Background
Representative Office of CARE Deutschland e.V. in Ukraine operates in a demanding humanitarian environment. Teams work under pressure, across functions and locations, which requires strong collaboration, trust, and effective communication.
CARE Ukraine plans to organize a 3 day internal team building event in Western Ukraine. To ensure meaningful impact, CARE seeks an experienced professional facilitator who will design and deliver a structured, assessment-based team building program tailored specifically to CARE Ukraine staff
2. Objective
The objective of this assignment is to:
- Assess team dynamics, communication patterns, and collaboration challenges within CARE Ukraine
- Based on the findings of this assessment, design a customized team-building program based to strengthen trust, cooperation, psychological safety, and cross-team collaboration
- Lead the implementation of the team-building program over 3 days. The program will be run in English. However ability to speak Ukrainian is an added advantage.
3. Scope of Work
The selected consultant shall perform the following tasks:
3.1 Pre-Event Assessment (Mandatory)
The facilitator shall conduct a structured assessment at least 2-3 weeks prior to the event.
This may include:
- Online or in-person group discussions
- Individual interviews (sample-based)
- Anonymous surveys
- Review of organizational context
The purpose is to:
- Understand team dynamics and organizational culture
- Identify communication gaps and collaboration challenges
- Assess morale, motivation, and internal relationships
- Identify key themes that require attention
A short assessment summary with proposed focus areas must be submitted to CARE before finalizing the event agenda.
3.2 Program Design
Based on the assessment results, the facilitator shall develop a tailor-made 3 day agenda, including:
- Clear objectives for each session
- Description of activities and formats
- Practical exercises and experiential learning methods
- Structured reflection and debrief components
- Logical flow between sessions
The program must:
- Focus exclusively on team building (not general training or lectures)
- Be interactive and practice-oriented
- Encourage participation from all staff
- Be culturally sensitive and inclusive
- Avoid political or religious content
The consultant must submit a detailed facilitation plan prior to traveling to the venue.
3.3 Facilitation of the Event
- Deliver the full 3 day program in English
- Ensure active engagement of participants
- Adapt dynamically if needed while maintaining objectives
- Maintain a safe and respectful learning environment
3.4 Post-Event Summary
Provide a short-written summary including:
- Overview of sessions delivered
- General observations
- Key themes identified
- Practical recommendations for follow up action (if relevant)
4. Deliverables and Outputs
- Pre-event assessment summary
- Detailed 3 day facilitation agenda
- Delivery of full team building program in English
- Final summary report
5. Timeframe
- Pre-assessment: 2-3 weeks before the event
- Event duration: 3 full days
- Location: Western Ukraine
- Dates: week commencing 26 April 2026
6. Budget and Payment Terms
- Currency: UAH or EUR (as agreed)
- Payment via bank transfer
- 100% post-payment upon:
- Delivery of services
- Submission of invoice
- Acceptance by CARE
- All prices must be inclusive of applicable taxes and fees, insurance coverage, transportation and accommodation.
7. Qualification Requirements
CARE is open to national and international consultants.
The consultant must demonstrate:
- Proven experience in professional team building facilitation (minimum 3 years)
- Strong expertise in:
- Organizational development
- Group dynamics
- Conflict resolution
- Communication and trust-building
- Ability to design customized programs (not standard off-the-shelf activities)
- Excellent facilitation skills in English
- Experience conducting organizational or team assessments. Relevant references are required.
- Experience working with NGOs, international organizations, or humanitarian contexts (preferred)
8. Legal, Ethical Considerations and Safeguarding
The selected contractor(s) must strictly adhere to CARE's:
- Code of Conduct
- Safeguarding Policy
- Anti-Fraud and Anti-Corruption Policy
- Data Protection Policy
Any breach of the above policies will result in immediate contract termination.
9. Application and Procurement Process
- Interested contractors must submit:
- Technical proposal (approach, assessment methodology, draft agenda concept)
- Financial proposal, including all costs related to the assignment. The proposal must cover all professional fees, preparation time, pre-event assessment, facilitation days, reporting, travel, accommodation, meals, local transportation, and any other related expenses. CARE will not cover any additional costs beyond the agreed contract amount.

- CARE reserves the right to:
- Request clarifications
- Conduct negotiations/ interviews
- Reject any or all proposals.
10. Contract Type and Duration
- Individual consultancy or service contract
- Covers assessment, preparation, facilitation, travel and reporting.
11. Other Provisions
- All documentation and information accessed during the assignment remain the property of CARE and may not be shared with any third party without prior written consent from CARE DE in Ukraine.
- Contractor may be subject to background and security checks.
- CARE may terminate the agreement in case of breach of obligations.
