Deutsche Gesellschaft fuer Internationale Zusammenarbeit (GIZ) in Ukraine is seeking a qualified professional for the project “ReBuild Green Ukraine with the Energy Efficiency Fund” to fill the position of a:
Policy Advisor on Energy Efficiency and Reconstruction (full-time, Kyiv)

The Policy Advisor “Energy Efficiency and Reconstruction” is a member of a team of experts implementing the project “ReBuild Green Ukraine with the Energy Efficiency Fund”. The project is jointly funded by the German Federal Government through the International Climate Initiative (IKI) as well as the European Union (EU) and implemented by Deutsche Gesellschaft fur Internationale Zusammenarbeit (GIZ) in cooperation with the Ministry for Development of Communities and Territories (Ministry of Development) of Ukraine. The project aims to contribute to achieving a green reconstruction, energy security, and decarbonization in Ukraine by strengthening the national Energy Efficiency Fund (EEF). The EEF is the key instrument in Ukraine for supporting the modernization and restoration of residential buildings. The project is working to (1) strengthen the human and organisational capacities of the EEF; (2) enhance the visibility and public understanding of energy efficiency and green reconstruction; (3) create an effective support system for homeowners wishing to participate in EEF programs; and (4) support further strategic development of EEF programs.
The advertised position focuses on delivering advisory support to the EEF and its main stakeholders (Ukraine, EU, Germany) on strategic development of the Fund as well as facilitating access to affordable finance for homeowners, reflecting political environment and market needs.
Key responsibilities:
- Delivers advisory to the EEF and its main stakeholders on strategic development of the Fund and its programmes;
- Provides Secretariate services to the EEF Coordination Group as well as ad-hoc task forces thereunder (e.g. on “Access to Finance”);
- Ensures operational coordination on the project with the Ministry of Development and the Ministry of Finance on EEF-related matters;
- Steers the work of external consultants and experts.
- Ensures knowledge management, coordination with the team and reporting on the above.
Tasks:
Advisory to the EEF and its main stakeholders on strategic development of the Fund and its programmes:
- Prepare briefings, analytical papers or reports on topics requested by the EEF or key stakeholders.
Secretariate services to the EEF Coordination Group as well as ad-hoc task forces (e.g. on “Access to Finance”):
- Monitor and contribute to structured inputs on political, economic, and regulatory developments in Ukraine that are relevant to the EEF and its program portfolio.
- Organize biannual meetings of the high-level Donor Coordination Council, including drafting agendas, coordinating invitations, preparing meeting briefings and materials, managing meeting logistics and supporting minute-taking and follow-up actions.
- Organize monthly online or in-person meetings of the EEF Coordination Group, including scheduling sessions, circulating invitations, and documenting the minutes.
- Prepare briefings, analytical papers or reports for these groups, based on the input from the external consultants, partners or other experts – to inform discussions and decision-making.
- Organize workshops, consultations and sites visits.
Operational coordination on the project with the Ministry of Development and the Ministry of Finance on the EEF matters:
- Act as point of contact, maintain pro-active and regular communication with partner Ministries, drive day?to?day planning and coordination, organize routine check?ins, draft/clear official correspondence.
- Draft briefings and analysis requested by the Ministries.
- Organize workshops, consultations and site visits.
Steering the work of external consultants and experts:
- Develop Terms of Reference, oversee deliverables and timelines, and provide quality assurance and substantive guidance to consultants throughout their assignments.
Knowledge management, coordination with the team and reporting on the above:
- Operational planning & delivery: engage in the operational plan and project strategy together with the team, track milestones and implement actions.
- Ensure application of GIZ procedures (procurement, contracts, finance, HR, integrity, communications/visibility, monitoring, reporting).
- Sharing proactively all relevant developments and information with the responsible team members and partners
- Input for various project reports including annual reports or other reports required by the Project Director and GIZ Head Office
Required qualifications, professional experience and personal competences:
- University degree in law, political science, international relations or other relevant field.
- At least 5 years of professional experience in political environment and multi-stakeholder coordination, liaising with ministries/regulators and drafting official correspondence (parliament, ministry, public affairs or NGO).
- Experience operating in politically sensitive, fast?changing contexts; conflict?resolution mindset.
- Experience working with international or donor organizations.
- High proficiency in written and spoken Ukrainian and English. German knowledge should be aspired if not yet existent.
- Understanding of policy and international cooperation context in climate, energy efficiency and housing sectors.
- Strong analytical writing (minutes, reports, briefs) and facilitation skills; excellent diplomacy.
- Stakeholder savvy: diplomatic, concise, and credible with senior officials.
- Strong networking skills and proven ability to handle steering functions and strategic coordination in complex contexts.
- Good working knowledge of ITC applications (e.g. MS Office).
- Ability to independently prioritize and implement assigned tasks with possible time constraints.
- Team player, customer and service-oriented attitude.
- Goal orientation combined with a high level of frustration tolerance.
- Willingness to upskill as required by the tasks to be performed.

Employment conditions:
Full-time position with 40-hours working week. Place of assignment is Kyiv. Starting as soon as possible. The contract duration will be 12 months with the possibility of prolongation.
