Context in Ukraine
CARE launched its humanitarian operations in Ukraine in March 2022, in direct response to the full-scale invasion and the rapidly escalating humanitarian crisis. As millions of people were forced to flee their homes and critical infrastructure came under attack, CARE mobilized to provide immediate, life-saving assistance to conflict-affected communities across the country. In the initial phase of the response, CARE focused on meeting urgent needs through a multi-sectoral humanitarian approach, including cash assistance, water, sanitation and hygiene (WASH), protection, sexual and reproductive health (SRH) and shelter support. From the outset, protection and dignity were central to all interventions, guiding programme design and delivery across sectors.
Since 2022, CARE-supported programmes have reached more than 1.5 million people across Ukraine.
CARE UKRAINE
CARE’s response in Ukraine is implemented primarily through partnerships with Ukrainian civil society organisations, including women-led groups and women’s rights organisations that are deeply rooted in the communities they serve. More than 70% of CARE’s funding in Ukraine is channelled through national partners, strengthening local leadership and enabling sustainable, community-driven humanitarian action. Since the start of its operations in the country, CARE has partnered with over 20 national organisations, including Stabilization Support Services, Girls, YurFem, East SOS, Avalyst, Women’s Perspective, and others.
A defining feature of CARE’s work in Ukraine is its leadership in advancing gender-responsive humanitarian action. Together with the NGO Girls, CARE co-chairs the Gender in Humanitarian Action (GiHA) Working Group in Ukraine and was among the first organisations to conduct and publish Rapid Gender Analyses in response to the crisis. The evidence and recommendations generated through these analyses have since informed a gender-sensitive and gender-transformative approach to humanitarian response across Ukraine, influencing both CARE’s programming and wider sectoral practices.
In practice, this commitment is reflected in CARE’s strong programmatic focus on protection, with particular emphasis on preventing and responding to gender-based violence (GBV) and addressing psychosocial needs. CARE and its partners provide GBV case management, psychosocial and legal support, and dignity kits, working closely with trusted women-led and women’s rights organisations to ensure services are accessible, survivor-centred and contextually appropriate.
General objectives
The Area Coordinator is a role within CARE Ukraine, reporting directly to the Country Director. The position combines leadership of the Dnipro Area Office (including oversight of the Kharkiv sub-office) with external representation to regional and local government, donor and INGO and CSO partner representatives based in the east and south of Ukraine.
The incumbent ensures effective coordination between programs and support functions, represents CARE to regional, district and Hromada administrations, and maintains strong relationships with humanitarian actors. The role requires a balance of operational experience, team management skills, policy/legal knowledge, and the ability to build influence at national and subnational levels.
Function
Responsibilities
Representation & Government Relations at the regional and local level
Represent CARE to oblast-level authorities in Donetsk, Kharkiv, Zaporizhzhia, Dnipro, Mykolaiv, and Kherson regions.
Support Project Managers and program staff in representation to government bodies at the Hromada and community level.
Proactively promote CARE’s mission and activities to increase visibility with government authorities in the east and south of Ukraine.
Prepare and deliver briefs, presentations, and recommendations for engaging with government at regional and district level. In collaboration with the Advocacy Advisor, seek opportunities for CARE to contribute to regional and local government planning processes.
Provide a field perspective on and contribution to the development of national level CARE advocacy strategies and products.
Ensure CARE is aware of and compliant with new and existing government policies, laws, and administrative regulations relevant to operations and programs.
Area Office Leadership & Coordination
Ensure the effective functioning of the Dnipro Area Office and the Kharkiv sub-office, including oversight of daily operations and compliance with CARE standards.
Coordinate between program and program support staff to ensure smooth operations and timely delivery of support services.
Collaborate with the Security Coordinator to ensure two-way information flow, advise on security information needs, and maintain a safe working environment.
Chair internal regional coordination meetings to facilitate cross-team communication, problem-solving, and joint decision-making.
