Summary of Assigned Duties:
To provide technical expertise to support the Ministry of Health to prepare and respond to the health needs in relation to the evolving situation in the country. A significant part of this works relates to ensure coordinated planning, revision of standards and training of both front-line medical staff as well as hospital staff in trauma and surgical care as well as Mass Casualty Management.
This is within a rapidly changing context with volatile security situation and needs to support new local areas through hospitals set up, refurbishment and staffing.
1. Support the Country Office with needs assessments and liaise with technical units in determining the needs of the affected populations in regard to emergency and trauma care including referral pathways. Trauma Care Specialist - (2504316)
2. Provide technical advice on all issues related to trauma care, critically reviewing, analysing and using evidence-based data for setting up or adapting standards, tools, interventions and approaches.
3. Review and suggest any adjustment to the systems and procedures related to hospitals’ emergency preparedness - emergency triage, mass casualty management and, if needed, provide technical expertise on adjustments based on existing capabilities and relevant WHO technical guidance (such as Emergency Care Toolkit and others)
4. Assess capacities and gaps in regard to trauma patients pathways (from point of injury to rehabilitation) to ensure best outcomes for injured patients.
5. Provide technical advice and guidance on the design of training programme and education programmes for formation of front-line responders, medical personnel including specialized cadre based on identified gaps, based on relevant WHO guidance (such as MCM toolkit, Basic Emergency Care).
6. Suggest improvements of emergency and trauma care at health facilities including components included in the Minimum Service Package (MSP) adopted in the country in line with WHO’s core technical guidance (such as Emergency Care System Framework, Emergency Care Toolkit, etc.)
7. Contribute to maintaining an overview of the health-related situation in the country, analyse and synthesise incoming data from health facilities to inform operational decision, ensure that updates are provided on a regular and timely basis to all levels of the response.
8. Provide technical advice to the procurement and logistics team in the specification and quantity estimations supplies, medications and other essential/critical items.
9. Advice, and when required, provide onsite support to other health partners on emergency and trauma care.
10. Perform any other related duties, as required by the functional supervisor.
RECRUITMENT PROFILE
Educational Qualifications:
Essential: University degree in medicine with specialization in surgery, emergency care, trauma or another closely related field from an accredited/recognized institute.
Desirable: Additional professional training/specialization in hospital management, mass casualty management, disaster medicine, adult simulation-based training & education, and/or other related area.
Experience:
Essential: At least five years of relevant experience (clinical and teaching/policy-level) at the national level, working in disasters and resource-scarce contexts.
Desirable: Proven experience in the development of simulation-based training curricula and content, training delivery as trainer/course director/lead facilitator.
Prior experience in the development of clinical guidelines and operational-level technical guidance on emergency care, trauma, and mass casualty management.
Prior humanitarian field-level experience with WHO, other UN agencies, Health Custer Partners, or recognized humanitarian organizations, or with an international Non-Governmental Organization, with expertise in disaster and health emergency response, will be an asset.

Functional Knowledge and Skills:
- Strong technical skills and expertise in the field of trauma care (including patient care, design and development of quality improvement interventions, design of patient referral systems)
- Strong knowledge of emergency and surgical care approaches in disasters and in resource scarce contexts
- Proven skills in the development of training curricula and training content (for both providers and trainers) in the area of emergency and surgical care
- Valid certification as Provider and Trainer in relevant intermediate or advanced-level internationally-certified courses in emergency, surgical and/or trauma care, mass casualty management (developed by WHO or appropriate international professional associations)
- Strong communication skills, ability to deliver advanced-level technical training in the area of responsibility
- Strong knowledge of the relevant clinical guidelines and national policies in the assigned area, strong knowledge of the national healthcare system
- Knowledge of WHO, the UN System or NGO work in the field of response relief and/or of their practices and procedures as related to the work.
Use of Language Skills
Essential: Expert knowledge of English. Expert knowledge of Ukrainian.
Desirable: Intermediate knowledge of any other UN languages
REMUNERATION
Remuneration comprises an annual base salary starting at USD 52,930 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
