Position Title: Procurement/local accountant 

Location: Ukraine (Odessa) 

Contract Type: National Staff  

Duration: 12 months  

Start Date: December 2025 

Reporting to: Admin/project coordinator 

 1. Background 

Fondazione l’Albero della Vita ETS is an international humanitarian and development organization committed to delivering timely, effective, and accountable assistance to populations affected by conflict and crises. Since August 2022, FADV has been present in Ukraine, responding to the ongoing humanitarian crisis through multi-sectoral interventions, including education, humanitarian assistance, protection and health. 

For a new project financed by the Italian Agency for International Cooperation, FADV is seeking a Procurement Officer/local accountant to strengthen procurement systems and ensure compliance with organizational and donor requirements. 

 2. Purpose of the Role 

The Procurement/logistic Officer will be responsible for managing procurement processes in compliance with donor regulations and internal procedure and coordinates the logistics related to procurement. The role ensures that goods and services foreseen in the project proposal are procured in a timely, cost-effective, and transparent manner while ensuring quality and value for money. Ensure proper financial management of the project and contribute to strengthening the administrative capacities of local partners through technical support and continuous training, in line with the organization's procedures and donor requirements 

 3. Key Responsibilities 

Procurement Management 

  • Ensure all procurement is carried out in line with AICS/donor regulations and procurement policies. 

  • Preparing a purchase and procurement plan and defining procurement regulations. 

  • Manage the full procurement cycle, including sourcing, bidding, evaluation, contract preparation, ordering, and delivery, ensuring proper logistics 

  • Maintain procurement tracking tools and ensure the timely delivery of goods and services. 

  • Maintain up-to-date asset and equipment registers and support asset tracking across offices and field locations and distribution planning 

  • Collect all administrative documents from the field, including documents from the project’s partners, systematise and ensure the proper transfer to the admin in Kyiv. 

  • Prepare complete procurement documentation (RFQs, bid analysis, purchase orders, contracts, etc.) and maintain audit-ready records. 

  • Ensure competitive and transparent procurement practices through open tendering and market analysis. 

  • Ensure adherence to anti-corruption and ethical procurement standards. 

Supplier Management 

  • Develop and maintain supplier databases with vetted vendors. 

  • Monitor vendor performance and maintain updated supplier performance evaluations. 

Accounting: 

  • Record all financial transactions daily according to the organisation’s chart of accounts. 

  • Verify the completeness and accuracy of supporting documentation (invoices, receipts, contracts, etc.). 

  • Collaborate daily with the local and expatriate administrator. 

  • Provide technical support to local partners in accounting management and financial reporting. 

  • Assist in reviewing financial documents submitted by partners, monitor partners’ compliance with administrative procedures, and suggest improvements 

Coordination & Reporting 

  • Coordinate with admin and program teams to align procurement planning with project timelines. 

  • Provide weekly or monthly procurement status reports to the administrator and project coordinator. 

  • Systematise local accounting and provide to the Kyiv office on a monthly basis 

  • Support emergency procurement processes as required. 

 4. Expected Deliverables 

  • Procurement plans aligned with project needs and timelines. 

  • Accurate and complete procurement files for each transaction.  

  • Accurate asset and inventory management systems. 

  • Updated procurement tracker/report submitted regularly. 

  • Framework agreements established with reliable vendors (where applicable). 

  • Procurement audit readiness is ensured at all times. 

  • Administrative document from the field systematised, including document form project’s partners, and proper transfer to the admin in Kyiv. 

 5. Qualifications and Experience 

Essential: 

  • At least 2 years of experience in procurement/logistics, preferably with an INGO or in a humanitarian context.  

  • Bachelor's degree in Procurement, Logistics, Business Administration, or a related field 

  • Proven ability to manage multiple procurement requests simultaneously. 

  • Excellent organisational, negotiation, and communication skills. 

  • Knowledge of English (written and spoken) is preferable
