Context in Ukraine

On 24th February 2022, the invasion of Ukraine marked a significant escalation to the conflict that started in 2014. It continues to profoundly impact the lives of people across the country at various levels. The front line is continuously shifting and there are areas under Russian military control, as well as cities under siege. Attacks on military installations and critical civilian infrastructures are conducted in the whole territory of Ukraine, often resulting in collateral civilian casualties. The conflict has caused the largest population movement in Europe since World War II, with over 5 million currently displaced within Ukraine and 6 million refugees across Europe. OCHA had counted 17.6 million people in need of humanitarian assistance. 

At least one-third of the country’s energy infrastructure is damaged, leaving millions without heating and access to water. In October 2022, the Russian Federation claimed to have annexed four Ukrainian oblasts, further increasing the challenge of access to these areas. Therefore, an ongoing priority for the international humanitarian response is to reach newly accessible areas in the East and South, and to provide aid to previously unreachable and particularly hard-hit areas of Ukraine. 

CARE UKRAINE

CARE prioritizes a locally led response and is partnering primarily with Civil-Society Organizations (CSOs), National NGOs, local authorities, and when needed, INGOs with a longstanding presence in the country and access to hard-to-reach areas. CARE Ukraine deliberately and strategically prioritizes partnerships with local and national Women Led and Women Rights organizations (WLO’s/ WRO’s), further strengthening the Gender in Emergencies (GiE) principle and the Women Lead in Emergencies (WLiE) approach.

In the first few weeks after the escalation of the war, virtually all humanitarian aid inside Ukraine was organized and implemented by local actors. These groups (together with local authorities) remain the principal aid providers but are quickly being exhausted of funds, fuel, and physical energy. Thereby, a considerable proportion of CARE’s resources is dedicated to strengthening and supporting the capacities of local partners. 

As of May 2022, CARE Ukraine has established partnerships with more than 20 national organizations (incl. four WLOs/WROs) and five international NGOs. From more than 45 million € that have been raised for Ukraine thus far, around 70% is allocated to local and national partners. Through the activities that have been implemented so far, CARE Ukraine has been able to reach 759,651 people, including IDPs and affected populations in hard-to-reach areas.

While CARE Ukraine’s country office is currently located in Lviv, we also have a coordination office in Kyiv as well as area offices in Dnipro and Odesa, covering both the East and South of the country. 

General objectives 

Role Objectives:  

The Engineer will monitor and supervise manage field infrastructure projects, supervise partner staff, and provide technical advice as a subject matter expert. 

The engineers is integral to the construction and all infrastructure projects. Working alongside partner field team, contractor companies, and their civil engineers. 

The role of a engineer combines technical responsibilities with project management. The engineer is responsible for guiding CARE partners' site engineers, providing technical support in addition to Quality Control and monitoring of the WASH and Shelter infrastructure activities from a technical/engineering perspective. 

The engineer is also responsible for supporting the procurement team and management of Quality control and quality check for the construction materials that are used on-site. 

The engineer supports relevant Program Managers and Area Coordinator in coordination and liaison with the local authorities, communicating with the beneficiaries and all different stakeholders on the ground as needed. They are also in charge of health and safety on the construction site. 

The engineer (WASH & Shelter) will be responsible of all the construction and WASH and Shelter infrastructure activities such as, Household repair (Cash or through contractor), Collective Shelter Repair, Water Pumping station rehabilitation and/or any other Water, sanitation, and shelter related infrastructure activities. Moreover, the site engineer (WASH & Shelter) will be following on the provision of any WASH/Shelter equipment/items and kit distribution such as generators, filtration systems, boilers, hygiene and NFI kits, etc. 

The position holder will be essentially responsible for: 

• Support the PM and ensure efficient and effective program implementation of WASH and Shelter related projects 
• Provide technical support and inputs on all WASH/Shelter activities 
• Finding technical solutions for defective/damaged constructions 
• Do structural assessments of buildings and propose technical solutions for materials assistance, repair, rehabilitation and/or reconstruction, and provide technical information for development of work plans, technical specifications, bills of quantities (BoQs), cost estimates, structural drawings (CAD), and tender documents for procurement of construction services.  
• Ensure the proper documentation of the work especially for the Household repair activities. 
• Monitoring of contract schedules, appropriate volume, timing and quality of construction and installation works. 
• Initially working with contractor planning and producing sketches and methodologies for relevant plans and procedures for mobilizing. 
• Supporting to set up work sites with local authorities and contractor. 
• Organizing the contractor to ensure the timely preparation Risk Assessment Method Statements, Inspection and Test Plans, Permits, Consents etc. for the works and that these are implemented. 
• Day to day work site coordination and planning to ensure the works are carried out safely and efficiently. 
• Ensuring Permit to Dig, Temporary Works and other safety systems are implemented. 
• Liaison with the contractor to ensure the adherence to safe methods of work. 
• Ensuring all temporary works needs are identified sufficiently early and completed in accordance with the relevant procedures. 
• Provide support and information to local authorities. 
• Collaborate with relevant internal and external technical experts on sector relevant issues. 
• On a regular basis support coordination with relevant governmental organizations, community members, utility providers and other international organizations. 
• Support initiating the procurements and ensure their execution. 
• Ensure that procurement, development and distribution of materials and equipment are timely and according to procedures. 
• Reporting to Program Manager and Program Quality Lead any technical issues and suggest solutions. 
• Follow all relevant project tools, plans, and budgets. 
• Project implementation, reporting and evaluation. 
• Involve and inform communities and local authorities about the activities and ensure that all projects are in line with national guidelines and regulations. 
• Ensure correct data tracking for all interventions and prepare periodic progress reports and other documents as required. 
• Ensure a safe environment within CARE’s workplaces, programs, and communities by upholding safeguarding standards that prevent sexual harassment, exploitation, abuse, and child abuse (SHEA-CA) 

Essential criteria: 

The post holder should be able to demonstrate the following attributes: 

• Bachelor’s Degree in Civil Engineering or another relevant field 
• Minimum 3 years of technical experience within supervision/managing on construction site, preferably with experience in the field of humanitarian sector working for NGOs, relevant ministry, or local authority.  
• Experience in administrative and support tasks 
• Knowledge of construction work procedures (permissions of works, construction process, design, etc)  in accordance with the current legislation of Ukraine. 
• Knowledge of current construction norms and rules of Ukraine. 
• Proficiency in Ukrainian (speaking/reading/writing), Russian language skills an advantage. An intermediate level in English language. 
• Excellent skill in MS Word, Excel, and PowerPoint 
• Skills in AutoCAD is an asset 
• Ability to work as part of a team and culturally sensitive and able to work in multi-cultural team. 
• Unquestionable personal code of ethics, integrity, diversity and trust 
• Strong belief in human rights and gender equality  
• Strong confidentiality ethic, demonstrate flexibility, and versatility in adjusting to changing environments and requirements as necessary.
