Mission:

Geneva Call is a neutral and impartial non-governmental organization dedicated to promoting respect by Armed Groups, De Facto Authorities (AGDAs) and Provisional Governments for international humanitarian norms in armed conflict and other situations of violence, in particular those related to the protection of civilians. Geneva Call focuses its efforts on banning the use of anti-personnel mines, protecting children from the effects of armed conflict, prohibiting sexual violence in armed conflict, working towards the elimination of gender discrimination, protecting civilian infrastructure, and ensuring humanitarian access.

Role/Overall Activities

The MEAL Coordinator provides country-level technical leadership across multiple projects, ensuring consistent monitoring, evaluation, accountability and learning practices. The role develops and applies MEAL systems and tools, and leads internal and external project evaluations (baseline, midline and endline), ensures data quality and coordination with partners, and integrates learning and accountability processes across project teams to support evidence-based decision-making.

Work Relations

The MEAL Coordinator reports to the Country Director and works closely with the Head of Programme, programme staff and relevant support functions such as HR and safety and security focal points. The MEAL Coordinator collaborates closely with the HQ MEAL unit to ensure technical alignment with Geneva Call’s MEAL frameworks, standards, and reporting systems and engages with relevant counterparts in Geneva Call’s headquarters, regional and country offices for technical guidance and support. Externally, the post holder coordinates with partners, community stakeholders, local authorities and donors as required.

Responsibilities

Monitoring

  • Develop and oversee the implementation of the country-level MEAL plan, ensuring that each project’s MEAL framework and approach are aligned with Geneva Call’s project cycle management and MEAL standards.
  • Develop implement, and adapt project-level monitoring tools, indicator tracking tables, and sampling approaches to ensure accurate and timely data collection across all programme activities.
  • Lead and coordinate routine monitoring activities, including field visits, data collection, verification, and documentation of findings and evidence.
  • Oversee data quality assurance processesto ensure accuracy, consistency, and reliability of monitoring data across projects.
  • Compile monitoring results and provide analytical inputs, producing MEAL summaries and reports to inform internal decision-making, programme reviews, and donor reporting requirements.

Evaluation

  • Contribute to the design and adaptation of evaluation methodologies, including sampling approaches and data collection tools for baseline, midline, endline, and outcome assessments.
  • Lead and coordinate evaluation data collection and verification across project sites, ensuring adherence to methodological and ethical standards.
  • Support analysis and interpretation of evaluation findings, preparing summaries that highlight key trends, lessons, and implications for programme improvement.
  • Ensure evaluation results are shared with programme and field teams, contributing to adaptive management and evidence-based adjustments to project design and delivery.
  • Provide evaluation inputs for donor and internal reports, ensuring findings are accurately represented and aligned with Geneva Call’s MEAL standards.

Accountability

  • Develop and oversee project-level accountability and feedback mechanisms, ensuring they meet humanitarian standards and are functional, and clearly communicated to communities and relevant stakeholders
  • Monitor, document, and track feedback and complaints, ensuring confidentiality, appropriate follow-up, and timely escalation of sensitive or unresolved cases to country senior management team.
  • Analyze accountability data and trends and share findings with programme teams to support adaptive management and decision-making.
  • Support capacity building of programme and partner staff on accountability principles, safeguarding, and community engagement standards as needed.
  • Promote compliance with Geneva Call’s accountability and safeguarding procedures, reinforcing respectful and transparent engagement with affected communities.

Learning

  • Facilitate learning sessions and After-Action Reviews (AARs) with teams and partners, ensuring findings inform future project design and implementation.
  • Lead the documentation and dissemination of lessons learned, best practices, and innovations to improve programme quality and adaptive management.
  • Coordinate knowledge-sharing effortsacross projects and contribute to the development of learning products and summaries for internal and external audiences.
  • Ensure that learning and evidence are systematically integrated into MEAL reports and strategic planning discussions.
  • Produce qualitative success stories and case examples that illustrate programme achievements and support communication and learning efforts.

People Management

  • Provide technical supervision, mentoring, and day-to-day support to MEAL Officers and Assistants as needed, ensuring quality and consistency in MEAL implementation across projects.
  • Support HR with recruitment, onboarding, training and performance appraisal of direct reports, ensuring adherence to organizational standards.
  • Build the capacity of MEAL team members and partners through regular coaching, feedback, and on-the-job training on MEAL tools, data collection, and analysis.
  • Foster a collaborative and learning-oriented team culture, promoting accountability, innovation, and continuous improvement in MEAL practices

Additional Duties

  • Coordinate closely with the HQ MEAL Unit to ensure alignment with organizational MEAL standards, tools, and guidance.
  • Support the setup of new MEAL system during new base openings or program expansion when required.
  • Perform other MEAL-related duties as required to support quality programming and evidence-based decision-making.

Requirements

Education (Essential)

  • Bachelor’s degree in Monitoring and Evaluation, Social Sciences, Development Studies, Statistics, or related field (Master's degree highly desirable)

Education (Desirable)

  • Certification in MEAL systems, evaluation, or data analysis is an advantage

Experience (Essential)

  • At least 8 years of overall experience, including 5+ years in MEAL roles within humanitarian or development organizations.
  • Proven experience leading evaluations, managing MEAL systems, and coordinating multi-project data management.
  • Skilled in mentoring MEAL staff and harmonizing tools and indicators across projects.

Experience (Desirable)

  • Experience in qualitative coding (manual or using software such as NVivo or Atlas.ti).
  • Design and management of evaluation studies across projects or partners.
  • Capacity-building experience with partners and field teams on MEAL tools and data management.
  • Ability to synthesize complex data and produce clear visual and narrative reports.

Job related Competencies and Technical Skill

  • MEAL Design and Methodology Competency:Able to design, adapt, and apply MEAL tools, indicators, sampling approaches, and evaluation methodologies appropriate for project-level monitoring and evaluation.
  • Data Analysis and Interpretation Competency:Able to analyse quantitative and qualitative data using Kobo/ODK, advanced Excel, and software such as SPSS, Stata, or NVivo, applying manual coding where needed and producing clear visual and narrative findings for decision-making.
  • Data Quality and Information Management Competency: Ensures strong database management, data verification, and adherence to MEAL and data protection standards, promoting accuracy, reliability, and ethical use of data.
  • Learning, Facilitation, and Capacity-building Competency: Synthesizes MEAL findings into actionable recommendations and effectively facilitates learning processes, strengthening team capacity and contributing to adaptive programme management.
