About the job 

The ICRC seeks a competent Deputy Head of Sub Delegation to join our team in Kyiv. The Deputy Head of Sub-Delegation (DHoSD) assists and supports the Head of Sub-Delegation (HoSD) in managing the Sub-Delegation and implementing ICRC objectives, managing the files and departments under their responsibility (i.e., security management and assistance departments). The role includes the direct supervision of 7-8 staff members (both on mobile and resident contracts).

Your Tasks and Responsibilities

• Support the Head of Sub-Delegation (HoSD) in implementing the Sub-Delegation’s vision and strategy, aligned with institutional priorities
• Oversee the work of assistance departments, ensuring alignment with protection outcomes and promoting cross-sectoral coordination where relevant
• Coordinate daily field operations and movements in line with strategic objectives, in close collaboration with Sub-Delegation management
• Manage day-to-day security and safety matters in coordination with the HoSD and Security staff, including contingency planning and security monitoring
• Represent the ICRC with external stakeholders (authorities, humanitarian actors, donors, etc.) to advance protection objectives and address underlying humanitarian concerns
• Monitor and analyze the humanitarian, political, and security context to inform strategic planning and identify evolving needs and risks
• Ensure timely, accurate, and analytical internal reporting to support operational decision-making
• Lead and manage staff within supervised departments, fostering a collaborative and results-oriented environment
• Act as Head of Sub-Delegation during the HoSD’s absence, ensuring continuity of operations and leadership

About you

To be successful as Deputy Head of Sub Delegation in Kyiv, you should possess the following qualifications and experiences and have the following characteristics: 

• Ukrainian citizenship or permanent residence permit in Ukraine
• University Degree or equivalent
• Typically, 4 - 6 years of professional experience including 3 -4 years with the ICRC 
• Good understanding of ICRC programs  
• Professional fluency (written and spoken) in English (min C1), Ukrainian  
• Computer literate, including good knowledge of Microsoft Office
• Self-motivated with a strong commitment to teamwork and humanitarian principles
• Flexible, enthusiastic, and willing to learn
• Ability to work independently, as well as effectively under supervision
• Ability to organize and prioritize multiple tasks
• Ability to work within a diverse team and establish and maintain good working relations in a multi-ethnic, multi-cultural, and multi-disciplinary environment
