide relevant feedback for new project development
  5. Identify and analyze gaps, ACTED’s added value, synergies and opportunities in the areas the project(s) is / are implemented and pass relevant information to Senior Project Engineer and Shelter Deputy Project Manager

Reporting

  1. Prepare project technical reports, and assist Shelter Senior Project Engineer in project proposals and periodic reports
  2. Provide regular and timely updates on progress and challenges to supervisors and other team members
  3. Contribute to drafting of (internal and external) project progress reports, ensuring the quality and accuracy of technical information provided

Required experience and skills

  1. 3 years of experience in Shelter or construction.
  2. Clear understanding of work in the humanitarian and/or development sector.
  3. Good knowledge of construction codes and standards.
  4. Ability to work with design and estimate documentation.
  5. Experience in organizing and supervising construction/renovation works.
  6. Fluency in Ukrainian, knowledge of English will be an advantage
  7. Computer skills, ability to use Microsoft Office software (MS Word, Excel, etc.)
  8. Ability to work independently and in a team, actively propose own ideas
  9. Stress resistance and multitasking
