CARE

CARE is among the world’s largest international non-governmental humanitarian relief and development confederations. CARE was founded in 1945 by American charity organizations in to overcome the food crisis 

in Europe after World War II.  It has a confederation organizational structure. Now country offices work in more than 110 countries of the world. CARE's humanitarian aid reached about 200 million people. The organization pays special attention to the expansion of women's rights and opportunities CARE strictly adheres to the principles of a human dignity, gender equality, non discrimination, and equal access to humanitarian services for all people, regardless of sex, age, gender identity, political or religious affiliation, or origin.

Context in Ukraine

CARE launched its humanitarian operations in Ukraine in March 2022, in direct response to the full-scale invasion and the rapidly escalating humanitarian crisis. As millions of people were forced to flee their homes and critical infrastructure came under attack, CARE mobilized to provide immediate, life-saving assistance to conflict-affected communities across the country. In the initial phase of the response, CARE focused on meeting urgent needs through a multi-sectoral humanitarian approach, including cash assistance, water, sanitation and hygiene (WASH), protection, sexual and reproductive health (SRH) and shelter support. From the outset, protection and dignity were central to all interventions, guiding programme design and delivery across sectors. 

Since 2022, CARE-supported programmes have reached more than 1.5 million people across Ukraine.  

CARE UKRAINE

CARE’s response in Ukraine is implemented primarily through partnerships with Ukrainian civil society organisations, including women-led groups and women’s rights organisations that are deeply rooted in the communities they serve. More than 70% of CARE’s funding in Ukraine is channelled through national partners, strengthening local leadership and enabling sustainable, community-driven humanitarian action. Since the start of its operations in the country, CARE has partnered with over 20 national organisations, including Stabilization Support Services,  Girls, YurFem, East SOS, Avalyst, Women’s Perspective, and others.  

A defining feature of CARE’s work in Ukraine is its leadership in advancing gender-responsive humanitarian action. Together with the NGO Girls, CARE co-chairs the Gender in Humanitarian Action (GiHA) Working Group in Ukraine and was among the first organisations to conduct and publish Rapid Gender Analyses in response to the crisis. The evidence and recommendations generated through these analyses have since informed a gender-sensitive and gender-transformative approach to humanitarian response across Ukraine, influencing both CARE’s programming and wider sectoral practices. 

In practice, this commitment is reflected in CARE’s strong programmatic focus on protection, with particular emphasis on preventing and responding to gender-based violence (GBV) and addressing psychosocial needs. CARE and its partners provide GBV case management, psychosocial and legal support, and dignity kits, working closely with trusted women-led and women’s rights organisations to ensure services are accessible, survivor-centred and contextually appropriate. 

General objectives 

Budget & Reporting Coordinator 

The Budget & Reporting Coordinator ensures that all donor reporting obligations are met in a timely and accurate manner, supports project and country-level budget management, and acts as the focal point for PeopleSoft financial reporting and SPC cost allocations. The position provides critical support to the Finance Manager in preparing consolidated financial analyses, including contributions to the Master Budget. 

Function 

Responsibilities 

Budget Management Support 

  • Provide technical support to the Finance Manager in preparing and updating the Yearly Master Budget, particularly in consolidating donor-funded and flexible/unrestricted budgets. 
  • Assist in preparing draft budget proposals in collaboration with Business Development, Program Managers, and Support Departments, ensuring compliance with donor and CARE DE requirements. 
  • Participate in developing budget guidelines for the Country Office. 
  • Assist in consolidating budgets for forecasting and donor negotiations. 

Donor Approved Budgets (DAB) & Coding 

  • Prepare and process Donor Approved Budget (DAB) forms for new projects, ensuring accurate workflows and submission to SSC. 
  • Verify quarterly budget uploads in PeopleSoft and coordinate corrections if required. 
  • Assign and communicate Fund Codes, PIDs, and Activity IDs for proper coding of expenditures. 

Budget vs. Actual (BvA) Reporting 

  • Lead the monthly BvA process: extract data from PeopleSoft, prepare reports, and share them with Project Managers, Area Managers, and SMT. 
  • Facilitate regular financial review meetings with Project Managers to review burn rates, variances, and possible budget revisions. 
  • Provide technical support for budget revisions, cost extensions, and no-cost extensions in collaboration with Finance Manager and Program Managers. 

Donor Reporting 

  • Prepare draft donor financial reports (interim and final), ensuring compliance with donor regulations and alignment with narrative reports. 
  • Maintain and regularly update the donor reporting schedule and ensure timely submissions. 
  • Archive all donor reports (hard and electronic copies) according to CARE documentation policy. 

PeopleSoft & SPC 

  • Act as the focal point for PeopleSoft reporting, mastering relevant accounting and reporting modules. 
  • Perform the SPC Allocation process on a monthly basis in line with CARE’s SPC Policy, including reconciliation from generic Activity IDs to the correct donor budgets. 
  • Provide technical support and guidance to finance and program colleagues on PeopleSoft reports and budget monitoring tools. 

Audit & Compliance 

  • Provide documentation and analysis required for internal and external audits, especially on donor financial reports, BvA, and budget reconciliations. 
  • Support implementation of audit recommendations related to donor reporting and budget management. 

Capacity Building & Team Support 

  • Support capacity building of Program, Grants, and Finance staff on budget monitoring, donor compliance, and use of PeopleSoft reports. 
  • Provide mentoring to finance team members who support budget and reporting functions. 
  • Act as back-up to the Finance Manager on donor reporting and budget monitoring tasks when required. 

Partner Capacity Building Support 

  • Upon request from the Partnership Department, participate in partner capacity building activities, including training sessions, workshops, and field visits. 
  • Support the delivery of technical guidance, mentoring, and coaching to Partnership finance officers as needed. 
  • Based on project audit findings, support the Partnership Department in addressing partner-related audit issues by sharing recommendations, documenting observations, and providing feedback to strengthen partners’ operational and programmatic capacities. 

Other Duties 

  • Maintain updated grant files, including budgets, donor reports, and approvals. 
  • Stay informed about donor regulations and share relevant updates with colleagues. 
  • Provide operational support to the Finance Department as required. 
  • Ensure strict confidentiality of all financial data and transactions. 

 Mandatory criteria:

  • A Bachelor’s degree in accounting, finance, development finance, or related field is a distinct advantage. Master’s degree and/or accounting designation preferred.
  • At least 7 years of experience in operations management in international INGOs,
  • Experience working in humanitarian sector minimum 5 years,
  • Proven experience in managing large budgets and working with donors.
  • Advanced skills in Microsoft Office applications and working knowledge of Peoplesoft Accounting Software.
