 Job Summary: 

Under the supervision of the Operations Coordinator, the Logistics and Procurement Manager is responsible for ensuring effective and accountable logistics and procurement support to programs in line with FHI 360 policies, donor regulations, and local laws. This role covers procurement, warehousing, asset management, and fleet management. The Logistics and Procurement Manager contribute to FHI 360's commitment to improve quality and accountability in humanitarian operations through compliant and efficient supply chain services. 

Accountabilities: 

  • In collaboration with the Operations Coordinator, drive the development of the logistics strategy and lead in-country logistics activities, including procurement, fleet/movement, asset management, shipments clearance, stocks management, and overall warehousing. 

  • Support the Operations Coordinator on areas relating to budgets/spending related to logistics, technical aspects of the program, and implementation mechanisms as required. 

  • Strengthen and consolidate the logistics department with special emphasis on asset management, stocks management, transportation, customs clearance, and fleet management. 

  • Assist in project planning meetings to help identify challenges and capacity issues for timely intervention and solutions to logistics-related matters. Facilitate and review procurement planning for all departments.  

  • Manage and support logistics staff including ensuring a clear division of responsibilities, clear objectives, and management of performance. 

  • Develop the capacity of the logistics team by overseeing the assessment of staffing capacity, identifying new posts, designing attractive and realistic job specifications, providing supervision, conducting recruitment and appraisals, and offering general management support in effective team-building 

  • Ensure information and policies are disseminated appropriately amongst logistics staff and wider program staff as needed, providing technical advice to all staff on logistics procedures/compliance as well as training and briefings for program teams for better understanding. Ensure any changes to approved templates are updated in the Shared Drive and disseminated to relevant staff. 

  • Development and maintenance of country specific logistics and procurement procedures in accordance with the FHI 360 Operations Manual and country specific annexes.  

  • Provide suggestions on improving any procurement/logistics templates and provide training for logistics and non-logistics staff on proper use.  

  • Ensure proper filing—electronic and hard copy—of all logistics documents in all offices. 

  • Maintain a procurement tracking system for FHI 360 and provide regular updates to the extended management team regarding the status of outstanding procurements. 

  • Collaborate with the country office and field-based logistics focal points and partners for procurement/warehousing/assets/fleet to ensure timely delivery of logistics support. 

  • Provide logistic briefings to newly arrived/hired staff. 

  • Demonstrate a service-oriented approach to assisting other departments with requests.  

  • Review Purchase Requests and check SOW/Specifications and other logistics documents.    

  • Undertake the tendering, evaluation, placement and monitoring of contracts  including reviewing documents received from partners for completeness and correctness and facilitating timely support from relevant teams in FHI 360. 

  • Assist in the selection of appropriate suppliers and contractors to promote good procurement practice with due regard to sustainability, ethical purchasing standards. 

  • Ensure supplier relationships are enhanced through Market Surveys, Prequalification and establishing supplier long-term agreements (MSAs).   

  • Participate in negotiations of contract terms on a range of central contracts and to monitor performance against these contracts. 

  • Represent FHI 360 in Logs Cluster meetings and provide relevant updates to the management 

  • Perform regular spot audits of procurement files to ensure completeness, accuracy, and compliance 

  • Maintain an up-to-date vendor list and conduct market research efforts to identify and qualify potential suppliers (and products/services) Liaise with Finance: consult and ensure that FHI 360 financial and payment policies are being followed on all procurements and that they meet donor regulations. Collaborate to ensure timely payment of FHI 360 vendors in line with these standards.  

  • Ensure safe and efficient transport of staff and materials/goods. 

  • Prepare and submit Logistics weekly/monthly reports and plans as requested. 

  • Any other related tasks assigned by the supervisor. 

Applied Knowledge & Skills: 

  • Communicate in a clear manner with clients and staff.  

  • Experience using inventory management software  

  • Proficient in local laws pertaining to the movement of humanitarian commodities 

  • Ability to prioritize assignments and work well with others.  

  • Able to work in a multi-cultural environment 

Problem Solving & Impact: 

  • Exercises judgment within broadly defined practices and policies to select methods and techniques to obtain results. 

Supervision Given/Received: 

  • Regularly interacts with Field Coordinators and field based Logistics Officers 

  • Maintains frequent contact with management and staff at the country office to plan and/or coordinate activities and to serve as a resource regarding logistics policies and procedures.  

 Education:  

  • University degree in Procurement/Supply Chain Management/Logistics/Operations Management or related field 

  • Certificate in humanitarian supply chain preferred 

  • Certificate in project management preferred 

 Experience:  

  • At least 5-8 years of experience in procurement systems and logistical management/reporting. 

  • At least 2 years of experience directly managing and supervising staff. 

  • Experience with matrixed management preferred 

  • Previous experience working with a U.N. Agency (WHO, UNICEF, OCHA) or an international non-governmental organization is strongly preferred. 

  • Excellent oral and written communication skills 

  • Fluency in Ukrainian and proficiency in English  

Typical Physical Demands: 

  • Typical office environment. 

  • Ability to spend long hours looking at computer screen and doing repetitive work on a keyboard. 

  • Ability to sit and stand for extended periods of time. Ability to lift/move up to 5 lbs. 

Technology to be Used: 

  • Computer, Microsoft Office 365 (i.e., Word, Excel, PowerPoint, e-mail), office telephone, cell phone and printer/copier. 

 Travel Requirements: 

Must be able to travel to field offices.
