Position Purpose
In close collaboration with the Health Specialist, assists in implementing the DoS Program’s approved Health Sector Strategy. Being responsible for the planning and coordination of Health Sector medical activities and resources in the assigned regional level, in accordance with all DoS and Project HOPE policies, with consideration of international and national protocols, in order to ensure the delivery of quality medical care for patients and their communities as well as to improve the health condition and humanitarian living conditions of the target population.
Main Responsibilities
- Overall responsible for the appropriateness and quality of medical interventions conducted under Project HOPE’s DoS Program and being expected to identify and work on removing barriers to better patient safety, effective medical care, and better patient-centred activities in the assigned region;
- Continuously monitors the medical and humanitarian needs in the assigned region as relates to existing approved activities through communication with targeted healthcare facilities, regional Ministry of Health and NHSU authorities, Regional and Local officials and by participating in all regional Health Sector Clusters and appropriate Technical Working Groups; Raises alerts for potential activities or areas of intervention; determining necessary resources in order to define health priorities and potential new programs to cover medical and humanitarian needs of the population at risk in the assigned area and make recommendations to Senior Program Leadership.
- Coach and directly support the Regional Medical Officer’s activities in the implementation of the Health Sector activities making sure that internal protocols are respected as well as the ones of local Ministry and Health Department. Activities include assessments, trainings (conceptualization, detailing and implementation), mobile medical units, data collection and segregation, direct support of medical and surgical activities.
- Responsible for communicating with regional/local health stakeholders to help inform the Health Specialist and the Program Director for defining and sizing other resources (pharmacy and medical equipment management in collaboration with logistics) and needs associated with health trainings, staffing requirements, needs associated with rural primary healthcare delivery, and others as necessary.
- Ensuring preparation of all medical supply orders in collaboration with the Logistics Department and support submission of all medical purchase requests by the Health Specialist, including projects. Provide reports on the assigned region’s evolution from the Health sector perspective, as required.
- Represent Project HOPE in front of local medical authorities and guarantee constant presence and active participation to the health and nutrition coordination (regional clusters meetings, other technical coordination meetings) and keep regular contact with other counterparts in the mission (NGOs, local organizations, donors, authorities) in order to broaden the medical-humanitarian situation analysis, strengthening the impact of the medical intervention and supporting advocacy actions.
- Meet weekly and monthly goals set by the Health Specialist and the Program Director, supervise and evaluate results goals achievement for Regional Health Officer(s) or Assistants;.
- Other duties as assigned by line manager and senior management team in line with DoS Program and Project HOPE goals.
Educational background: University degree in Medicine, Public health, Pharma or relevant.
Years of Experience:
- Finished internship if applicable to profession.
- Not less than 3 years of practical work in Ukraine medical sector.
- Any NGO experience – will be considered as a privilege.
Language Skills : Fluency in written and spoken English and Ukrainian
