The Meeting Targets and Maintaining Epidemic Control (EpiC) project is an eight-year (2019–2027) global health project initially funded by the U.S. Department of State (DoS) as part of the President’s Emergency Plan for AIDS Relief (PEPFAR). EpiC operates in approximately 50 countries, addressing key public health challenges such as HIV/AIDS, pandemic preparedness, and global health security. 

In Ukraine, the project receives Global Health Security (GHS) funding to strengthen global, regional, and local public health systems, building on broad experience and existing capabilities that align with national GHS priorities and US Government goals. EpiC will support the national and regional public health institutions, health care facilities, the State Service of Ukraine on Food Safety and Consumer Protection’s research institutes and regional departments, academic institutions, as well as civil society organizations to strengthen GHS capacities in infection prevention and control (IPC), antimicrobial resistance (AMR), health emergency management (HEM), with a particular focus on the prevention, detection and response to infectious disease outbreaks of epidemic significance. All activities will be aligned with national regulations, guidelines and standards, as well as relevant international frameworks.  

FHI 360 is seeking qualified candidates for an Infection Prevention and Control (IPC) Specialist, who will report to the Technical Advisor – IPC. This position will be based in Kyiv, Ukraine. This position is open to Ukrainian nationals who are residing in Ukraine or are willing to relocate to Ukraine. Professional proficiency in written and spoken English, and fluency in Ukrainian, are required.

Job Summary

Under the direction of the Technical Advisor, the IPC Specialist will contribute to strengthening Ukraine’s infection prevention and control (IPC) programs by supporting the implementation of activities at national, subnational, health facility, and community levels. These efforts aim to minimize the transmission of high-threat pathogens within healthcare settings and the broader community. Strengthened IPC systems will directly support life-saving interventions, protect healthcare workers and patients, and reduce the risk of healthcare-associated infections (HCAIs) during public health emergencies. The IPC Specialist’s primary role is to collaborate with Ukrainian healthcare providers in targeted hospitals to ensure that appropriate protocols and policies are in place and consistently applied to maintain IPC standards.

Accountabilities

  • Work closely with the technical advisor to provide technical assistance to strengthen IPC capacity among healthcare workers and public health professionals, in alignment with national guidance and international standards to ensure patient and staff safety
  • Support the review, development, and delivery of IPC training materials; conduct in-person and online trainings for healthcare providers
  • Assist healthcare providers in adapting clinical guidelines and developing SOPs for IPC implementation in hospital settings, tailored to hospital needs and resource availability 
  • Strengthen facility-level surveillance systems by optimizing existing data collection tools and supporting their effective use
  • Contribute to the development of IPC visual materials and presentations to support training and advocacy
  • Support the EpiC Ukraine team in procurement planning, delivering, and promoting the rational use of IPC-related supplies, including PPE, hand hygiene products, and waste management systems
  • Participate in monitoring, evaluation, and reporting of IPC program improvements, contributing to project deliverables, learning products, and donor communications.
  • Participate in national and regional IPC technical working groups to promote knowledge sharing and coordinated support for IPC system strengthening
  • Stay current with national and international developments in IPC, WASH, AMR, and related disease surveillance guidelines, standards, and practices, and share relevant insights with the technical team
  • Actively participate in any EpiC project technical working groups, and MEL reporting systems, as required. 

 

Education Qualification & Experience 

  • Graduate degree in Nursing, Medicine, Public Health, Epidemiology, or a related field, with specialized training in epidemiology or infectious diseases
  • Certification or formal training in IPC
  • At least six years of relevant experience in IPC program implementation across clinical and community settings, including health facility quality improvement and outbreak response (e.g., COVID-19) at national, regional, or facility levels
  • Demonstrated knowledge of international IPC core components, HCAI prevention, and PPE use and management
  • Prior experience working with international non-governmental, state, or private sector organizations. 
  • In-depth knowledge of IPC programs and practices across clinical and community settings
  • Demonstrated experience in implementing IPC-related SOPs through continuous quality improvement
  • Experience in infectious disease outbreak/epidemic response (e.g., COVID-19)
  • Experience providing clinical supervision and mentoring to healthcare providers 
  • Proven project management skills in coordinating IPC strengthening initiatives, including planning, implementation, and stakeholder engagement

Travel Requirements

  • Up to 25% within the country.