Monitor staff performance, team morale, and office culture, addressing challenges and fostering a supportive work environment.
Ensure CARE staff and partners in the East and South receive adequate programmatic and operational support that is cost-efficient, donor-compliant, and aligned with CARE accountability principles.
Provide support where and when gaps in resources are identified (including administrative tasks, assessments, and other) to facilitate program implementation and enhance internal coordination.
Strategy & Program Support
Monitor and analyze the political, humanitarian, and security context in Eastern and Southern Ukraine, providing regular updates and recommendations to senior management.
Serve as a resource person for context analysis, needs assessments, actor mapping, and local partner capacities.
Support the Partnership Lead in the mapping of potential partners, and support Program Managers in constructing and strengthening the relations with partners and the implementation of capacity development plans.
Actively engage with non-partner organizations and coordination networks to promote information sharing, context analysis and CARE positioning.
Contribute to the development and review of CARE Ukraine’s strategies, ensuring that regional realities are taken into account.
Provide inputs to proposal development and donor engagement, ensuring accurate contextual information is reflected.
Promote gender integration and CARE’s programmatic principles in all area-level planning and coordination.
Staff Management
Support line managers in identifying and implementing coaching, mentoring, and professional development opportunities for staff.
Work with HR to review job descriptions, staffing structures, and capacity-building plans for the area team.
Ensure compliance with CARE’s HR policies, Code of Conduct, safeguarding, and anti-fraud/anti-corruption standards.
Coordination with Country Office
Maintain regular communication with the Country Office in Kyiv and ensure alignment of area operations with national priorities.
Represent CARE in donor, UN, and INGO coordination fora at regional and district levels.
Facilitate visits of donors, journalists, diplomats, and senior CARE staff to the Eastern and Southern Area of operations.
Travel regularly between Dnipro, Zaporizhzhia, Kharkiv, Kyiv, Mykolaiv and Kherson and other locations as required by government relations and representation duties.
Safeguarding, Code of Conduct, and Compliance
Ensure all staff in the Dnipro Area Office and Kharkiv sub-office understand and adhere to CARE’s Code of Conduct, Safeguarding Policy, Anti-Fraud and Anti-Corruption Policy, and Prevention of Sexual Harassment, Exploitation, and Abuse (PSHEA).
Act as a role model in promoting accountability, transparency, and integrity in all internal and external engagements.
Support spot checks, capacity-building sessions, and compliance monitoring in coordination with the Partnership Department.
Flexibility & Other Duties
Additional tasks as requested by the Country Director.
Support emergency response efforts in Eastern and Southern Ukraine
Requirements & Qualifications:
Essential
A minimum of 3 years management experience
Understanding of structure and protocols of Government of Ukraine at Hromada/ rayon/ oblast level
Knowledge of finance, procurement, HR and occupational health and safety practices
Experience of working within a matrix organization structure
Proven ability to work collaboratively with colleagues in other departments or locations, as well as experience leading diverse teams.
Effective verbal and written communication, multi-tasking, organizational, and prioritization skills are necessary.

Desirable:
Knowledge of humanitarian systems, institutions, and donors, including standard procedures and accountability frameworks
Knowledge of emergency response procedures, and experience with implementation of emergency responses
Experience working in partnership with Ukrainian civil society organisations, including community-based organisations (CBOs) and womens rights organisations (WROs)
At least 2 years of experience working with an INGO
Significant field operations experience with humanitarian and/ or development programs
Safety and Security
Ensure compliance to CARE Ukraine Safety & Security Policy and Procedures and Standard Operating Procedures as guided by the Safety & Security Manager both in the office and when in the field.
Attending the necessary Mandatory Safety & Security Induction on the first week of arrival and attend the Safety & Security Training as registered by the Security Team.
Responsible for personal health, safety and security while working with CARE Ukraine.
Immediately inform Safety & Security Manager/Deputy or Area Safety & Security Coordinator when in field in case incidents related to health/safety/security take place.
