Technical Specialist (Environmental Policy, Resources Efficiency Specialist) (full-time, Kyiv)
Deutsche Gesellschaft fuer Internationale Zusammenarbeit (GIZ) in Ukraine is seeking a qualified professional for the project “Best available techniques (BAT) for Ukraine” to fill the position of an:
Technical Specialist (Environmental Policy, Resources Efficiency Specialist)
(full-time, Kyiv)

The BAT project supports Ukraine in establishing the necessary legal framework conditions and implementing the provisions in practice. This begins with the transposition of the EU Industrial Emissions Directive into national legislation and ends with the implementation of technical solutions at industrial enterprises. In all phases of the legislative procedure, the project works closely with the Ministry of Environmental Protection and Natural Resources of Ukraine. For example, it advises the ministry on revising the permitting system for industrial enterprises. Training courses and study tours allow main stakeholders to learn more about their new tasks and responsibilities. Another component of the project is the development of a new IT systems that will allow obtaining permits for industrial enterprises online. Finally, the developed support program will help attract investment in the modernization of industry.
Areas of responsibility:
- Running of all technical support activities smoothly and ensuring adequate implementation of the project’s activities incl. event management
- Processing technical aspects related to procurement and financial workflow
- Monitoring of project activities incl. knowledge management and document management for DMS in line with GIZ’s filing rules
- Support with record management
- Budget planning and analysis of planned expenditures
- Carrying out specific research tasks which are required for planning the implementation of project(s)
- Carrying out specific tasks in connection with knowledge management for the project(s)
- Ensuring timely and high-quality implementation of all Components
- Cross-cutting tasks in IKI Portfolio and Energy and Climate Cluster Ukraine
Tasks:
- Supports and coordinates project activities for all components of the project and carries out other tasks required for the implementation of these components and the overall project success
- Compiles, verifies, collects of data and information on projects’ operations
- Takes care of monitoring the achievement of indicators and the appropriate, systematic saving of project results and impacts
- Ensures of background information screening, monitoring project activities and coordinating inputs on the projects’ operations
- Provides follow-ups of issues and liaison with consultants and service providers on projects’ operations
- Keeps track of all existing contracts and payments
- Participates in formulating project action plans and helps synchronise the planning and budgeting system
- Organizes operational planning and other coordination sessions of the team and participates in internal and external (team) meetings and workshops and assists with documenting these
- Assists the project with logistical issues
- Administers meetings, appointments and briefings including drafting background notes when required
- Coordinates and assists in organizing and conducting of study visits
- Prepares draft routine correspondence, general briefing notes, documents, translations and minutes of meetings when requested
- Screens all incoming communications and filters outgoing for any further action
- Prepares and coordinates preparatory documents for procurement contracts of services and goods
- Accompanies the fulfillment of the contract, checks the factual accuracy of invoices and reports
- Provides support in the planning of the project activities and budgeting
- Provides briefings for the commissioning party in order to inform them of current political developments and events within the sphere of the Ukrainian BMUV Projects within the climate and environmental protection
- Assists short-term experts assigned to projects in completing their tasks
- Schedules, prepares, leads and follows up on expert working groups on the draft law development and secondary legislation
- Onboarding of the IKI Portfolio new team members
- Coordinates specialists involved in the support of the draft law as well as the secondary legislation documents and proactively manages the contracted deliverables under Component I
- Coordinates and assists national and international advisers involved in the activities related to the capacity building of the employees of MEPR and other public authorities responsible for implementing the IED provisions, as well as installation operators, and their consultants.
- Regularly draws up a list of forthcoming meetings and events and autonomously monitors and addresses open tasks and deadlines for these events
- Provides technical assistance to local and international experts
- Organizes and coordinates logistical aspects (incl. travel arrangements) for planning, holding and documenting meetings, workshops, seminars and other events
- Contributes to the creation, writing, editing and proofreading high quality, engaging content on the project activities
- Ensures knowledge management: collects, processes and distributes relevant information, monitors communication and interaction between government institutions, NGOs and society through analyses of the media, direct dialogue, participation in meetings and seminars etc in consultation with the manager or expert, prepares and carries out qualitative research
- Monitors changes in political and economic surrounding and drafts briefings provides support in creation, maintenance and update of the filing system for the office and/or projects
- Updates the filing system with important incoming and outgoing correspondence, key documents and other relevant project related data
- Identifies relevant project information and prepares publication/sharing via appropriate GIZ internal systems
- Moderates team meetings in connection with Kan Ban sessions and expert meetings
- Serves as focal point for the climate pillar in the IKI Interface project (currently carried out by EEF) and coordinates with other colleagues contributing to the formats under the IKI Ukraine interface function (newsletters, briefings, events, etc.).
- Represents the interest of the GIZ-assisted measure and always acts on its behalf
- Carries out important tasks for the project, even if these are not explicitly cited in the job description
- Performs other duties and tasks at the request of the project team
- Drafts reports at the request of the project team for different Projects of the BMUV Ukraine Portfolio i.e. ETS and BAT Projects
- Cross-project work on GIZ climate and environmental portfolio Ukraine (e.g. Ukrainian Climate Office and other GIZ initiatives)
- Assists other experts, if necessary, as translator
Required qualifications, professional experience and personal competences:
- Minimum Bachelor's degree in International Relations, Politics, Management, Economics, Business, Public Administration, Social Sciences, Environmental Studies or related field
- Graduate student within one-year of graduation
- At least 3 years of professional experience in a comparable position or traineeship program
- High proficiency in written and spoken English and Ukrainian
- Good working knowledge of ITC technologies and computer applications (e.g. MS Office)
- Keen interest in the work of the international technical assistance organizations in Ukraine
- Basic understanding of technical assistance specifics in a local context in Ukraine
- Profound experience in the field of international cooperation for sustainable development in Ukraine with particular focus on climate action and energy efficiency
- Thorough understanding of climate change and energy efficiency global and national reform agenda
- Strong managerial and organizational competence
- Willingness to travel (abroad) regularly
- Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management
- Customer and service-oriented attitude

Employment conditions:
Full-time position with 40-hours working week. Place of assignment is Kyiv. Starting in mid-January. The contract duration will be 12 months with the possibility of prolongation.
